1. Reference memorandum to the Japanese Government AG 130 (18 Jan 49) E3S/FIN, SCAPIN 1966, dated 18 January 1949, subject: Properly Individuals are Authorized to Carry on Entering and Leaving Japan.
2. The above referenced memorandum and memoranda referenced in Annex V thereto are hereby rescinded.

1. SCAPIN 1966 dated 18 January 1949, subject: Property Individuals are Authorized to Carry on Entering and Leaving Japan, was issued as a basic directive to the Japanese Government governing property carried into or taken out of Japan by individuals entering and leaving Japan. This SCAPIN was superseded by and is in conflict with the Foreign Exchange and Foreign Trade Control Law No. 228 dated 1 December 1949, as implemented by Cabinet Orders and Ordinances and approved by SCAP. It is therefore considered necessary that subject SCAPIN be rescinded, which is accomplished by the attached Memorandum to the Japanese Government.
