提案理由 (AIによる要約)

第一章　総則
Chapter I. General Provisions
（この法律の目的）
(Purpose of this Law)
第一條　この法律は、文部省の所掌事務の範囲及び権限を明確に定めるとともに、その所掌事務を能率的に遂行するに足る組織を定めることを目的とする。
Article 1.　The purpose of this Law is to define clearly the scope of responsibilities and the powers of the Ministry of Eduction, and to provide for an organization fit for the efficient conduct of the affairs under the jurisdiction of the Ministry.
（定義）
(Definitions)
第二條　この法律の解釈に関しては、左の定義に從うものとする。
Article 2.　For the purposes of this law, the following definitions shall apply:
一　「学術」とは、人文科学及び自然科学並びにそれらの應用の研究をいう。
(1)　"Science" as used in this Law shall mean cultural science and natural science, as well as research in the application thereof;
二　「文化」とは、藝術及び國民娯樂、國宝、重要美術品、史跡名勝天然記念物その他の文化財、出版及び著作権並びにこれらに関する國民の文化的生活向上のための活動をいう。
(2)　"Culture" as used in this Law shall mean:art and people's amusements;notional treasures, important art objects, historic sites, places of scenic beauty, natural monuments, and other cultural properties;publications and copyrights;as well as activities for developing the people's cultural life concerning them;
三　「初等教育」とは、小学校及び幼稚園における教育をいう。
(3)　"Elementary education" as used in this Law shall mean education in elementary schools and kindergartens;
四　「中等教育」とは、中学校及び高等学校における教育（職業教育を含む。）をいう。
(4)　"Secondary education" as used in this Law shall mean education in lower secondary schools and upper secondary schools (including vocational education);
五　「特殊教育」とは、盲学校、ろう学校及び養護学校における教育をいう。
(5)　"Special education" as used in this Law shall mean education in schools for the blind, schools for the deaf, and schools for the otherwise handicapped;
六　「社会教育」とは、公民教育、青少年教育、婦人教育、労働者教育等の社会人に対する教育、生活向上のための職業教育及び科学教育、運動競技、レクリエーション並びに図書館、博物館、公民館等の施設における活動をいう。
(6)　"Social education" as used in this Law shall mean:such forms of education for out-of-school youth and adults as education for citizenship, youth education, women's education, and laborers'education;vocational education and, scientific education for the improvement of living;sports and athletics, and recreation;as well as activities conducted by such facilities as libraries, museums, and citizens'public halls.
２　この法律で單に「教育」という場合には、学術及び文化を含むものとする。
2　"Education" as used in this Law shall include science and culture, when it is used without modifier.
３　第十條中「社会教育」には、文化（出版及び著作権を除く。）を含むものとする。
3　"Social education" in Article 10 is used to include culture (excluding publications and copyrights).
（設置）
(Establishment)
第三條　國家行政組織法（昭和二十三年法律第百二十号）第三條第二項の規定に基いて、文部省を設置する。
Article 3.　The Ministry of Education is hereby established under the provisions of Article 3 paragraph 2 of the National Government Organization Law (Law No.120 of 1948).
２　文部省の長は、文部大臣とする。
2　The Ministry of Education shall be headed by the Minister of Education.
（文部省の任務）
(Mission of the Ministry of Education)
第四條　文部省は、左に掲げる國の行政事務を一体的に遂行する責任を負う行政機関とする。
Article 4.　The Ministry of Education shall be the administrative organ responsible for the integrated administration of the following affairs of the National Government:
一　教育委員会、大学、研究機関（他の行政機関に属するものを除く。以下同じ。）その他教育に関する機関に対し、專門的、技術的な指導と助言を與えること。
(1)　Providing professional and technical guidance and advice to boards of education, universities, research institutions (excluding those under the jurisdiction of other administrative organs, hereinafter the same) and other organs related to education;
二　民主教育の体系を確立するための最低基準に関する法令案その他教育の向上及び普及に必要な法令案を作成すること。
(2)　Preparing drafts of laws and orders concerning minimum standards for a system of democratic education, and those necessary to develop and diffuse education;
三　教育のための予算案の作成及び國庫支出金の割当、配分を行うこと。
(3)　Preparation of the budget, and allocation and distribution of funds appropriated from the National Treasury for the purpose of education;
四　教育のための物資の確保について援助すること。
(4)　Helping to procure materials for the purpose of education;
五　大学及び研究機関の研究活動を連絡調整すること。
(5)　Maintaining contact and coordination of research activitieg in universities and research institutions;
六　國際的な教育に関する國内における諸活動を連絡調整すること。
(6)　Maintaining contact and coordination of activities within the country concerning education which involve foreign nations;
七　教育に関する調査研究を行い、及びその調査研究を行う機関に対し、協力し、又は協力を求めること。
(7)　Research concerning education, and cooperation with or asking cooperation of other organs conducting research in this field;
八　教育に関する專門的、技術的な資料を作成し、及び刊行頒布すること。
(8)　Preparation and publication of professional and technical materials relating to education;
九　前各号に掲げるもののほか、教育に関し、法律（これに基く命令を含む。）に基き文部省に属せしめられた事務を行うこと。
(9)　In addition to those listed in the preceding items, such affairs concerning education as are placed under the Ministry by laws (including orders issued thereunder).
（文部省の権限）
(Powers of the Ministry of Education)
第五條　文部省は、この法律に規定する所掌事務を遂行するため、左に掲げる権限を有する。但し、その権限の行使は、法律（これに基く命令を含む。）に從つてなされなければならない。
Article 5.　For the purpose of carrying out the responsibilities provided for in this Law, the Ministry shall have the powers as listed below. Such powers shall however, be exercised in accordance with laws (including orders issued thereunder):
一　予算の範囲内で、所掌事務の遂行に必要な支出負担行爲をすること。
(1)　To make, within the limits of budgetary appropriations, obligations necessary for carrying out its responsibilities;
二　收入金を徴收し、所掌事務の遂行に必要な支拂をすること。
(2)　To collect revenues and make payments necessary for carrying out its responsibilities;
三　所掌事務の遂行に直接必要な事務所等の施設を設置し、及び管理すること。
(3)　To establish and maintain offices and other facilities directly required for carrying out its responsibilities;
四　所掌事務の遂行に直接必要な業務用資材、事務用品、研究用資材等を調達すること。
(4)　To procure materials for use in enterprises, office supplies, and other research materials which are directly required for carrying out its responsibilities;
五　不用財産を処分すること。
(5)　To dispose of necessary properties;
六　職員の任免及び賞罰を行い、その他職員の人事を管理すること。
(6)　To administer personnel affairs, including appointment, dismissal, awards and discipline;
七　職員の厚生及び保健のため必要な施設をなし、及び管理すること。
(7)　To establish and maintain facilities required for the welfare and health of personnel;
八　職員に貸與する宿舍を設置し、及び管理すること。
(8)　To establish and maintain housing to be rented to personnel;
九　所掌事務の監察を行い、法令の定めるところに從い、必要な措置をとること。
(9)　To inspect the affairs under its jurisdiction and to take such measures as may be required in accordance with the provisions of laws and orders;
十　所掌事務の周知宣傳を行うこと。
(10)　To disseminate information to the public concerning the affairs under its jurisdiction;
十一　文部省の公印を制定すること。
(11)　To adopt the official seal of the Ministry of Education;
十二　廣く利用に供する適当な記録を整備すること。
(12)　To maintain adequate records accessible to the public;
十三　大学の設置及び所掌事務に関する法人の設立を認可すること。
(13)　To charter universities and juridical persons concerned with affairs under its jurisdiction;
十四　教育職員、学徒、研究者、著作家、藝術家並びに國際的な運動競技大会及び文化的会合の参加者等の諸外國との交換に関し、條約その他國際的約束に從い、國際的取決めを交渉し、締結すること。
(14)　To negotiate and conclude international agreements, in accordance with treaties and other international conventions, relating to the interchange with foreign countries of of educational personnel, students, researh workers, authors, artists, participants in international sports events and cultural meeting and others;
十五　所掌事務に関する國際会議の政府代表を選考し、関係行政機関に勧告すること。
(15)　To select personnel to represent the national government at international conferences relating to the affairs under the jurisdiction of the Ministry and make recommendations to the administrative organ concerned;
十六　在外研究員及び内地研究員を選考して、これを任命し、並びに個人的な研究のための海外旅行及び在外研究を援助すること。
(16)　To select and appoint personnel to study abroad or in Japanese universities at government expense and to safeguard private travel and study abroad;
十七　教育職員の研修について連絡し、及び援助を與えること。
(17)　To maintain contact and provide assistance concerning study of educational personnel;
十八　大学及び研究機関に、國庫支出金によつて支持される研究の計画及びその経費の見積を提出させること。
(18)　The require from universities and research institutions the submission of the plans of researches to be supported from national funds, and the estimates of expenses therefor;
十九　所掌事務に関する國庫支出金及び物資を割り当て、配分すること。
(19)　To allocate and distribute funds appropriated from the National Treasury and materials for the affairs under its jurisdiction;
二十　自然物に関する調査研究、観察及び実習の場として、國立自然教育園を管理運営し、及び整備すること。
(20)　To administer, operate, and improve the National Garden for Nature Study as a center of learning, observation and practical training concerning natural objects;
二十一　所掌事務に関する調査研究をし、その結果を利用に供し、及び教育に関する調査研究を行う機関に対し、協力し、又は必要がある場合調査研究を委託すること。
(21)　To conduct research concerning the affairs under its jurisdiction and make available the findings of the research, and to cooperate with other organs conducting research concerning education, or entrust such organs with research, if necessary;
二十二　所掌事務に関する統計調査の資料及び結果を收集し、解釈し、及び刊行頒布すること。
(22)　To collect, interpret, and publish data for statistical surveys and findings thereof concerning the affairs under its jurisdiction;
二十三　教育委員会、大学、研究機関その他教育に関する機関に、報告書その他資料を提出させ、收集するための手続及び方式の基準を設定すること。
(23)　To establish standards for precedures and forms for the reporting and collecting of data from boards of education, universities, research institutions, and other organs related to education;
二十四　國家的又は國際的関心のある題目について、会議、研究会、討論会その他の催しを主催すること。
(24)　To sponsor conferences, workshops, public forums, and other types of group programs on subjects of national or international concern;
二十五　小学校、中学校、高等学校、盲学校、ろう学校、養護学校及び幼稚園に関し、教育課程、教科用図書その他の教材、施設、編制、身体檢査、保健衞生、学校給食及び教育職員の免許等についての最低基準に関する法令案を作成すること。
(25)　To prepare drafts of laws and orders concerning elementary schools, lower and upper secondary schools, schools for the blind, for the deaf, and for the otherwise handicapped, and kindergartens with respect to minimum standards for such matters as curriculums, textbooks and other instructional materials, facilities, organizations, physical examinations, health and sanitation, school lunch program, certification of educational personnel;
二十六　教育委員会、大学及び研究機関に関する法令案を作成すること。
(26)　To Prepare drafts of laws and orders concerning boards of education, universities, and research institutions;
二十七　前各号に掲げるもののほか、法律（これに基く命令を含む。）に基き文部省に属せしめられた権限
(27)　In addition to those listed in the preceding items, such powers as are placed under the jurisdiction of the Ministry of Education by laws (including orders issued thereunder).
２　文部省は、その権限の行使に当つて、法律（これに基く命令を含む。）に別段の定がある場合を除いては、行政上及び運営上の監督を行わないものとする。
2　With regard to the exercise of its powers, the Ministry of Education shall not exercise control either administrative or operational, unless otherwise provided for by laws (including orders issued thereunder).
第二章　本省
Chapter II. The Ministry Proper

