審議経過

朕は、種畜牧場官制を裁可し、ここにこれを公布せしめる。
I hereby give Our sanction to the Ordinance concerning the Organization and Function of the Livestock Breeding Station and cause the same to be promulgated.

種畜牧場官制
第一條　種畜牧場は、農林大臣の管理に屬し、左の事務を掌る。
Article 1.　The Livestock Breeding Station shall, under the administration of the Minister of Agriculture and Forestry, carry out the business pertaining to:
一　家畜、家禽及び蜜蜂の飼養管理及び改良蕃殖
(a)　The feeding, management, improvement and breeding of domestic animals (poultry and honey bees inclusive).
二　種畜、種禽、種卵及び種蜂の配付竝びに種畜の貸付及び種付
(b)　The distribution of breeding stocks and hatching eggs, loaning of breeding stocks, and covering service.
三　畜產に關する技術の指導
(c)　The instruction of the technique on animal industry.
四　有畜營農の實地硏究
(d)　The practical studies on farm management combined with animal raising.
五　種付事業の指導
(e)　The instruction of private business of covering service.
六　種畜の登錄
(f)　The registration of breeding stocks.
七　鷄の產卵能力の檢定
(g)　The egg laying test of chickens.
第二條　種畜牧場に通じて、左の職員を置く。
Article 2.　The officers of the Livestock Breeding Station in the aggregate shall be:

(a) Director.
農林技官
(b) Technical officials of the Ministry of Agriculture and Forestry.
專任四十一人　二級
(full time) 41 persons　second rank
專任七十人　三級

農林事務官
(c) Secretary of the Ministry of Agriculture and Forestry.

(full time) 34 persons　third rank
第三條　場長は、二級の技官をこれに充てる。
Article 3.　The director shall be appointed from among second rank
場長は、農林大臣の指揮監督を承けて、場務を掌理する。
technical officials and shall be in charge of the general affairs of the Livestock Breeding Station under the supervision of the Minister of Agriculture and Forestry.
第四條　農林大臣は、必要と認める地に、種畜牧場の支場を置いて、種畜牧場の事務を分掌させることができる。
Article 4.　The Minister of Agriculture and Forestry may establish a branch station at any locality as may be necessary for taking a part of the affairs of the Livestock Breeding Station.
第五條　種畜牧場及びその支場の名稱及び位置竝びに種畜牧場の管轄區域は、農林大臣がこれを定める。
Article 5.　The Minister of Agriculture and Forestry shall decide the names and locations of the Livestock Breeding Station and its branch, and also districts of jurisdiction of the Livestock Breeding Station.
附　則
Supplementary Provisions:
第六條　この勅令は、公布の日から、これを施行する。
Article 6.　This Imperial Ordinance shall come into force as from the day of its promulgation.
第七條　種畜場官制、種羊場官制及び種馬牧場、種馬育成所及種馬所官制は、これを廢止する。
Article 7.　The Imperial Ordinances concerning the Organizations and Functions of Stock Farm, Sheep Farm, Horse Breeding Farm, Horce Rearing Farm and Stallion Depot shall be abolished.
第八條　畜產試驗場官制の一部を次のやうに改正する。
Article 8.　The Government Organization of the Imperial Zootechnical Experiment Station shall be partially amended as follows:
第一條　畜產試驗場ハ農林大臣ノ管理ニ屬シ左ノ事務ヲ掌ル
Art. 1.　The Imperial Zootechnical Experiment Station shall, under the administration of the Minister of Agriculture and Forestry, carry out the business pertaining to:
一　家畜、家禽及蜜蜂ニ關スル試驗及調査
(a)　The experiments and investigations on domestic animals (poultry and honey bees inclusive).
二　畜產物ニ關スル試驗及調査
(b)　The experiments and investigations on animal products.
三　畜力ノ利用ニ關スル試驗及調査
(c)　The experiments and investigations on utilization of draft animals.
四　飼料ニ關スル試驗及調査
(d)　The experiments and investigations on feeds.
五　厩肥ニ關スル試驗及調査
(e)　The experiments and investigations on stable manure.
六　畜產ニ關スル分析及鑑定
(f)　The analysis and judgment of the materials relating to animal industry.
畜產試驗場ハ官廳又ハ民間ヨリ畜產ニ關スル試驗及調査ニ付依賴アルトキハ前項ノ規定ニ依ル事務ニ妨ナキ限リ試驗及調査ノ委囑ニ應ジ又ハ其ノ設備ヲ利用セシムルコトヲ得
The Imperial Zootechnical Experiment Station may, in cases where any experiment or investigation relating to animal industry is entrusted by the public at large, comply with the said request or let the installation to be utilized for that purpose, so far as no hindrance shall occure in the execution of business specified in the preceding paragraph.
第四條　場長ハ第一條第一項第一號乃至第五號ノ事務ニ關シ必要アルトキハ種畜牧場ニ對シ試驗及調査ニ付協力ヲ求ムルコトヲ得
Art. 4.　The director of the Imperial Zootechnical Experiment Station may, in cases where it appears necessary to do so relating to the business specified in Art. 1, Para. 1, Item 1 to 5 inclusive, request a cooperation of the Livestock Breeding Station in respect of experiments or investigations.
第九條　明治三十九年勅令第百四號を次のやうに改正する。
Article 9.　A part of the Imperial Ordinance No. 104, 1906, shall be amended as follows:
「種馬所、種馬牧場、種牛所及」を削る。
"Stallion Depot, Horse Breeding Farm, Bull Farm and" is canceled.
第十條　明治三十九年勅令第三百十七號を次のやうに改正する。
Article 10.　A part of the Imperial Ordinance No. 317, 1906, shall be amended as follows:
「種牛牧場」を「種畜牧場」に改める。
"Breeding Cattle Farm" shall read Livestock Breeding Station".
第十一條　昭和十四年勅令第七百四十六號を次のやうに改正する。
Article 11.　A part of the Imperial Ordinance No. 746, 1939, shall be amended as follows:
「種畜場」を「種畜牧場」に改める。
"Livestock Farm" shall read "Livestock Breeding Station".
