MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

Subject

Supplementary Instructions Relating to Import and Export Controls.

1. Reference is made to Memorandum for the Imperial Japanese Government, file AG 091. 3 (22 Sept 45) ESS, Subject: “Controls over Exports and Imports of Gold, Silver, Securities and Financial Instruments.”
2. The Imperial Japanese Government will amend supplementary procedures set forth in Memorandum, file AG 091. 31 (12 Oct 45) ESS, Subject:“Supplemental Instructions Relating to Import and Export Controls” to permit:
a. Japanese nationals being repatriated to Japan to bring in with them Post Office Life Insurance Policies and other insurance policies issued by Japanese insurance companies and bank pass books issued in Japan. Any such insurance policies and bank pass books taken up by Japanese customs officials may be released to their owners.
b. Korean nationals being repatriated to Korea and Chinese nationals being repatriated to China to take out with them, in addition to the amounts of currency specified in paragraph 3, the following items:
(1) Postal savings pass books and bank pass books issued by financial institutions in Japan and in the country to which they are being repatriated.
(2) Insurance policies issued in Japan and in the country to which they are being repatriated.
(3) Checks, drafts and certificates of deposit drawn on and issued by financial institutions in Japan and payable in Japan.
3. An acknowledgment of the receipt of this memorandum is directed.
