朕は、商工省官制等の一部を改正する勅令を裁可し、ここにこれを公布せしめる。
I hereby give My sanction to the Imperial Ordinance concerning the partial amendments of Regulations governing the Organization of the Ministry of Commerce and Industry, and cause the same to be promulgated.

第一條　商工省官制の一部を次のように改正する。
Article 1.　The following amendments shall be made to part of the Regulations governing the Organization of Ministry of Commerce and Industry:
第十二條商工事務官の部中「專任百人」を「專任百十五人」に、「專任二百二十九人」を「專任二百六十五人」に、同條商工技官の部中「專任八十人」を「專任百六人」に、「專任百六十七人」を「專任二百十六人」に改める。
In Article 12, "full service 100 persons"; "full service 229 persons" shall read "full service 115 persons"; "full service 265 persons" respectively.In the same Article, in the part relating to Technical Official of Ministry of Commerce and Industry, "full service 80 persons"; "full service 167 persons" shall read "full service 106 persons"; "full service 216 persons" respectively.
第二條　工業試驗所官制の一部を次のように改正する。
Article 2.　The following amendment shall be made to part of the Regulations governing the Organization of Industrial Experiment Institution:
第二條商工事務官の部中「專任一人」を「專任二人」に、「專任二十三人」を「專任二十二人」に改める。
In Article 2, in the part relating to Secretary of Ministry of Commerce and Industry, "full service 1 person"; "full service 23 persons" shall read "full service 2 persons"; "full service 22 persons" respectively.
第三條　陶磁器試驗所官制の一部を次のように改正する。
Article 3.　The following amendment shall be made to part of the Regulations governing the Organization of Ceramic Ware Experiment Institution:
第二條中「 商工事務官 專任二人　三級 」を「 商工事務官 專任一人　二級 專任二人　三級 」に改める。
In Article 2, " Secretary of Ministry of Commerce and Industry " full service 2 persons,　3rd Class " shall read " Secretary of Ministry of Commerce and Industry full service 1 person,　2nd Class, full service 2 persons,　3rd Class ."
第四條　纖維工業試驗所官制の一部を次のように改正する。

第三條中「 商工事務官 專任六人　三級 」を「 商工事務官 專任一人　二級 專任五人　三級 」に改める。

第五條　地下資源調査所官制の一部を次のように改正する。

第二條中「 所長 商工技官 專任五十一人　二級內一人ヲ一級ト爲スコトヲ得 專任五十八人　三級 商工事務官 專任五人　三級 」を「 所長 商工技官 專任五十一人　二級內二人ヲ一級ト爲スコトヲ得 商工事務官 專任一人　二級 商工事務官又ハ商工技官 專任六十二人　三級 」に改める。
In Article 2, " Chief of institution, Technical Official of Ministry of Commerce and Industry " full service 51 persons,　2nd Class (may include one (1) person, 1st Class)," "full service 58 persons,　3rd Class"; "Secretary of Commerce and Industry full service 5 persons,　3rd Class " shall read " Chief of institution Technical Official of Ministry of Commerce and Industry full service 51 persons,　2nd Class (may include two (2) persons, 1st Class);" "Secretary of Ministry of Commerce and Industry full service 1 person,　2nd Class"; "Secretary of Ministry of Commerce and Industry orTechnical Official of Ministry of Commerce and Industry full service 62 persons,　3rd Class " respectively.
第六條　工藝指導所官制の一部を次のように改正する。

