THE DIET SECRETARIAT LAW
第一條　衆議院及び参議院に各事務局を附置し、左の職員を置く。
Article 1.　The House of Representatives and the House of Councillors shall each have its own Secretariat with officials as follows:

1.　Secretary-General (Jimu-Socho)
二　参事
2.　Secretaries (Sanji)
三　副参事
3.　Assistant-Secretaries (Fuku-Sanji)
四　主事
4.　Clerks (Shuji)
五　常任委員会專門調査員
5.　Standing Committee Qualified Specialists
六　常任委員会書記
6.　Standing Committee Clerks
各事務局の職員の定員は、その院の議決によつてこれを定める。
The number of officials of each Secretariat shall be fixed by its House.
第二條　事務総長は、議長の監督の下に、局中一切の事務を統理し、所属職員を監督する。
Article 2.　The Secretary-General shall, under the direction of the President of the House, supervise all the affairs relating to the Secretariat, and direct and control the officials belonging to him.
第三條　各事務局に、その事務を分掌するため、部及び課を置く。
Article 3.　There shall be instituted Divisions and Sections in each Secretariat to transact the business.
各部課の分掌事務及び各部の分課並びに職員の配置は、事務総長が、これを定める。
The allotment of business to Divisions and Sections, the establishment of Sections under Divisions and the assignment of officials to them shall be made by the Secretary-General.
第四條　各事務局に事務次長一人を置き、事務総長が、議長の同意を得て参事の中からこれを命ずる。
Article 4.　Each Secretariat shall have an Assistant Secretary-General, whom the Secretary-General shall appoint with the approval of the President of the House from among the Secretaries.
事務次長は、事務総長を助け局務を整理し、各部課の事務を監督する。
The Assistant Secretary-General shall assist the Secretary-General, and direct and manage the affairs relating to the Secretariat and supervise the business of all Divisions and Sections.
第五條　各部に部長を置き、事務総長が、議長の同意を得て参事の中からこれを命ずる。
Article 5.　Each Division shall have its Directors, whom the Secretary-General shall appoint with the approval of the President of the House from among the Secretaries.
部長は、事務総長の命を受けその部務を掌理する。
The Director of the Division shall manage the affairs belonging to his Division, under the direction of the Secretary-General.
第六條　各課に課長を置き、事務総長が、参事又は副参事の中からこれを命ずる。
Article 6.　Each Section shall have its Chief, whom the Secretary-General shall appoint from among the Secretaries or Assistant-Secretaries.
課長は、上司の命を受け課務を掌理する。
The Section Chief shall manage the affairs belonging to his section, under the direction of his superiors.
第七條　参事及び副参事は、上司の指揮監督を受け事務又は技術を掌る。
Article 7.　The Secretaries and Assistant-Secretaries shall manage the affairs or technical works of the Secretariat under the direction of their superiors.
第八條　各事務局に衞視長数人を置き、事務総長が、副参事の中からこれを命ずる。
Article 8.　Each Secretariat shall have Several Chief Guards, whom the Secretary-General shall appoint from among the Assistant-Secretaries.
衞視長は、上司の命を受け警務を掌り、衞視副長及び衞視を指揮監督する。
The Chief Guard shall be in charge of police affairs in the House under the direction of his superiors and direct Assistant Chief Guards and Guards.
第九條　主事は、上司の指揮監督を受け事務又は技術に從事する。
Article 9.　The Clerks shall attend to the office business or technical work, under the direction of their superiors.
第十條　各事務局に衞視副長数人及び衞視若干人を置き、事務総長が、主事の中からこれを命ずる。
Article 10.　Each Secretariat shall have several Assistant Chief Guards and Guards, whom the Secretary-General shall appoint from among the Clerks.
衞視副長は、上司の指揮監督を受け警務に從事し、衞視を指揮監督する。
The Assistant Chief Guards shall take charge of police affairs in the House under the direction of their superiors and direct the Guards.
衞視は、上司の指揮監督を受け警務に從事する。
The Guards shall attend to police affairs in the House under the direction of their superiors.
第十一條　常任委員会專門調査員は、常任委員長の申出により、事務総長が、議長の同意を得てこれを任免する。
Article 11.　Standing Committee Qualified Specialists shall be appointed or dismissed by the Secretary-General with the approval of the President of the House at the request of the Chairman of the Standing Committee.
常任委員会專門調査員は、常任委員長の命を受け調査を掌る。
The Standing Committee Qualified Specialists shall take charge of inquiries and investigations under the direction of the Chairman of the Standing Committee.
第十二條　常任委員会書記は、常任委員長の申出により、事務総長が、議長の同意を得てこれを任免する。
Article 12.　Standing Committee Clerks shall he appointed or dismissed by the Secretary-General at the request of the Chairman of the Standing Committee with the approval of the President of the House.
常任委員会書記は、常任委員長及び常任委員会專門調査員の命を受け調査に関する事務に從事する。
Standing Committee Clerks shall attend to their duties pertaining to inquiries and investigations under the direction of the Chairman and Qualified Specialists of the Standing Committee.
附　則
Supplementary Provisions:
この法律は、國会法施行の日から、これを施行する。
The present Law shall come into force as from the day of the enforcement of the Diet Law.
この法律施行の際、現に衆議院事務局又は貴族院事務局に在職する官吏は、別に辞令を発せられないときは、現に受ける俸給額に相当する給料を以て、それぞれ衆議院事務局又は参議院事務局の國会職員に任用せられたものとみなす。
Those officials who hold their post in the Secretariat of the House of Representatives or the House of Peers, at the time of enforcement of this Law, shall be considered, unless otherwise ordered, as having been appointed as officials of the Secretariat of the House of Representatives or the House of Councillors, with the salary the amount of which is equivalent to that of the salary they are receiving.
前項の規定を適用するに当り、勅任事務官及び書記官は、参事に、事務官、理事官、速記士並びに奏任の属及び技手は、副参事に、守衞長は、衞視長たる副参事に、属、技手、速記技手及び判任官の待遇を受ける雇員は、主事に、守衞副長は、衞視副長たる主事に、守衞は、衞視たる主事に任用せられたものとする。
In the application of the preceding paragraph, those officials shall be considered as having been appointed to the following posts respectively: Secretaries of Chokunin or Sonin rank to Secretaries (Sanji); Secretaries (Jimukan and Rijikan), Senior Stenographers, Clerks and Technicians of Sonin rank to Assistant Secretaries (Fuku Sanji); Chief Guards (Shuei-cho) to Assistant Secretaries as Chief Guards (Eishi-cho): Clerks, Technicians, Junior Stenographers, Employees treated as officials of Hannin rank, to Clerks (Shuji); Assistant Chief Guards (Shuei-Fukucho) to Clerks as Assistant Chief Guards (Eishi-Fukucho); Guards (Shuei) to Clerks as Guards (Eishi).
