朕は、東京都官制の一部を改正する等の勅令を裁可し、ここにこれを公布せしめる。
We hereby give My Sanction to the Imperial Ordinance concerning the partial amendments to the Regulations governing the Organization and Functions of Tokyo Metropolitan Government and others and hereby cause the same to be promulgated.

Imperial Ordinance No. 546
第一條　東京都官制の一部を次のやうに改正する。
Article 1.　The following partial amendments are made to the Regulations governing the Organization and Functions of Tokyo Metropolitan Government.
第一條ノ二中「專任二百九十八人以內」を「專任三百人以內」に、「專任四百九十五人以內」を「專任四百九十六人以內」に、「專任四千五十二人以內」を「專任四千六十一人以內」に改める。
In Article 1-2, "not more than 298 (full-time)" shall read "not more than 300 (full-time)," "not more than 495 (full-time)" shall read "not more than 496 (full-time)," and "not more than 4,052 (full-time)" shall read "not more than 4,061 (full-time)."
第二條　警視廳官制の一部を次のやうに改正する。
Article 2.　The following partial amendments are made to the Regulations governing the Organization and Functions of Metropolitan Police Board.
第十九條第二項及び第二十一條第二項中「、衞生及召集」を「及衞生」に改める。
In Article 19, paragraph 2 and in Article 21, paragraph 2, "sanitation and calling out of the reservists" shall read "and sanitation."
第二十四條中「、衞生及召集」を「及衞生」に改め、「（區市ノ區域ニ於ケル召集ニ關スル事務ヲ除ク）」を削る。
In Article 24, "sanitation and calling out of the reservists" shall read "and sanitation" and "with the exception of the business related to calling out of the reservists within the jurisdiction of wards or cities" shall be deleted.
第二十五條　削除
Article 25　shall be deleted.
第三條　北海道廳官制の一部を次のやうに改正する。
Article 3.　The following partial amendments are made to the Regulations governing the Organization and Functions of Hokkaido Prefectural Government.
第一條ノ二中「專任三十二人以內」を「專任四十八人以內」に、「專任百二十四人以內」を「專任百三十四人以內」に、「專任八百五人以內」を「專任八百五十九人以內」に改める。
In Article 1-2, "not more than 32 (full-time)" shall read "not more than 38 (full-time)," "not more than 124 (full-time)" shall read "not more than 134 (full-time)," and "not more than 805 (full-time)" shall read "not more than 859 (full-time)."
第十條中「七部」を「九部」に、「敎育民生部」を「 敎育部 衞生部 民生部 」に改める。
In Article 10, "Seven Divisions" shall read "nine Divisions," and "Education and Welfare Division" shall read "Educational Division, Sanitary Division, Welfare Division ."
第十二條第二項を次のやうに改める。
In Article 12, paragraph 2 shall be amended as follows:
敎育部ニ於テハ左ノ事務ヲ掌ル
The following business shall be transacted in the Educational Division.
一　敎育學藝ニ關スル事項
1.　Affairs concerningeducation, sciences and arts.
二　宗敎ニ關スル事項
2.　Affairs concerning Religions.
三　史蹟名稱天然紀念物ニ關スル事項
3.　Affairs concerning Historic Spots, Places of interest and Natural Monuments.
衞生部ニ於テハ保健衞生ニ關スル事務ヲ掌ル
In Sanitary Division the business related to health and sanitation shall be transacted.
民生部ニ於テハ左ノ事務ヲ掌ル
In Welfare Division the following business shall be transacted:
一　社會事業其ノ他國民生活ノ保護指導ニ關スル事項
1.　Affairs concerning Social works and other affairs concerning Protection and Guidance of National life,
二　勤勞ニ關スル事項
2.　Affairs concerning Labour,
三　社會保險ニ關スル事項
3.　Affairs concerning Social Insurance.
第十二條ノ二中「敎育民生部」を「民生部」に改める。
In Article 12-2, "Education and Welfare Division" shall read "Welfare Division."
第十三條第二項中「土木部」を「衞生部、土木部」に改める。
In Article 13, paragraph 2, "Public Works Division" shall read "Sanitary Division, Public Works Division."
第二十四條ノ二第一項中「地方事務官」の下に「又ハ地方技官」を加へる。
In Article 24-2, paragraph 1, "or Local Technical Regulations governing the Officials" shall be added under "Local Secretaries."
第四條　地方官官制の一部を次のやうに改正する。
Article 4.　The following partial amendments are made to the Organization and Functions of Local Government.
第二條中「專任千百四十三人以內」を「專任千三百五十人以內」に、「專任四千五百七十三人以內」を「專任四千七百九十六人以內」に、「專任二萬八千七十九人以內」を「專任二萬九千三百十二人以內」に改める。
In Article 2, "not more than 1,143 (full-time)" shall read "not more than 1,350 (full-time)," "not more than 4,573 (full-time)" shall read "not more than 4,796 (full-time)," and "not more than 28,079 (full-time)" shall read "not more than 29,312 (full-time)."
第三條中「知事及」を削る。
In Article 3, "the Governor and" shall be deleted.
第十二條第一項中「三部」を「四部」に、「內務部」を「 內務部 敎育民生部 」に、同條第二項中「敎育民生部又ハ」を「敎育民生部ニ代ヘ敎育部及民生部ヲ置キ又ハ別ニ衞生部若ハ」に改める。
In Article 12, paragraph 1, "three Divisions" shall read "four Divisions," "Interior Affairs Division" shall read " Interior Affairs Division, Education and Welfare Division " and in the same Article, paragraph 2, "Education and Welfare Division or" shall read "instead of Education and Welfare Division, Educational Division and Welfare Division or" shall be established or separately Sanitary Division or."
