Subject | Supplemental Instructions Relating to Export Control. |
1. Reference is made to Memorandum AG 091.3 (22 Sep 45) ESS, 22 September 1945, subject: “Control of Exports and Imports of Gold, Silver, Securities and Financial Instruments.”
2. The following restrictions are applied to all persons departing from Japan, excepting: (1) military and naval personnel of the Allied Powers; (2) personnel accredited to the military and naval forces of the Allied Powers; (3) nationals of Korea, Formosa, China and the Ryukyu Islands; (4) nationals of Germany, Hungary, Bulgaria and Rumania.
a. Individuals will be permitted to take with them currencies of a value not exceeding $250 or the equivalent. You will take into custody and give receipts for currencies in excess of such amount.
b. Individuals will be permitted to take personal bank books (whether issued by Japanese or non-Japanese institutions) personal insurance policies, non-negotiable savings certificates, receipts, evidences of ownership of property in Japan or any other non-negotiable financial document carried by the owner.
c. You will take into custody and give receipts for any other items enumerated in Memorandum AG 091.3 (22 Sep 45) ESS.
d. You will require each individual, prior to departure, to sign a declaration, copy of which is attached hereto as Annex “A.”
e. Persons entitled to diplomatic immunity will not be required to submit to search of personal effects or to sign the attached declaration.
3. You will provide immediately at the port of Yokohama customs officials qualified to administer the above-mentioned financial controls. You will make similar provisions at such other parts of departure as may be hereafter designated by this Headquarters.
4. You will submit reports to this Headquarters showing a list and description of all items taken into custody, together with the name and nationality of the owner. Such reports will be submitted within five days from the date of departure.
5. You will report immediately to this Headquarters the action taken to comply with this memorandum.