(Internal Subdivisions)
第六條　本省に大臣官房及び左の五局を置く。
Article 6.　The Ministry proper shall have the Minister's Secretariat and the following five bureaus:
初等中等教育局
Elementary and Secondary Education Bureau
大学学術局
Higher Education and Science Bureau
社会教育局
Social Education Bureau
調査普及局
Research and Publications Bureau
管理局
Administrative Bureau
２　管理局に教育施設部を置く。
2　An Administrative Bureau shall have the Educational Facilities Division.
（大臣官房の事務）
(Functions of the Minister's Secretariat)
第七條　大臣官房においては、文部省の所掌事務に関し、左の事務をつかさどる。
Article 7.　The Minister's Secretariat shall, in connection with the responsibilities of the Ministry of Education, take charge of the following affairs:
一　機密に関すること。
(1)　Confidential matters;
二　職員の職階、任免、分限、懲戒、服務その他の人事並びに教養及び訓練に関すること。
(2)　Classification, appointment and dismissal of personnel, their status, disciplinary punishment, performance of duty, and other personnel affairs;also their refinement and training;
三　大臣の官印及び省印を管守すること。
(3)　Custody of the Ministeris and the Ministry's official seals;
四　公文書類を接受し、発送し、編集し、及び保存すること。
(4)　Receipt, dispatch, compilation and custody of official documents;
五　各部局の準備した予算案に基いて、文部省所管の予算案を作成する等予算に関する事務を処理すること。
(5)　Disposing of affairs concerning budget such as preparation of draft budget under the jurisdiction of the Ministry of Education, on the basis of the budget plans prepared by the bureaus;
六　経費及び收入の決算及び会計の監査に関すること。
(6)　Budget estimates for expenditures and revenues, settlement of accounts, accounts, and account audit;
七　行政財産及び物品を管理すること。
(7)　Control of administrative property and articles;
八　職員の衞生、医療その他福利厚生に関すること。
(8)　Health, medical treatment, and other welfare measures for personnel;
九　こう報に関すること。
(9)　Dissemination of information;
十　法令案の審査その他総合調整に関すること。
(10)　Coordination and adjustment, such as examination of draft bills and orders;
十一　渉外事務に関すること。
(11)　Liaision affairs;
十二　前各号に掲げるもののほか、文部省の所掌事務で他部局の所掌に属さない事務に関すること。
(12)　In addition to the affairs listed in the preceding items, such responsibilities of the Ministry of Education as are not under the jurisdiction of other bureaus.
２　大臣官房においては、前項に掲げる事務のほか、左の事務をつかさどる。
2　The Minister's Secretariat shall, in addition to the affairs listed in the preceding paragraph, take charge of the following affairs:
一　ユネスコに関する國内における諸活動及び各部局のユネスコに関する事務について連絡調整すること。
(1)　Maintaining contact and coordination with reaard to the activities concerning UNESCO within the country, and with regard to the affairs concerning UNESCO of the bureaus of the Ministry;
二　教育職員の給與その他の待遇及び福利厚生に関し、調査研究し、及び援助を與えること。
(2)　Conducting research and providing assistance concerning pay and other treatment as well as welfare of educational personnel;
三　國家公務員共済組合法（昭和二十三年法律第六十九号）に基き公立学校共済組合に関し、文部省に属せしめられた事務を処理すること。
(3)　Disposing of affairs concerning the Public School Mutual Aid Association which are placed under the Ministry of Education by the National Public Service Mutual Aid Association Law (Law No.69 of 1948);
四　宗教に関する情報、資料を收集し、及び宗教團体に関し、連絡すること。
(4)　Collecting information and materials concerning religion and maintaining contact concerning religious organizations;
五　教育職員及び教育関係公務員等の適格審査に関すること。
(5)　Screening of educational personnel and public service personnel concerned with education.
（初等中等教育局の事務）
(Functions of the Elementary and Secondary Education Bureau)
第八條　初等中等教育局においては、初等教育、中等教育及び特殊教育に関し、左の事務をつかさどる。
Article 8.　The Elementary and Secondary Education Bureau shall take charge of the following affairs concerning elementary education, secondary education and special education:
一　初等教育、中等教育及び特殊教育に関する法令案を作成すること。
(1)　Preparing drafts of laws and orders concerning elementary education, secondary education and special education;
二　法律による最低基準に基く教育計画を推進助長し、且つ、その最低基準を越える初等教育、中等教育及び特殊教育の推進を指導すること。
(2)　Promoting and encouraging educational programs based on the minimum standards established by law and leading in promotion of elementary education, secondary education and special education beyond the minimum standards;
三　左に掲げる事項のための予算案を準備すること。
(3)　Working out budget plans:
イ　初等教育、中等教育及び特殊教育のための國庫補助金
a.　For the national subsidies for elementary education, secondary education and special education;
ロ　專門的、技術的な援助及び資料を與える等この局の所掌事務の遂行に必要な経費
b.　For the expenses necessary for conducting the affairs of the Bureau such as providing professional and technical assistance and materials.
四　義務教育費國庫負担法（昭和十五年法律第二十二号）に基き文部省に属せしめられた事務を処理すること。
(4)　Disposing affairs placed under the Ministry by the Law concerning the Treasury's Share of Compulsory Education Expenses (Law No.22 of 1940);
五　左のような方法によつて、学校管理、学校の施設、教育課程、特別教育活動、生徒指導、教授法その他初等教育、中等教育及び特殊教育のあらゆる面について、教育職員その他の関係者に対し、專門的、技術的な指導と助言を與えること。
(5)　Providing professional and technical guidance and advice for educational personnel and other related people on all phases of elementary education, secondary education and special education, including school administration, school facilities, curriculums, special curricular activities, pupil guidance and teaching methods by:
イ　手引書、指導書、会報、パンフレツトその他の專門的出版物を作成し、及び利用に供すること。
a.　Preparing and making available hand-books, guide-books, bulletins, pamphlets and other professional publications;
ロ　初等教育、中等教育及び特殊教育に関係のある教育職員の訓練のための全國的、地域的又はその他の研究集会、講習会、会議その他の催しを主催し、又はそれに参加すること。
b.　Sponsoring or participating in national, regional or other kinds of workshops, institutes, conferences and other types of group programs for the training of educational personnel concerned with elementary education, secondary education and special education;
ハ　初等教育、中等教育及び特殊教育のあらゆる面について、教育委員会その他の機関の求めに應じ、直接專門的、技術的な指導と助言を與えること。
c.　Providing, upon the request of boards of education, and other organs, direct professional and technical guidance and advice on all phases of elementary education, secondary education and special education.
六　初等教育、中等教育及び特殊教育に関する基礎的調査研究を行い、その結果及びそれを学校に関する諸問題に適用することについての情報を提供すること。
(6)　Carrying on fundamental research concerning elementary education, secondary education, and special education, and disserninating information concerning the findings and their application to schcol problems;
七　初等教育、中等教育及び特殊教育に関する統計調査を行い、必要な資料を收集し、解釈し、及びこれらの結果を利用に供し、又はそれらに関し、指導し、若しくは協力すること。
(7)　Initiating statistical surveys concerning elementary education, secondary education and special education, collecting and interpreting necessary materials, and making available the results of such work, and providing guidance or cooperation in the above matters;
八　教材教具等の解説目録を作成し、及びそれを利用に供すること。
(8)　Preparing and making available annotated lists of instructional materials and implements;
九　職業指導に関し、援助と助言を與えること。
(9)　Providing assistance and advice concerning vocational guidance;
十　学校教育法（昭和二十二年法律第二十六号）に基き高等学校並びに盲学校、ろう学校及び養護学校の行う通信教育に関し、援助と助言を與えること。
(10)　Providing assistance and advice concerning correspondence education conducted by upper secondary schools, and schools for the blind, for the deaf, and for the otherwise handicapped in accordance with the School Education Law (Law No.26 of 1947);
十一　学校における保健衞生及び学校給食に関し、援助と助言を與えること。
(11)　Providing assistance and advice concerning health and sanitation in schools and lunch program;
十二　初等教育、中等教育及び特殊教育についての國際的事項に関する國内事務を処理すること。
(12)　Executing the internal affairs concerning international aspects of elementary education and secondary education;
十三　小学校、中学校、高等学校、盲学校、ろう学校、養護学校及び幼稚園に準ずる各種学校に関し、援助と助言を與えること。
(13)　Providing assistance and advice concerning the miscellaneous schools equivalent to elementary schools, lower secondary schools, upper secondary schools, schools for the blind, for the deaf, and for the otherwise handicapped, and kindergartens;
十四　小学校、中学校、高等学校、盲学校、ろう学校、養護学校及び幼稚園（これらの学校に準ずる各種学校を含む。）に関する法人の設立の認可について、管理局に対し、勧告すること。
(14)　Making recommendations to the Administrative Bureau relating to the chartering of juridical persons concerning elementary schools, lower and upper secondary schools, schools for the blind, for the deaf, and for the otherwise handicapped, and kindergartens (including miscellaneous schools equivalent to these);
十五　この局の所掌事務につき、法律によつて設置された審議会等に対し、事務的、技術的な援助を與えること。
(15)　Providing clerical and technical assistance for the committees or councils established by law, concerning the affairs of the Bureau;
十六　前各号に掲げるもののほか、初等教育、中等教育及び特殊教育に関し、文部省の権限として法令の定める事項を処理すること。
(16)　In addition to those listed in the preceding items, disposing of such affairs as are provided for by laws and orders to be involved in the powers of the Ministry, with regard to elementary education, secondary education, and special education.
（大学学術局の事務）
(Functions of the Higher Education and Science Bureau)
第九條　大学学術局においては、左の事務をつかさどる。
Article 9.　The Higher Education and Science Bureau shall take charge of the following affairs:
一　大学教育及び学術に関する法令案を作成すること。
(1)　Preparing drafts of laws and orders concerning higher education and science;
二　大学教育及び学術の発達及び普及、奬励に関し、指導と助言を與えること。
(2)　Providing guidance and advice concerning the development, diffusion, and encouragement of higher education and science;
三　左に掲げる事項のための予算案を準備すること。
(3)　Working out budget plans:
イ　大学教育及び学術のための國庫補助金
a.　For the national subsidies for higher education and science;
ロ　專門的、技術的な援助及び資料を與える等この局の所掌事務の遂行に必要な経費
b.　For the expenses necessary for conducting the affairs of the Bureau such as providing professional and technical assistance and materials.
四　左のような方法によつて、大学教育及び学術のあらゆる面について、教育職員、研究者その他の関係者に対し、專門的、技術的な指導と助言を與えること。
(4)　Providing professional and technical guidance and advice for educatioual personnel, research workers and other people concerned on all phases of higher education and science by:
イ　專門的出版物を作成し、及び利用に供すること。

