I hereby give My sanction to the Law concerning the Travelling Expenses and Day Allowances to Witnesses called to the Houses, for which the concurrence of the Imperial Diet has been obtained, and cause the same to be promulgated.

Article 1. Persons who have attended either House as witnesses at its request in connection with examination of legislative matters and others, or in connection with investigation of national affairs shall be provided with travelling expenses and daily allowances, in accordance with this Law. However, government officials who have attended as witnesses on their official duties shall not be entitled to receive them.
Article 2. Travelling expenses shall be divided into three kinds, namely, railway fares, boat fares and carrige fares, the first being paid for travelling by railway, the second for travelling by boat and the third for travelling by land where no railway is available.
Article 3. Travelling expenses shall he calculated as taking the regular course, except when it is difficult to take the regular course owing to natural calamities or other unavoidable causes.
第四條 日当は、日数に應じてこれを支給する。
Article 4. Daily allowances shall be paid according to the number of days spent.
The number of days spent shall be computed as from the day on which they presented themselves to the House, and include the days during which they stayed as witnesses, as swell as the days on the way computed at the rate of one (1) day per four hundred (400) kilometres for travelling by railway, two hundred (200) kilometres for travelling by boat and fifty (50) kilometres for travelling by land, in addition to the days needed owing to natural calamities or for other unavoidable reasons. However, a fraction of a day shall be calculated as one (1) day.
Article 5. Railway and steamer fares shall be paid, according to the mileage on the railway and the passenger fares of the boat (including the express fare, travelling tax, lighterage and pierage);carriage fares and daily allowances shall be paid according to the amounts fixed by a joint meeting of the Standing Committees for House Management of the Houses. However, in case of travelling of not more than one hundred (100) kilometres for one way, the express fare shall not be paid.
Article 6. Regulations concerning the payment of travelling expenses and daily allowances, excepting those provided for in this Law, shall be fixed on consultation between the Presidents of both Houses.

Supplementary Provision:
この法律は、國会法施行の日から、これを施行する。
The present Law shall come into force as from the day of enforcement of the Diet Law.
