MEMORANDUM FOR

The Imperial Japanese Government.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Controls over exports and imports of gold, silver, Securities and Financial instruments.

1. The Imperial Japanese Government will immediately make such amendments to its laws, and will take such other action as may be required, to prevent and prohibit, except pursuant to the permission of the Ministry of Finance, the exportation or withdrawal from Japan to any foreign country, or the importation into Japan from any foreign country, of any of the following:
(a) Gold or silver coin;
(b) Gold, siver or platinum bullion or alloy thereof in bullion form;
(c) Currency and securities;
(d) Checks, drafts, bills of exchange, promissory, notes, payment instructions, transfer orders, or other financial instruments;
(e) Powers of attorney, proxies, or other authorizations or instructions to financial or property transactions within or outside of Japan;
(f) Any other evidence of indebtedness or evidence of ownership of property not specifically enumerated above;
2. No exportation or importation specified in the foregoing paragraph will be permitted by the Ministry of Finance without the prior approval of this Headquarters.
3. Six copies of the applicable laws, amended to comply with the provisions of the foregoing, shall be furnished to this Headquarters. Such copies shall contain the English and Japanese texts.
4. An acknowledgment of this directive is requested.