(5)　Initiating, statistical surveys concerning higher education and science, cellecting and interpreting necessary data and materials and making available the results of such work, and providing guidance or cooperation in the above matters;
六　学校教育法に基き大学の行う通信教育に関し、援助と助言を與えること。
(6)　Providing assistance and advice concerning correspondence education conducted by universities in accordance with the School Education Law;
七　奬学及び学徒の厚生援護に関し、援助と助言を與えること。
(7)　Providing assistance and advice concerning scholarship for, and welfare and relief of students;
八　大日本育英会法（昭和十九年法律第三十号）に基き文部省に属せしめられた事務を処理すること。
(8)　Disposing of affairs placed under the Ministry by the Japan Scholarship Society Law (Law No.30 of 1944);
九　教育職員免許法（昭和二十四年法律第百四十七号）に基き文部省に属せしめられた事務を処理すること。
(9)　Disposing of affairs placed under the Ministry by the Law for Certification of Educational Personnel (Law No.147 of 1949);
十　教員及び研究者の養成計画に関し、連絡調整を行い、及び援助、助言を與えること。
(10)　Maintaining contact and coordination, and providing assistance and advice, concerning programs of training teachers and research workers;
十一　日本学術会議、その他の学術團体との連絡に関すること。
(11)　Maintaining contact with the Science Council of Japan and other scholastic organizations;
十二　研究者及び研究事業に関する目録を作成し、及び利用に供すること。
(12)　Preparing and making available lists of scientific and cultural research workers and research projects;
十三　大学及び研究機関の研究結果の頒布を援助すること。
(13)　Assisting in the dissemination of the findings of researches in universities and research institutions;
十四　教育機関及び研究機関に対し、学術に関する情報の提供その他の便宜を與えること。
(14)　Providing information and services concerning science for educational and research institutions;
十五　自然物に関する調査研究、観察及び実習の場として、國立自然教育園を管理運営し、及び整備すること。
(15)　Administering, operating, and improving the National Garden for Nature Study as center of learning, observation and practical training concerning natural objects;
十六　史料の收集、保存、及び利用に関する事務を処理すること。
(16)　Disposing of affairs concerning the collection, preservation and utilization of historical materials;
十七　大学教育及び学術に関し、外國との教育職員、学徒、研究者及び出版物の交換並びにユネスコその他の國際機関、國際会議その他の國際的事項に関する國内事務を処理すること。
(17)　Disposing of the internal affairs, with reference to higher education and science, relating to the interchange with other countries of educational personnel, students, research workers, and publications, and relating to UNESCO and other international agencies, conferences, and other international affairs;
十八　國費による在外研究員及び内地研究員の任命に関する事務を処理し、並びに個人的な研究のための海外旅行及び在外研究を援助すること。
(18)　Disposing of affairs regarding appointment of personnel to study abroad or in Japanese universities at government expense, and providing safeguard for private travel and study abroad;
十九　外國人留学生に関し、援助と助言を與えること。
(19)　Providing assistance and advice concerning foreign students studying in Japan;
二十　大学に準ずる各種学校に関し、援助と助言を與えること。
(20)　Providing assistance and advice concerning miscellaneous schools equivalent to to universities;
二十一　大学（大学に準ずる各種学校を含む。）及び学術に関する法人の設立の認可について、管理局に対し、勧告すること。
(21)　Making recommendations to the Administrative Bureau concerning the chartering of juridical persons concerned with universitiss (including miscellaneous schools equivalent to universities) snd science;

