従来、主要食糧の輸入税は食糧管理法に基づく勅令により免除されてきたが、本年12月末で期限が満了する。現在の食糧事情を考慮し、缶詰類の容器による制限を撤廃した上で、新たな品目を追加し、来年一年間の輸入税免除を継続する必要がある。また免税対象が食糧管理法の定める主要食糧の範囲を超えているため、別個の法律で規定することが適当と判断し、本法の別表で品目を指定して輸入税を免除するものである。
