政府の行政機構簡素化の一環として、1957年11月4日の閣議で各省庁の審議会等の整理方針を決定し、同年12月2日の閣議で「審議会等の整理に関する件」として各省庁の審議会等の存廃を決定した。これに伴い、厚生省の審議会等を従来の41から21に整理統合することとなり、厚生省設置法その他関係法律の改正が必要となったため、本法律案を提出するものである。