(Functions of the Social Education Bureau)
第十條　社会教育局においては、社会教育に関し、左の事務をつかさどる。
Article 10.　The Social Education Bureau shall take charge of the following affairs concerning social education:
一　社会教育に関する法令案を作成すること。
(1)　Preparing drafts of laws and orders concerning social education;
二　社会教育の発達及び普及、奬励に関し、指導と助言を與えること。
(2)　Providing guidance and advice concerning the development, diffusion, and encouragement of social education;
三　左に掲げる事項のための予算案を準備すること。
(3)　Working out budget plans:
イ　社会教育のための國庫補助金
a.　For the national subsidies for social education;
ロ　專門的、技術的な援助及び資料を與える等この局の所掌事務の遂行に必要な経費
b.　For the expenses necessary for conducting the affairs of the Bureau such as providing professional and technical assistance and materials;
四　左のような方法によつて、社会教育のあらゆる面について、社会教育に関する團体、社会教育指導者その他の関係者に対し、專門的、技術的な指導と助言を與えること。
(4)　Providing professional and technical guidance and advice on all phases of social education for organizations concerned with social education, social education leaders and other interested persons by:
イ　適当な情報、資料を作成し、及び利用に供すること。
a.　Preparing and making available appropriate information and materials;
ロ　社会教育に関する研究集会、講習会、会議、討論会、展示会その他の催しを主催し、又はそれに参加すること。
b.　Sponsoring or participating in workshops, institutes, conferences, public forums, exhibitions and other types of group programs concerning social education;
ハ　社会教育のあらゆる面について、教育委員会その他の機関の求めに應じ、直接專門的、技術的な指導と助言を與えること。
c.　Providing direct professional and technical guidance and advice on all phases of social education upon the request of boards of education and other organs;
五　社会教育に関する基礎的調査研究を行い、それを解釈し、及びその結果に関する情報を提供すること。
(5)　Carrying on fundamental research in social education, interpreting it, and making available information concerning its findings;
六　社会教育に関する統計調査を行い、必要な資料を收集し、解釈し、及びこれらの結果を利用に供し、又はそれらに関し、指導し、若しくは協力すること。
(6)　Initiating statistical surveys concerning social education, collecting necessary data and materials, and making available the results of such work, and providing guidance or cooperation in the above matters;
七　社会教育に有益な教材等の解説目録を作成し、及び利用に供すること。
(7)　Preparing and making available annotated lists of instructional materials suitable for social education;
八　学校教育法に基くものを除く通信教育に関し、援助と助言を與えること。
(8)　Providing assistance and advice concerning correspondence education except that conducted in accordance with the School Education Law;
九　國宝、重要美術品、史跡名勝天然記念物その他の文化財の保存及び維持に関する事務を処理すること。
(9)　Disposing of affairs concerning the preservation and maintenance of national treasures, important art objects, historic sites, places of scenic beauty, natural monuments, and other cultural properties;
十　社会教育に関し、外國との社会教育指導者、著作家、藝術家、運動競技者及び資料の交換並びにユネスコその他の國際機関、國際会議その他の國際的事項に関する國内事務を処理すること。
(10)　Disposing of the internal affairs, with reference to social education, concerning the interchange with other countries of personnel including social education leaders, authors, artists, and athletes and materials, and concerning UNESCO and other international organizations, conferences, and other international affairs;
十一　社会教育に関する法人の設立の認可について、管理局に対し、勧告すること。
(11)　Making recommendations to the Administrative Bureau concerning the chartering of juridical persons concerned with social education;