第三條中「 商工事務官 專任三人　三級 」を「 商工事務官 專任一人　二級 專任三人　三級 」に改める。

第七條　燃料硏究所官制の一部を次のように改正する。

第八條　商工部內臨時職員設置制の一部を次のように改正する。
Article 8.　The following amendment shall be made to part of the Regulations governing the Establishment of Temporary Employment of Officials under the purview of Ministry of Commerce and Industry:
「商工部內臨時職員設置制」を「商工部內臨時職員等設置制」に改める。
The words "Regulations governing the Temporary Establishment of Employment of Officials under the purview of Ministry of Commerce and Industry" shall read "Regulations governing the Temporary Establishment of Employment Officials, etc. under the purview of Ministry of Commerce and Industry."
第一條商工事務官の部中「專任百五十一人」を「專任百三十人」に、商工事務官又ハ商工技官の部中「專任二百七十四人」を「專任二百三十四人」に改める。
In Article 1, in the part of Secretary of Ministry of Commerce and Industry "full service 151 persons" shall read "full service 130 persons." In the part of Technical Officials or Secretary of Ministry of Commerce and Industry "full service 274" shall read "full service 234 persons."
第一條ノ三中「 商工事務官 專任一人　二級 專任六人　三級 商工技官 專任五人　二級 專任六人　三級 」を「 商工事務官 專任三人　二級 商工技官 專任八人　二級 商工事務官又ハ商工技官 專任十七人　三級 」に改める。

第五條中「臨時化學肥料增產ニ關スル硏究」を「臨時化學肥料ニ關スル硏究等」に、商工技官の部中「專任五人」を「專任十三人」に、商工事務官又ハ商工技官の部中「專任十七人」を「專任三十六人」に改める。
In Article 5, the term "Temporary Research regarding the promotion of Chemical fertilizer production" shall read "Temporary Research regarding Chemical fertilizer," in the part of Technical Official of Ministry of Commerce and Industry "full service 5 persons" shall read "full service 13," and in the part of Secretary or Technical Official of Ministry of Commerce and Industry "full service 17 persons" shall read "full service 36 persons."
第八條中「專任二人　二級」の次に「專任二人　三級」を加える。
In Article 8 "Full service 2 persons, 3rd Class" shall be added next to "Full service 2 persons, 2nd Class."
第九條　臨時地方商工行政ニ關スル事務ニ從事セシムル爲商工局ニ通ジテ左ノ職員ヲ增置ス
Article 9.　The following Officials shall be added for the execution of affairs relating to temporary regional administration of Commerce and Industry:

石炭、亞炭、ガス及コークスノ生產及配給ニ關スル事務ヲ掌ラシムル爲臨時札幌、仙臺及福岡ノ各商工局ニ石炭部ヲ置ク
Coal Divisions shall, temporarily, be established in each of Bureaus of Commerce and Industry in Sapporo, Sendai, and Fukuoka for the purpose of conducting business regarding production and distribution of coal, semi-coal, gas and coke.
第九條　地方商工局官制の一部を次のように改正する。
Article 9.　The following amendment shall be made to part of the Regulations governing the Organization of Regional Bureau of Commerce and Industry:
地方商工局官制中「地方商工局」を「商工局」に、「地方商工局長」を「商工局長」に、「地方行政事務局長官又ハ北海道廳長官」を「商工大臣」に、「地方事務官」を「商工事務官」に、「地方技官」を「商工技官」に改める。
In the part of the Regulations governing the Organization of Regional Bureau of Commerce and Industry "Regional Bureaus of Commerce and Industry," "Director-General of Regional Bureau of Commerce and Industry," "Director-General of Regional Administration Bureau, or Governor-General of Hokkaido-cho," "Secretary of Local Government," "Technical Official of Local Government" shall read "Bureaus of Commerce and Industry," "Director-General of Bureau of Commerce and Industry," "Minister of Commerce and Industry," "Secretary of Ministry of Commerce and Industry," "Technical Official of Ministry of Commerce and Industry" respectively.
第一條中「鑛業ニ於ケル賃金統制令施行ニ關スル事務、鑛業及砂鑛業ニ於ケル賃金臨時措置令施行ニ關スル事務（船員ニ關スルモノヲ除ク）、」を削る。
In Article 1, the term "affairs relating to the enforcement of Wages Control Ordinance for mining industry, affairs (excluding those concerning ship's crew) regarding the enforcement of Temporary Wages Disposition Ordinance for mining and alluvial mining industries" shall be deleted.
第二條第一項を次のように改め、同條第三項を削る。
Paragraph 1, Article 2 shall be amended as follows, and paragraph 3 of the same Article shall be deleted.

