朕東京都官制中改正等ノ件ヲ裁可シ玆ニ之ヲ公布セシム
We hereby give Our sanction to the Ordinance concerning the amendments of the Imperial Ordinance concerning Organizations and Functions of the Local Government of Tokyo Metropolis and others and cause the same to be promulgated.

Imperial Ordinance No. 244
第一條　東京都官制中左ノ通改正ス
Article 1.　The following amendments are made to the Imperial Ordinance concerning Organizations and Functions of the Local Government of Tokyo Metropolis.
第一條中「專任二十人」ヲ「專任十九人」ニ改ム
In Article 1, "20 (full-time)" shall read "19 (full-time)".
第一條ノ二中「專任二百七十八人以內」ヲ「專任二百九十二人以內」ニ、「專任三百二十三人以內」ヲ「專任四百九十三人以內」ニ、「專任二千九百六十七人以內」ヲ「專任四千三十三人以內」ニ改ム
In Article 1-2, "not more than 278 (full-time)" shall read "not more than 292 (full-time)", "not more than 323 (full-time)" shall read "not more than 493 (full-time)" and "not more than 2,967 (full-time)" shall read "not more than 4,033 (full-time)".
第二條　北海道廳官制中左ノ通改正ス
Article 2.　The following amendments are made to the Imperial Ordinance concerning Organizations and Functions of the Local Government of Hokkaido.
第一條中「專任五十八人」ヲ「專任五十九人」ニ改ム
In Article 1, "58 (full-time)" shall read "59 (full-time)".
第一條ノ二中「專任百二十人以內」ヲ「專任百二十一人以內」ニ、「專任七百五十一人以內」ヲ「專任七百八十人以內」ニ改ム
In Article 1-2, "not more than 120 (full-time)" shall read "not more than 121 (full-time)", and "not more than 751 (full-time) shall read not more than 780 (full-time)".
第十條中「六部」ヲ「七部」ニ、「經濟部」ヲ「 經濟部 開拓部 」ニ改ム
In Article 10, "six Departments" shall read "seven Departments" and "the Economic Department" shall read "the Economic Department the Colonization Department ".
第十二條第三項第四號及第五號ヲ削リ同項ノ次ニ左ノ一項ヲ加フ
In Article 12, Item 3, No. 4 and No. 5 are struck out, and the following Item is added.
開拓部ニ於テハ左ノ事務ヲ掌ル
The following affairs are administered at the Colonization Department:
一　拓殖ニ關スル事項
1.　Affairs for Colonization.
二　國有未開地ノ管理及處分ニ關スル事項
2.　Affairs for Administration and Management of the State-owned Uncultivated Land.
第三條　地方官官制中左ノ通改正ス
Article 3.　The following amendments are made to the Imperial Ordinance concerning Organizations and Functions of the Local Governments of Prefectures.
第一條中「專任千七百七十二人」ヲ「專任千七百七十一人」ニ改ム
In Article 1, "1,772 (full-time)" shall read "1,771 (full-time)".
第二條中「專任九百二十二人以內」ヲ「專任九百五十四人以內」ニ、「專任四千百二十八人以內」ヲ「專任四千三百三十二人以內」ニ、「專任二萬五千二百八十人以內」ヲ「專任二萬六千六百四十五人以內」ニ改ム
In Article 2, "not more than 922 (full-time)" shall read "not more than 954 (full-time)", not more than "4,128 (full-time)" shall read "not more than 4,332 (full-time)" and "not more than 25,280 (full-time)" shall read "not more than 26,645 (full-time)".
第四條　都廳府縣等臨時職員等設置制中左ノ通改正ス
Article 4.　The following amendments are made to the Imperial Ordinance for Temporary Establishment of Personnel etc. in To-Cho-Fu-Ken (Tokyo Metropolis, Hokkaido and Prefectures).
第一條中「專任二十七人」ヲ「專任二十八人」ニ、「專任五百五十人」ヲ「專任五百五十四人」ニ改ム
In Article 1, "27 (full-time)" shall read "28 (full-time)" and "550 (full-time)" shall read "554 (full-time)".
第一條ノ三中「專任三十人」ヲ「專任三十六人」ニ、「專任百八人」ヲ「專任百三十七人」ニ、「專任千九百十七人」ヲ「專任二千百七十二人」ニ改ム
In Article 1-3, "30 (full-time)" shall read "36 (full-time)". "108 (full-time)" shall read "137 (full-time)" and "1,917 (full-time)" shall read "2,172 (full-time)".
第一條ノ四第一項中「專任五百十二人」ヲ「專任五百三十人」ニ、「專任五千十二人」ヲ「專任五千百五人」ニ改ム
In Article 1-4. Item 1, "512 (full-time)" shall read "530 (full-time)" and "5,012 (full-time)" shall read "5,105 (full-time)".
第一條ノ五ヲ第一條ノ六トシ第一條ノ六ヲ第一條ノ七トス
Article 1-5 is made Article 1-6, and Article 1-6 is made Article 1-7.
第一條ノ五　各廳職員優遇令ノ適用ヲ受クル二級ノ地方事務官タル警視ハ第一條ノ二、第一條ノ三又ハ第一條ノ四第一項ニ定ムル警視ノ定員外トシ此等ノ規定ニ定ムル警部ノ各定員內トス
Article 1-5.　Those Police Inspectors who are made Prefectural Secretary of the 2nd grade under the Ordinance for Betterment of Government Officials' Treatment shall not be included in the authorized number of Personnel provided for in Article 1-2, Article 1-3, or Article 1-4, Item 1, but in that of Police Sergeants provided for in each of these regulations.
第五條　左ニ揭グル勅令中「高等文官」ヲ「一級又ハ二級ノ官吏」ニ改ム
Article 5.　"Officials in the Higher Civil Service" in the following Imperial Ordinances shall read "Officials of the first or second grade"

The present Ordinance shall come into force as from the day of its promulgation.