（調査普及局の事務）
(Functions of the Research and Publications Bureau)
第十一條　調査普及局においては、左の事務をつかさどる。
Article 11.　The Research and Publications Bureau shall take charge of the following affairs:
一　文部省の調査統計年次計画を立案すること。
(1)　Planning an annual Ministry research and statistical program;
二　文部省の所掌事務に関する一般的調査統計を行い、必要な資料を收集し、解釈し、及びこれらの結果を利用に供すること。
(2)　Conducting general research and statistics, collecting and interpreting necessary materials, and making available the results of such work, concerning the affairs under the jurisdiction of the Ministry;
三　他部局及び教育委員会その他の機関の調査統計計画に対し、專門的、技術的な援助と助言を與えること。
(3)　Providing professional and technical assistance and advice for other bureaus of the Ministry, boards of education and other organs in their research and statistical program;
四　他部局の求めに應じ、特殊の調査研究及び統計調査の結果の集計について援助を與えること。
(4)　Providing, upon the request of other bureaus of the Ministry, assistance for tabulating the findings of special research and statistical surveys;
五　他部局と協力して、外國の教育に関する事情を調査研究し、及びその結果についての情報を他部局、教育委員会、教育職員その他一般の利用に供すること。
(5)　In cooperation with other bureaus of the Ministry, conducting research with regard to developments in the field of education in foreign countries, and making such information available to other bureaus, boards of education, educational personnel, and general public;
六　この局及び他部局の調査研究及び統計調査の結果を取りまとめ、文部省の所掌事務に関する年次報告、要覽、時報その他を編集し、及び頒布すること。
(6)　Collecting the results of research and statistical surveys conducted by this bureau and other bureaus, compiling, and disseminating annual reports, manuals, bulletins, and other similar publications, concerning the affairs under the jurisdiction of the Ministry;
七　文部省の出版物の用語及び用語法を審査し、文体を定め、並びに体裁、意匠、さし絵及び図式に関する企画について他部局に対し、援助を與えること。
(7)　Checking vocabulary and terminology, ertablishing standard style, and assisting other bureaus in planning layouts, art work, illustrations, and graphic materials for all publications of the Ministry;
八　文部省が著作の名義を有する出版物の著作権を管理すること。
(8)　Control of copyrights of publications compiled by the Ministry;
九　文部省が著作の名義を有する教科用図書その他の出版物、檢定教科用図書及び文部省の奬励する事業のために必要な用紙及びその副資材の需要量を総合調整すること。
(9)　Integration and adjustment of demands of paper and auxiliary materials needed for textbooks and other publications compiled by the Ministry, authorized textbooks, and projects encouraged by the Ministry;
十　前号の用紙及びその副資材について、決定された割当量に基いて、その割当方針を立てること。
(10)　Establishing principles for the allocation of paper and auxiliary materials mentioned in the preceding item on the basis of the decided allotment thereof;
十一　文部省から用紙の割当を受ける出版物の印刷、製本その他に必要な基準を設定し、及びこれらの出版物の價格を法令の範囲内で認可すること。
(11)　Establishing minimum standards for the printing, binding, and other matters of publications receiving allccations of paper from the Ministry and approving the prices of such publications within the limits of laws and d orders;
十二　文部省の出版物の印刷及び刊行頒布に関して、他部局に対し、援助を與えること。
(12)　Providing assistance for other bureaus concerning the printing, publishing, and distributing the publications of the Ministry;
十三　文部省の必要とする外國出版物の購入又は交換に関する事務を処理すること。
(13)　Disposing of the affairs concerning the purchase or exchange of foreign publications required by the Ministry;
十四　國語審議会の答申の実施について企画し、他の政府機関、教育機関その他と連絡して、國語の改良及びその普及をはかること。
(14)　Planning for implementing the recommendations of the National Language Committee and providing for the improvement of the Japanese language and its diffusion by keeping contact with other government organs, educational and other organs;
十五　文部省の計画及び政策に関し、公報を準備し、及び普及すること。
(15)　Preparation and dissemination of public information concerning programs and policies of the Ministry;
十六　この局の所掌事務につき、法律によつて設置された審議会等に対し、事務的、技術的な援助を與えること。
(16)　Providing clerical and technical assistance for the committees or councils established by law concerning the affairs of the Bureau;
十七　この局の所掌事務に関する法令案を作成すること。
(17)　Preparing drafts of laws and orders concerning the affairs of the Bureau;

