第一章　総則
Chapter I. General Provisions
（設置及び所轄）
(Establishment and Jurisdiction)
第一條　この法律により、國立学校を設置する。
Article 1.　National schools shall be established in accordance with this Law.
２　國立学校は、文部大臣の所轄に属する。
2　The national schools shall be under the jurisdiction of the Minister of Education.
（定義）
(Definition)
第二條　この法律で「國立学校」とは、学校教育法（昭和二十二年法律第二十六号）第一條に定める学校のうち、國立の大学及び高等学校並びに同法第八十三條に定める各種学校で國立のものをいう。
Article 2.　"National Schools" in this Law means national universities and upper secondary schools out of the schools which are provided for in Article 1 of the School Education Law (Law No.26 of 1947) and national miscellaneous schools provided for in Article 83 of the same Law which are established and maintained by the government.

第三條　國立大学の名称、位置、学部及びその國立大学に包括される学校は、左表に掲げる通りとする。
Article 3.　The names, locations, and faculties of the national universities as well as the schools which are to be included in the respective national universities shall be as shown in the following table:

第十二條　各國立学校に置かれる職員の定員は、別表第一から第三までによる。
Article 12.　The fixed number of the personnel to be placed in each of the national schools shall be as shown in Annex I to III.

第十三條　各國立学校（附則第三項及び第五項に規定する学校を含む。）に置かれる職の種類及び定員については、文部省令で定める。
Article 13.　The kinds and fixed number of the positions to be placed in each of the national school (including schools prescribed for in paragraphs 3 and 5 of the supplementary provisions) shall be prescribed by the Ministry of Education Ordinance.

第十四條　國立学校に置かれる職員の任免、懲戒その他人事管理に関する事項については、國家公務員法（昭和二十二年法律第百二十号）及び教育公務員特例法（昭和二十四年法律第一号）の定めるところによる。
Article 14.　The appointment, dismissal, punishment and other matters concerning the administration of the personnel of national school shall be in accordance with the Law for the National Public Service Law (Law No.120 of 1947) and the Law for Special Regulations concerning Education Public Service (Law No.1 of 1949).
第六章　雜則
Chapter VI. Miscellaneous Regulations
（命令への委任）
(Authorization of Ordinances)
第十五條　この法律又は他の法律に別段の定めのあるものを除く外、國立学校の組織及び運営の細目については、文部省令で定める。
Article 15.　Unless otherwise stipulated in this Law or other laws specific items concerning the organization and administration of national schools shall be prescribed by the Ministry of Education Ordinance.
附　則
Supplementary Provisions:
１　この法律は、公布の日から施行する。但し、第一條の規定は、学校の修業年限及び学年の進行に関しては、昭和二十四年四月一日から適用があるものとする。
1.　The present Law shall come into force as from the day of its promulgation. The provisions of Article 1, however, shall apply, with regard to the length of the course of the schools and progress af the grades.
２　左に掲げる勅令は、廃止する。

３　第三條に規定する大学は、それぞれその包括する学校の課程を存置するものとし、それらの課程の履修、卒業及びそれらの課程を担当する教職員の身分等に関する事項並びに第三條に規定する大学に包括する学校に附置される学校については、なお從前の例により取り扱うものとする。
3.　The universities provided for in Article 3 shall keep the courses of the schools to be included in them, and matters concerning the pursuit, graduation from, and the status, etc. of the teaching personnel in charge of, those courses, and matters concerning the schools to be attached to the schools to be included in the universities, shall be handled as before.
４　前項の規定の実施に関し必要な事項は、文部省令で定める。
4.　Necessary matters for the prosecution of the provisions of the preceding paragraph shall be decided by the Ministry of Education Ordinance.
５　学校教育法第九十八條の規定による学校のうち、國立大学に包括されないで、当分の間、なお從前の例により存続するものは、左に掲げる通りとする。但し、東京医学歯学專門学校は、昭和二十五年三月三十一日まで、東京医科歯科大学、大阪工業專門学校及び大阪青年師範学校は、昭和二十六年三月三十一日まで、存続するものとする。
5.　Of the schools provided for in Article 98 of the School Education Law, those which are not to be included in any of the national universities and which shall remain under the former regulations for the time being shall be as follows. However, Tokyo College of Medicine and Dentistry shall continue to exist until March 31, 1950, and Tokyo University of Medicine and Dentistry, Osaka Technical College and Osaka Youth Normal School, until March 31, 1951.

６　水産講習所のうち、東京水産大学に包括されないもの（第二水産講習所）については、水産講習所官制は、別に農林省の設置に関する法律が制定施行されるまでの間、なお効力を有する。
6.　Regarding the Fishery Training Institute which is not included in Tokyo University of Fishery (i. e. the Second Fishery Training Institute), Regulations governing the Organization of Fishery Training Institute shall be still effective, until the time when a separate law concerning the establishment of Ministry of Agriculture and Forestry is established and put into force.
７　從前の規定により國立の大学の大学院は、当分の間、なお從前の例により取り扱うものとする。
7.　The graduate course of national universities by the former provisions shall be handled as before for the time being.
８　國立大学に包括される学校に置かれる職員の定員は、それぞれその学校を包括する國立大学の職員の定員に含まれるものとする。
8.　The fixed number of personnel of the schools to be included in national universities shall be a part of the fixed number of the national universities which include such schools.
９　第五項に掲げる学校に置かれる職員の定員は、別表第四による。
9.　The fixed number of personnel to be placed in the schools mentioned in paragraph 5 shall be as shown in Annex IV.
10　第十二條及び前項の規定は、別に政府職員の定員に関して定める法律の適用に影響を及ぼすものではない。
10.　The provisions of Article 12 and the preceding paragraph shall not affect the application of the separate law provided for the fixed number of government personnel.
11　國立学校のうち、東京水産大学は、第一條第二項の規定にかかわらず、昭和二十五年三月三十一日まで、農林大臣の所轄とする。
11.　Of the national schools, to Tokyo University of Fishery shall be under the jurisdiction of the Minister of Agriculture and Forestry until March 31, 1950, in spite of the provisions of paragraph 2 of Article 1.
12　第八條、第十三條、第十五條及び第四項中「文部省令」とあるのは、前項に定める日まで、東京水産大学にあつては「農林省令」と読み替えるものとする。
12.　In Article 8, Article 13, Article 15, and paragraph 4 of Supplementary Provisions "the Ministry of Education Ordinance" shall read "the Ministry of Agriculture and Forestry Ordinance" with regard to Tokyo University of Fishery until the date provided for in the preceding paragraph.
13　第四章に定める國立の各種学校は、昭和二十五年三月三十一日まで、存続するものとする。
13.　The Miscellaneous schools provided for in Chapter IV shall continue to exist until March 31, 1950.
