MEMORANDUM FOR	IMPERIAL JAPANESE GOVERNMENT.
THROUGH	Central Liaison Office, Tokyo.
Subject	Supplemental Instructions Relating to Import and Export Controls.

1. Reference is made to C. L. O. Memorandum No. 845 (2. 1) dated 3 December 1945, subject: “Control of Financial Transactions”, and Memorandum for the Imperial Japanese Government, file AG 091. 3 (22 Sep 45) ESS, subject: “Controls over Export and Imports of Gold, Silver, Securities and Financial Instruments.”
2. The Imperial Japanese Government will amend supplementary procedures set forth in paragraph 2 (b) of Memorandum, file AG 091. 31 (12 Oct 45) ESS, subject: “Supplemental Instructions Relating to Import and Export Controls” to:
a. Permit Japanese nationals being repatriated to Japan to bring in with them Japanese Army and Navy field-postal savings pass books.
b. Release from custody field-postal savings pass books taken up by Japanese Customs officials.
c. Permit withdrawals to be made against such postal savings pass books.
3. The Imperial Japanese Government may permit the repayment of export bills purchased in Japan by foreign exchange banks before 23 September 1945 provided that:
a. The face value of such export bills is express in Japanese yen.
b. Such export bills have not been forwarded for collection.
4. Unless directed by this Headquarters, no further action need be taken by the Imperial Japanese Government with respect to the payments of remittances and collections which, contrary to the provisions of Memorandum for the Imperial Japanese Government, file AG 130 (22 Sep 45) ESS, Subject: “Control of Financial Transactions,” took place on or after 24 September 1945, and before October 14, 1945.
5. An acknowledgment of the receipt of this memorandum is directed.