（管理局の事務）
(Functions of the Administrative Bureau)
第十二條　管理局においては、左の事務をつかさどる。
Article 12.　The Administrative Bureau shall take charge of the following affairs:
一　大学の設置、廃止及び設置者の変更の認可を行うこと。
(1)　Chartering of universities, and approval of abolition thereof and of change of their establishers;
二　文部省の所掌事務に関する法人の設立の認可等を行うこと。
(2)　Chartering of juridical persons related to the affairs under the jurisdiction of the Ministry and other matters concerning such juridical persons;
三　著作権法（明治三十二年法律第三十九号）その他著作権に関する法令及び予約出版法（明治四十三年法律第五十五号）に基き文部省に属せしめられた事務を処理すること。
(3)　Disposing of the affairs placed under the Ministry by the Copyright Law (Law No.39 of 1899) and other laws and orders concerning copyright as well as the Law concerning Publication by Subscription (Law No.55 of 1910);
四　別に私立学校に関して規定する法律に基き文部省に属せしめられた事務を処理し、及び私立学校の運営について援助と助言を與え、又は関係部局に対し、勧告すること。
(4)　Disposing of the affairs placed under the Ministry by the separate law providing for private schools separately, and providing assistance and advice for private schools or making recommendations to the bureaus concerned with regard to the operation of of private schools;
五　学校、研究機関、社会教育施設その他文部省の所掌事務に関する團体、機関の要求する施設の建設、復旧、維持及び運営並びに実習、実驗及び研究等のための統制物資の需要量を取りまとめ、その需要計画を作成して関係行政機関に要求すること。
(5)　Summing up the demands of controlled materials for the construction, rehabilitation, maintenance and operation of facilities, as well as for such work as practice, experiment, and research, reported by the organizations and institutions related to the affairs under the jurisdiction of the Ministry, such as schools research institutions, and social education facilities, and preparing the demand plan and making request therefor to the administrative organs concerned;
六　決定された割当量に基いて、前号の團体、機関に対するそれぞれの物資の割当計画を作成し、及び割当、配分を行うこと。
(6)　Preparing the allocation plan of respective materials, on the basis of the decided allotment for the respective organizations and institutions mentioned in the preceding item, and conducting allocation and distribution of them;
七　前二号のほか、入手困難な物資に関し、第五号の團体、機関に対し、その入手についてあつ旋すること。
(7)　In addition to those mentioned in the preceding two items, helping the organizations and institutions mentioned in item (5) in acquiring materials hard of procuring;
八　学校施設の基準の設定について、関係部局に対し、勧告し、及び学校施設の復旧整備に関し、教育委員会その他の機関に対し、援助と助言を與えること。
(8)　Marking recommendations to the bureaus concerned as to the establishment of minimum standards for school facilities, and providing assistance and advice for boards of education and other agencies concerning the rehabilitation and construction of school facilities;
九　他部局と協力して、教育用品の規格を設定し、及び教育用品の解説目録を作成すること。
(9)　Establishing the standards of and preparing the annotated lists of school supplies in cooperation with other bureaus of the Ministry;
十　学校施設の確保に関する政令（昭和二十四年政令第三十四号）に基き文部省に属せしめられた事務を処理すること。
(10)　Disposing of the affairs placed under the Ministry of Education by the Cabinet Order concerning the Securing of School Facilities (Cabinet Order No.34 of 1949);
十一　國費の支弁に属する学校施設の復旧整備工事を行うこと。
(11)　Carrying out the works for rehabilitation and construction of school facilities to be defrayed by the National Treasury;
十二　この局の所掌事務につき、法律によつて設置された審議会等に対し、事務的、技術的な援助を與えること。
(12)　Providing clerical and technical assistance for the Committees or Councils established by law concerning the affairs of the Bureau;
十三　この局の所掌事務に関する法令案を作成すること。
(13)　Preparing drafts of laws and orders concerning the affairs of the Bureau;
十四　この局の所掌事務に関する予算案を準備すること。
(14)　Preparing the proposed budget for the affairs of the Bureau;
十五　前各号に掲げるもののほか、この局の所掌事務に関し、文部省の権限として法令の定める事項を処理すること。

２　教育施設部においては、前項第五号から第十一号までに掲げる事務及びこれらに関する所掌事務につき第十二号から第十五号までに掲げる事務に相当する事務をつかさどる。

(Board of Trustees)
第十四條　前條の機関のうち、國立教育研究所、國立博物館、國立科学博物館、統計数理研究所及び國立遺傳学研究所にそれぞれ評議員会を置く。
Article 14.　Of the organs listed in the preceding Article, the National Educational Research Institute, the National Museum, the National Science Museum, and the Institute of Statistical Mathematics and the National Research Institute for Genetics shall have their respective boards of trustees.
２　評議員会は、それぞれの機関の事業計画、経費の見積、人事その他の運営管理に関する重要事項について、それぞれの機関の長に助言する。
2　The board of trustees shall give advice to the head of each organ regarding its plans, estimate of expenditures, personnel affairs and other important matters concerning the operation and control of the organ.
３　それぞれの機関の長は、評議員会の推薦により、文部大臣が任命する。
3　The head of each organ shall be appointed by the Minister of Education at the recommendation of the board of trustees.
４　評議員会は、二十人以内の評議員で組織する。
4　The board of trustees shall be organized by trustees not exceeding 20 in number.
５　評議員は、学識経驗のある者のうちから、文部大臣が任命する。
5　The trustees shall be appointed by the Minister of Education from among peopl of learning and experience.
６　評議員の推薦、任期その他評議員会の組織及び運営の細目については、政令で定める。
6　The detailed organization and operation of the boards of trustees such as the recommendation for the trusteeship, the term of office of the trustees shall be provided for by Cabinet Order.

(National Schools)
第十五條　國立の学校については、國立学校設置法（昭和二十四年法律第百五十号）の定めるところによる。
Article 15.　With regard to national schools, the provisions of the National School Establishment Law (Law No.150 of 1949) shall apply.
（國立教育研究所）
(National Educational Research Institute)
第十六條　國立教育研究所は、教育に関する実際的、基礎的研究調査を行う機関とする。
Article 16.　The National Educational Research Institute shall be the organ for conducting practical and basic research and survey concerning education.
２　國立教育研究所の内部組織は、文部省令で定める。
2　The internal organization of the National Educational Research Institute shall be provided for by Ministry of Education Ordinance.