第三條第一項中「八人」を削り、總務課長の次に「 商工事務官又は商工技官 專任八人　一級 」を加え、「專任三百八十五人」を「專任三百九十七人」に、「專任九百九十一人」を「專任千一人」に改める。
In paragraph 1, Article 3, "8 persons" shall be deleted, " Secretary or Technical Official of Ministry of Commerce and Industry, full service 8 persons,　1st Class " shall be added next to "Chief of General Affairs Section," "full service 385 persons," "full service 991 persons" shall read "full service 397 persons," "full service 1001 persons" respectively.
第三條第二項を削る。
Paragraph 2, Article 3 shall be deleted.
第四條　各商工局ニ左ノ三部ヲ置ク
Article 4.　The following three divisions shall be established in each of Bureaus of Commerce and Industry:
商工部
Commerce and Industry Division
鑛山部
Mining Division
電力部
Electric Power Division
前項ニ揭グル部ノ外商工大臣ノ定ムル所ニヨリ各商工局ニ總務部又ハ總務課ヲ置ク
Besides the above divisions, in accordance with direction of the Minister of Commerce and Industry, General Affairs Division or General Affairs Section shall be established in each of Bureaus of Commerce and Industry.
總務課及各部ノ事務ノ分掌ハ局長之ヲ定ム
Allotted affairs of General Affairs Section and of each Division thereof shall be fixed by Director of Bureau.
第五條に第一項として左の一項を加える。
In Article 5, the following paragraph shall be added as paragraph 1.
局長ハ一級ノ商工事務官又ハ商工技官ヲ以テ之ニ充ツ
"The post of director shall be held by a Secretary or Technical Official of Commerce and Industry, 1st Class."
第八條第二項中「、鑛業ニ於ケル賃金統制令施行ニ關スル事務、鑛業及砂鑛業ニ於ケル賃金臨時措置令施行ニ關スル事務（船員ニ關スルモノヲ除ク）」を削る。
In paragraph 2, Article 8, the term "affairs relating to the enforcement of Wages Control Ordinance for mining industry, affairs (excluding those concerning ship's crew) relating to the enforcement of Temporary Wages Disposition Ordinance for mining and alluvial mining industries" shall be deleted.
第十條　都廳府縣等臨時職員等設置制の一部を次のように改正する。
Article 10.　The following amendment shall be made to part of the Regulations governing temporal employment of officials, etc in To, Cho, Fu, prefectures, etc.
第五條　削除
Article 5　shall be deleted.
第十一條　親任官及諸官級別令の一部を次のように改正する。
Article 11.　Following amendments are made to a part of the Ordinance governing Classification of Shinnin-Kan Rank and other Official Ranks:
別表地方行政事務局及都廳府縣の欄中地方商工局長の項を削る。
"Director General of Bureau of Commerce and Industry," shall be deleted from the table of the Regional Administrative Bureau and its area of jurisdiction (prefecture).
附　則
Supplementary Provisions:
この勅令は、公布の日から、これを施行する。
The present Ordinance shall come into force as from the day of its promulgation.
この勅令施行の際現に地方商工局職員の職にある者は、別に辞令を発せられないときは、同級及び同俸給で、地方事務官は商工事務官に、地方技官は商工技官に任ぜられたものとする。
Those who actually hold offices of Regional Bureau of Commerce and Industry on the day of the enforcement of the present Imperial Ordinance shall be regarded, in case no appointment order is issued, as having been appointed respectively Secretary or Technical Official of Ministry of Commerce and Industry retaining the same class and same salary from the post of Secretary or Technical Official of Local Government.
この勅令施行の際現に休職中の地方事務官又は地方技官で、休職となつた際地方商工局に属していた者は、別に辞令を発せられないときは、休職のまま、前項の例により商工事務官又は商工技官に任ぜられたものとする。
Secretary or Technical Official of Local Government, who are actually suspended from service on the day of enforcement of the present Imperial Ordinance, and attached to Bureau of Commerce and Industry at the time of their suspension from service shall be regarded, in case no appointment order is issued, as having been appointed, in accordance with above example, respectively Secretary or Technical Official of Ministry of Commerce and Industry.
