SUBJECT | Concentration of Currencies and Financial Instruments Surrendered by Repatriates at Ports of Entry in Japan. |
1. Reference is made to the following memoranda for the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers:
a. AG 370.05 (7 May 46) GC. Annex VI to SCAPIN 927, 7 May 1946, subject, “Repatriation,” as amended;
b. AG 131 (29 Nov 46) ESS/FI, SCAPIN 1368, 29 November 1946, subject, “Surrender of Foreign Exchange Assets,” as amended.
2. The Japanese Government is directed to take immediate and appropriate action in conformance with directions contained herein and require that all currencies and financial instruments surrenderd by repatriates at the various ports of entry in Japan under provisions of reference 1a above, exclusive of those cited in paragraph 3 below, be deposited in the Bank of Japan, Tokyo.
a. Receipt forms similar to CPC/A, CPC/B, and CPC/C as prescribed in reference 1b above, will be utilized in the concentration program. The Japanese Government is directed to obligate the Bank of Japan to issue to port officials or other depositors of repatriated currencies and financial instruments receipt forms similar to CPC/A and CPC/B. One copy of each receipt will be submitted to General Headquarters, Supreme Commander for the Allied Powers:
b. Currencies and financial instruments concentrated under this program will be placed in special custody by the Bank of Japan for ultimate disposition by the Supreme Commander for the Allied Powers.
3. Bank of Japan yen, Japanese military notes, Central Reserve Bank of China notes, Federal Reserve Bank of China notes, Southern Regions Developments Bank notes, Bank of Mongolia notes, Bank of Manchou notes, and financial instruments expressed in terms of such currencies are excepted from this concentration program.
4. An initial accounting for all repatriated currencies and financial instruments deposited with the Bank of Japan, Tokyo, will be accomplished by 31 December 1947. Thereafter, the Japanese Government will submit to General Headquarters, Supreme Commander for the Allied Powers, monthly reports of currencies and financial instruments surrendered by repatriates during the interim periods.
a. Currencies and financial instruments accumulated at the various ports of entry will be deposited weekly with the Bank of Japan.
5. The Japanese Government is further directed to furnish General Headquarters, Supreme Commander for the Allied Powers, a detailed summary report, in duplicate, similar to and containing information solicited on form CPC/C, of all currencies and financial instruments deposited with the Bank of Japan in compliance with terms of this memorandum. Summary reports will be submitted at the end of the initial period, 31 December 1947, followed by monthly summary reports thereafter.
6. Direct communication between the Ministry of Finance and appropriate sections of General Headquarters, Supreme Commander for the Allied Powers is hereby authorized to implement this memorandum.