第十七條　國立博物館は、美術品及び歴史資料を收集、保存して公衆の観覽に供し、あわせてこれに関連する調査研究及び事業を行う機関とする。
Article 17.　The National Museum shall be the organ for collecting and preserving art objects and historical materials, exhibiting them to the public, and for conducting research and various activities in connection with such work.
２　國立博物館は、東京都に置く。

3　The National Museum shall have the Nara Branch Museum.
４　國立博物館に美術研究所を置き、美術に関する調査研究を行わしめる。

第十八條　國立科学博物館は、自然科学及びその應用に関する資料を收集、保存して公衆の観覽に供し、あわせてこれに関連する調査研究及び事業を行う機関とする。
Article 18.　The National Science Museum shall be the organ for collecting and preserving materials relating to natural science and its application, exhibiting them to the public, and for conducting research and various activities in connection with such work.
２　國立科学博物館は、東京都に置く。

（緯度観測所）
(International Latitude Observatory)
第十九條　緯度観測所は、緯度変化の観測、計算及びその研究に関することをつかさどる機関とする。
Article 19.　The International Latitude Observatory shall be the organ for taking charge of the affairs concerning the observation and calculation of and research in the change of latitude.
２　緯度観測所は、岩手縣に置く。
2　The International Latitude Observatory shall be established in Iwate Prefecture.
３　緯度観測所の内部組織は、文部省令で定める。
3　The internal organization of the International Latitude Observatory shall be provided for by Ministry of Education Ordinance.
（統計数理研究所）
(Institute of Statistical Mathematics)
第二十條　統計数理研究所は、統計に関する数理及びその應用の研究をつかさどり、あわせてその研究の連絡及び促進をはかる機関とする。
Article 20.　The Institute of Statistical Mathematics shall be the organ for conducting research in the theory of mathematics concerning statistics and its application, and for coordinating and promoting researches in this field.
２　統計数理研究所に附属統計技術員養成所を置き、統計技術員を養成せしめる。
2　The Institute of Statistical Mathematics shall have an attached statistician training institute.
３　統計数理研究所の内部組織は、文部省令で定める。
3　The internal organization of the Institute of Statistical Mathematics shall be provided for by Ministry of Education Ordinance.

第二十一條　國立遺傳学研究所は、遺傳に関する学理の総合研究及びその應用の基礎的研究をつかさどり、あわせて遺傳学研究の指導、連絡及び促進をはかる機関とする。
Article 21.　The National Research Institute for Genetics shall be the organ for conducting comprehensive research in the theory of heredity and basic study of its application, and, for providing guidance in coordinating and promoting researches concerning heredity.
２　遺傳学研究所の内部組織は、文部省令で定める。

(National Language Research Institute)
第二十二條　國立國語研究所については、國立國語研究所設置法（昭和二十三年法律第二百五十四号）の定めるところによる。
Article 22.　With regard to the National Japanese Language Research Institute, the provisions of the Law of the Establishment of the National Japanese Language Research Institute (Law No.254 of 1948) shall apply.
（日本藝術院）
(Japan Art Academy)
第二十三條　日本藝術院は、藝術上の功績顯著な藝術家を優遇するために置かれる機関とする。
Article 23.　The Japan Art Academy shall be the organ established for giving honor to those artists who have made distinguished contribution in the field of art.
２　日本藝術院会員には、予算の範囲内で、文部大臣の定めるところにより、年金を支給することができる。
2　Annuities may be granted to the members of the Japan Art Academy within the limits of the budgetary appropriations as determined by the Minister of Education.
３　日本藝術院の内部組織、会員その他職員及び運営については、政令で定める。
3　The internal organization of the Japan Art Academy, and matters concerning the members and other personnel as well as the operation shall be provided for by Cabinet Order.

第二十四條　第十三條に掲げるもののほか、本省に左表の上欄に掲げる機関を置き、その設置の目的は、それぞれ下欄に記載する通りとする。
Article 24.　In addition to those listed in Article 13, the Ministry proper shall have the organs listed in the left column of the following table, and the purpose to the establishment of these organs shall be as stated in the right column respectively:

史跡名勝天然記念物調査会 文部大臣の諮問に應じて史跡名勝天然記念物の保存に関する重要事項を調査審議すること

Name Purpose
Screening Committee for Educational Personnel. To examine the eligibility of educational personnel and public service members concerned with education within the limits established by the Minister of Education in accordance with the Cabinet Order concerning the Exclusion, Removal, Reinstatement, etc. of Members of Educational Service (Cabinet Order No.62 of 1946).
Central Screening Committee for Educational Personnel. To make reexamination of the persons who have been judged ineligible to educational service in accordance with the Cabinet Order concerning the Exclusion, Removal, Reinstatement, etc. of Members of Educational Service, examination for the restoration of the right to receive pensions, allowances, etc. requested by persons who have been designated as ineligible to educational service, and examination based upon the provisions of paragraph 4 of Supplementary Provisions of the same Order.
Curriculum Council. To make research and deliberation on matters concerning curriculum.
Vocational Education and Vocational Guidance Council. To make research and deliberation on vocational education and vocational guidance provided by schools.
Correspondence Education Council. To make research and deliberation, upon inquiry of the Minister of Education, on the approval of correspondence courses, the recognition of superior correspondence conrses, the authorization of books for correspondence education, and other important matters relating to correspondence education.
Health and Physical Education Council. To make research and deliberation on matters concerning health, sanitary and physical education in schools, and school lunch program sports and athletics.
Student Welfare Council. To make research and deliberation on matters concerning scholarship for and welfare and relief of students.
Educational Personnel Training Council. To make research and deliberation on matters concerning preservice training system and in-service training of educational personnel.
Science Encouragement Council. To make research and deliberation on matters concerning the encouragement and diffusion of science.
Geodetic Council. To make deliberation on matters concerning geodesy and geodetic survey programs of national government agencies.
Social Education Council. To make research and deliberation on matters concerning education for citizenship, women's education and other forms of social education in general.
Youth Education Council. To make research and deliberation on youth organizations, prevention and reform of juvenile delinquencies as well as culture for children and other matters concerning children's life outside the school.
Laborers'Education Council. To make research and deliberation on matters concerning laborers'education.
National Treasures Preservation Council. To make research and deliberation, upon inquiry of the Minister of Education, on matters provided for in the National Treasures Preservation Law (Law No.1.7 of 1929) and other important matters concerning the preservation of national treasures.
Important Art Objects Research Council. To make research and deliberation, upon inquiry of the Minister of Education, on matters concerning the approval of the export and transfer of important art objects, etc. to be given in accordance with Article 1 of the Law concerning the Preservation of Important Objects of Art, etc.(Law No.43 of 1933), and the recognition and its cancellation to be made in accordance with Article 2 of the same law, and other important matters concerning the preservation of important art objects, etc.
Research Council on Historic Sites, Places of Scenic Beauty and Natural Monuments. To make research and deliberation, upon inquiry of the Minister of Education, on important matters concerning the preservation of historic sites, places of scenic beauty and natural monuments.
Japanese Language Council. To make research and deliberation on matters conce ning the Japanese language.
University Chartering Council. To make research and deliberation upon inquiry of the Minister of Education, on matters concerning the chartering of universities and matters concerning the doctorate and other degrees.
Copyright Compensation Council. To make research and deliberation, upon inquiry of the Minister of Education, on the amount of compensations provided for in Article 22-(5) paragraph 2, or Article 27 paragraph 2 of the Copyright Law.
Textbook Council. To make research and deliberation on important matters concerning textbooks.
２　前項に掲げる機関の分科会、内部組織、所掌事務及び委員その他の職員については、他の法律（これに基く命令を含む。）に別段の定がある場合を除くほか、政令で定める。

