提案理由 (AIによる要約)

戦後の通信事業が連年赤字を出している状況を改善するため、電気通信に関する料金を法律で定める必要が生じた。赤字の原因は、戦争による被害や設備の酷使による収入減少に加え、インフレによる人件費・物件費の急激な上昇にある。特に昭和22年度は約67億円の赤字を計上し、23年度も現行料金のままでは約151億円の赤字が見込まれる。そこで、特別会計の独立採算制を維持するため、通信料金を概ね4倍に値上げすることとし、それを法律で定めることを提案する。

電信電話料金法
Telegraph and Telephone Charges Law
第一條　公衆通信の用に供する電信（無線電信を含む。以下同じ。）及び電話（無線電話を含む。以下同じ。）に関する料金は、この法律の定めるところによる。
Article 1.　The charges for the telegraph and telephone services (including radio telegraph and radio telephone, hereinafter the same;provided the public correspondence) shall be as prescribed in this Law.
第二條　電信に関する料金は、別表一の通りとし、電話に関する料金は、別表二の通りとする。
Article 2.　The charges for the domestic telegraph services shall be as mentioned in the annexed table No.1, and those for the domestic telephone services shall be mentioned in the annexed table No.2.
第三條　逓信大臣は、船舶の遭難及び航行の安全に関する通報、火災報知その他公益上特に必要がある場合は、省令の定めるところにより、この法律に定める料金を減免することができる。
Article 3.　Ministry of Communications may, in accordance with the Ministerial Ordinance, reduce or exempt from the charges prescribed in this law, in case, the communication is specially necessary for the public interest such as the distress at the safety of navigation or the notice of fire.
第四條　國際電信及び國際電話の料金は、この法律に定める場合を除く外、條約又は協定の定めるところによる。
Article 4.　The charges for the international telegraph and telephone services shall be as fixed by international conventions or international agreements excepting prescribed in this law.
２　條約において、最高限を定め又は主管廳の決定にゆだねた料金については、財政法（昭和二十二年法律第三十四号）第三條の規定にかかわらず、内閣総理大臣及び逓信大臣が、命令で、これを定める。
2.　The charges, of which the maximum in limited by the conventions or those delegated to the determinations of the competent government agencies shall be determined by the Prime Minister and by the Minister of Communications with the orders notwithstanding the provisions of Article 3 of the Finance Law (Law No.34 of 1947).
附　則
Supplementary Provisions:
第五條　この法律は、昭和二十三年七月十日から、これを施行する。
Article 5.　The present Law shall come into force as from July 10, 1948.
第六條　電信法（明治三十三年法律第五十九号）の一部を次のように改正する。
Article 6.　Telegraph Law (Law No.59 of 1900) shall be amended as follows:
第十七條中「電信又ハ電話ニ関スル料金及」を削る。
