SUBJECT | Currency receipts held by Japanese civilians repatriated from Tinian |
1. Japanese civilians repatriated from Tinian 6 January 1946 aboard the MS Ryoku Maru were given currency receipts, expressed in American dollars, representing amounts of United States currency taken up from them prior to departure for Japan.
2. The Imperial Japanese Government is authorized to make payments against such receipts within the limitations prescribed in Memorandum for the Imperial Japanese Government, this Headquarters, file AG 091.31 (12 Oct 45) ESS dated 12 October 1945, Subject: "Supplemental Instructions Relating to Import and Export Controls" of ¥1,000 for each civilian. The military exchange ratio of fifteen Japanese yen for one United States dollar will be utilized in making such payments and proper records maintained of all payments made against these receipts and receipts taken up will be preserved in safe custody.

1. Radio 212351, 24 January 1946, from COMMARIANAS states that in the absence of yen currency, 710 Japanese civilians repatriated from Tinian 6 January 1946 aboard the MS Ryoku Maru were given currency receipts for funds taken up from them prior to embarkation. These receipts represent amounts of American currency and balances due for work performed on Tinian and are expressed in terms of U. S. Dollars. In a number of instances a single receipt covers funds taken up from several members of the same family. COMMARIANAS requests early redemption and the Japanese government has verbally asked for permission to make payments against these receipts.
2. In order to prevent undue hardship, the Japanese government is authorized to make payment against these receipts. Such payments are to be within the limitation of ¥1,000 that repatriating Japanese civilians are allowed to bring in to Japan with them as prescribed in Memorandum for the Imperial Japanese Government file AG 091.31 (12 Oct 45) ESS dated 12 October 1945, subject: "Supplemental Instructions relating to Import and Export Controls".
U. S. dollars are legal tender in Tinian and wages and balances due are expressed in dollars. In converting dollar amounts on these receipts into Japanese yen, the unofficial military exchange ratio of 15 to 1 will be employed.