第二十九條　文部省に置かれる職員の任免、昇任、懲戒その他の人事管理に関する事項については、國家公務員法（昭和二十二年法律第百二十号）及びその特例に関して規定する法律の定めるところによる。
Article 29.　With respect to appointment, dismissal, promotion, disciplinary punishment and other matters concerning personnel administration of the Ministry of Education, the provisions of the National Public Service Law (Law No.120 of 1947) and of the Law providing for the special regulations thereof shall apply.

第三十條　文部省に置かれる職員の定員は、別に法律で定める。
Article 30.　The fixed number of personnel for the Ministry of Education shall be provided for by law separately.
附　則
Supplementary Provisions:
１　この法律は、昭和二十四年六月一日から施行する。
1.　This Law shall come into force as from June 1, 1949.
２　左の勅令及び政令は、廃止する。但し、法律（これに基く命令を含む。）に別段の定がある場合を除くほか、從前の機関及び職員は、この法律に基く相当の機関及び職員となり、同一性をもつて存続するものとする。
2.　The following Imperial Ordinance and Cabinet Orders shall be abolished. Unless otherwise prescribed by laws (including orders issued thereunder), however, the organs existing heretofore and personnel thereof shall become the corresponding organs and personnel under this Law and shall retain their respective identities:

３　前項但書の規定は、職員の定員に関する法律の適用に影響を及ぼすものではない。
3.　The provisions of the proviso it the preceding paragraph shall not affect the application of the provision of the law concerning the fixed number of personnel.
４　この法律中「高等学校」には、学校教育法第九十八條第一項の從前の規定による中等学校を、「大学」には、同條同項の從前の規定による大学、高等学校、專門学校及び教員養成諸学校を含むものとする。
4.　In this Law, "upper secondary schools" shall include secondary schools under the former regulations as provided for in Article 98 paragraph 1 of the School Education Law, and "universities" shall include universities, higher schools, colleges and teacher training schools under the former regulations as provided for in the same paragraph of the same Article.
５　第八條第十号中「高等学校」は、当分の間、「中学校及び高等学校」と読み替えるものとする。
5.　In Article 8 item (10), "upper secondary schools" shall read "lower and upper secondary schools" for the time being.
６　初等中等教育局においては、当分の間、学習指導要領を作成するものとする。但し、教育委員会において、学習指導要領を作成することを妨げるものではない。
6.　The Elementary and Secondary Education Bureau shall prepare the courses of study for the time being. This shall not prevent boards of education, however, from preparing their own courses of study.
７　初等中等教育局においては、昭和二十三年度において編修を計画した社会科、理科、國史、習字の教科用図書の編修が終るまでは、その編修を継続するものとする。
7.　The Elementary and Secondary Education Bureau shall continue to compile until it is completed, the textbooks of social studies, science, Japanese history and calligraphy, the comilation of which was planned during the year 1948-49.
８　初等中等教育局においては、当分の間、文部省が著作の名義を有する教科用図書で年需要部数が一万部を越えるものについて、その改訂を行うものとする。
8.　The Elementary and Secondary Education Bureau shall, for the time being. the revision of the textbooks compiled by the Ministry of Education for which the annual demand is not less 10,000 copies.
９　初等中等教育局においては、当分の間、盲ろう教育用等の特殊の教科用図書の編修及び改訂を行うものとする。
9.　The Elementary and Secondary Education Bureau shall, for the time being, conduct the compilation and revision of such special textbooks as those for the education of the blind and the deaf.
10　初等中等教育局においては、当分の間、学校給食に関する左の事務をつかさどる。
10.　The Elementary and Secondary Education Bureau shall, for the time being, take charge of the following affairs concerning school lunch program:
一　学校給食計画の運営に必要な食糧その他の物資の需要量を総合調整し、及び割当方針を立てること。
(1)　Coordinating the requirements of foodstuffs and other materials for the operation of school lunch program and establishing principles for the allocation of such materials;
二　関係行政機関、教育委員会その他の関係機関との連絡を行い、及びその協力を求めること。
(2)　Maintaining contact with the administrative organs concerned, boards of education and other related organs and asking for their cooperation.
11　調査普及局においては、当分の間、初等教育、中等教育及び特殊教育用の教科用図書の発行の指示及び製造供給の承認等、教科書の発行に関する臨時措置法（昭和二十三年法律第百三十二号）に基き文部省に属せしめられた事務を処理するものとする。
11.　The Research and Publications Bureau shall, for the time being, dispose of such affairs as are placed under the Ministry of Education by the Law of Provisionary Measures concerning Publication of Textbooks (Law No.132 of 1948), such as the instructions concerning publication of textbooks for elementary, secondary and special education and approval of the manufacture and supply thereof.
12　管理局においては、当分の間、教科用図書の檢定を行うものとする。
12.　The Administrative Bureau shall, for the time being, conduct the authorization of textbooks.
13　社会教育局においては、当分の間、北海道函館市、京都府舞鶴市及び長崎縣佐世保市に所部の職員を派遣して、復員者その他一般引揚者に対する成人教育を行うものとする。
13.　The Social Education Bureau shall, for the time being, conduct adult education for the ex-servicemen and other repatriates, dispatching the personnel of the Bureau to Hakedate City in Hokkaido, Maizuru City in Kyoto-Fu and Sasebo City in Nagasaki Prefecture.
14　第十三條に掲げるもののほか、別に図書館に関して規定する法律が制定施行されるまで、文部大臣の所轄の下に、図書館職員養成所を置き、図書館の職員を養成せしめる。図書館職員養成所に関して必要な事項は、文部省令で定める。
14.　In addition to the organs listed in Article 13, the Librarians Training Institute shall be placed under the jurisdiction of the Minister of Education, for the purpose of training library personnel, until the Law providing for libraries is enacted and put into force separately. Necessary matters concerning the Librarians Training Institute shall be provided for by Ministry of Education Ordinance.
15　國立図書館官制を廃止する等の政令（昭和二十四年政令第五十八号）の一部を次のように改正する。
