1. Reference is made to memorandum for the Imperial Japanese Government, General Headquarters, Supreme Commander for the Allied Powers, file AG 091.3 (22 Sep. 45) ESS, dated 22 September 1945, subject: “Controls over Exports and Imports of gold, silver, securities and financial instruments”, and to memorandum for the Imperial Japanese Government, General Headquarters, Supreme Commander for the Allied Powers, file AG 091.31 (12 Oct. 45) ESS, dated 12 October 1945, subject: “Supplemental Instructions Relating to Import and Export Controls”.
2. You are directed to effect no exchanges of any foreign currency brought into Japan including, but not by way of limitation, currency of the Bank of Taiwan and Bank of Chosen.
3. You are further directed to take up against receipt all such currency carried to Japan by repatriates.
4. This memorandum will not be construed to amend or nullify paragraph 3 of Memorandum for the Imperial Japanese Government, General Headquarters, Supreme Commander for the Allied Powers, file AG 123 (13 Dec. 45) ESS/FI, dated 13 December 1945, subject: “Relief Payments to Japanese Repatriates.”

1. Memorandum for Imperial Japanese Government, GHQ, SCAP, file AG 091.3 (22 Sep 45) ESS, dated 22 September 1945, subject: "Controls over exports and imports of gold, silver, securities and financial instruments", prohibits importation of currency into Japan without prior approval of GHQ, SCAP, file AG 091.31 (12 Oct 45) ESS, dated 12 October 1945, subject: "Supplemental Instructions Relating to Import and Export Controls", permits exchange of Bank of Taiwan and Bank of Chosen currency brought in by repatriating Japanese Nationals up to limits of 1,000 yen for civilians, 500 yen for officers and 200 yen for enlisted personnel. Exchange of no other foreign currencies have been authorized.
2. Owing to uncertain future status of these currencies, particularly with respect to their exchange value against the Japanese yen, it is considered undesirable to continue exchanging them on a one to one or any other established basis.
3. Memorandum for the Imperial Japanese Government, GHQ, SCAP, file AG 123 (13 Dec 45) ESS/ FI, dated 13 December 1945, subject: "Relief Payments to Japanese Repatriates", permits the Japanese Government to make relief payments to repatriates up to 1,000 yen per person. Such payments may not be calculated on type or amount of foreign currency taken up.
4. Inasmuch as the Occupation Forces have been supervising financial processing of repatriates for several months, it is not considered necessary to send "Information of General Application......"as specified in Staff Memorandum No. 7.
5. This is considered an administrative matter but this directive requires surveillance by the Eighth Army. The directive forwarded to the Army is in the nature of a reminder of all other past directives.