第十四條但書を次のやうに改める。
The provisory clause of the text of Article 14 shall be amended as follows:
但シ土木部ヲ置ク府縣ノ內務部ニ於テハ第一號乃至第九號及第十七號ノ事務ヲ掌ル
But in the Interior Affairs Division of the Prefectural Government where Public Works Division is established, the business mentioned in item 1 to item 9 inclusive, and item 17 shall be transacted.
同條中第十號乃至第十六號を削り、第十七號を第十號とし、以下順次に七號づつ繰り上げる。
Item 10 to item 16 inclusive of the same Article shall be deleted, and item 17 shall be moved up to item 10 and the rest of the same shall be moved seven items up in turn.
第十四條ノ二を第十四條ノ三とする。
Article 14-2, shall be made Article 14-3.
第十四條ノ二　敎育民生部ニ於テハ左ノ事務ヲ掌ル但シ衞生部ヲ置ク府縣ノ敎育民生部ニ於テハ第一號乃至第三號及第五號乃至第七號ノ事務ヲ掌ル
Article 14-2.　The following business shall be transacted in Education and Welfare Division. But, at Education and Welfare Division of the Prefectural Government where Sanitary Division is established, the business mentioned in item 1 to item 3 inclusive, and item 5 to item 7 inclusive shall be transacted.
一　敎育學藝ニ關スル事項
1.　Affairs concerning Education, Sciences and Arts.
二　宗敎ニ關スル事項
2.　Affairs concerning Religions.
三　史蹟名勝天然紀念物ニ關スル事項
3.　Affairs concerning Historic Spots, Places of Interest and Natural Monuments.
四　保健衞生ニ關スル事項

第十六條　敎育部ニ於テハ第十四條ノ二第一號乃至第三號ノ事務ヲ掌ル
Article 16.　In Educational Division, the business mentioned in Article 14-2, item 1 to item 3 inclusive shall be transacted.
民生部ニ於テハ第十四條ノ二第四號乃至第七號ノ事務ヲ掌ル但シ衞生部ヲ置ク府縣ノ民生部ニ於テハ第十四條ノ二第五號乃至第七號ノ事務ヲ掌ル
In Welfare Division, the business mentioned in Article 14-2, item 4 to item 7 inclusive shall be transacted. But, at Welfare Division of the Prefectural Government where Sanitary Division is established, the business mentioned in Article 14-2, item 1 to item 3 inclusive shall be transacted.
衞生部ニ於テハ保健衞生ニ關スル事務ヲ掌ル
In Sanitary Division, business related to health and sanitation shall be transacted.
土木部ニ於テハ第十四條第十號乃至第十六號ノ事務ヲ掌ル
In Public Works Division the business mentioned in Article 14, item 10 to item 16 inclusive shall be transacted.
第十七條中「第十四條ノ二」を「第十四條ノ三」に改める。
In Article 17, "Article 14-2," shall read "Article 14-3."
第十八條第二項中「土木部」を「衞生部又ハ土木部」に改める。
In Article 18, paragraph 2, "Public Works Division" shall read "Sanitary Division or Public Works Division."
第二十四條第一項中「地方事務官」の下に「又ハ地方技官」を加へる。
In Article 24, paragraph 1, "or Local Technical Officials" shall be added under "Local Secretaries."
第二十五條第二項及び第二十六條第二項中「、衞生及召集」を「及衞生」に改める。
In Article 25, paragraph 2 and Article 26, paragraph 2, "Sanitation and calling out of the reservists" shall read "and Sanitation."
第三十六條第二項中「、衞生及召集」を「及衞生」に改め、「（市ニ於ケル召集ニ關スル事務ヲ除ク）」を削る。
In Article 36, paragraph 2, "Sanitation and calling out the reservists" shall read "and sanitation," and "(with the exception of the business relating to calling out of the reservists in Cities)" shall be deleted.
第三十七條　削除
Article 37　shall be deleted.
第五條　都廳府縣等臨時職員等設置制の一部を次のやうに改正する。
Article 5.　The following amendments shall be made to part of the Regulations governing the Temporary Establishment of Personnel of Tokyo Metropolitan Government, Hokkaido Prefectural Government and Prefectural Governments.
第一條中「專任四十四人」を「專任五十三人」に、「專任十四人　二級」を「專任十九人　二級內一人ヲ一級ト爲スコトヲ得」に、「專任六百一人」を「專任六百二十人」に改める。
In Article 1, "44 (full-time)" shall read "53 (full-time)," "14 (full-time) Second Rand" shall read "19 (full-time) Second Rank, of whom one may be of First Rank," and "601 (full-time)" shall read "620 (full-time)."
第一條ノ三中「專任四十四人」を「專任五十六人」に、「專任百四十人」を「專任百四十五人」に、「專任二千百九十人」を「專任二千二百十八人」に改める。
In Article 1-3, "44 (full-time)" shall read "56 (full-time)," "140 (full-time)" shall read "145 (full-time)," and "2,190 (full-time) shall read "2,218 (full-time)."
第一條ノ四第一項中「專任七百十四人」を「專任千七十五人」に、「專任二百三十六人」を「專任三百九十三人」に、「專任五千八百四十七人」を「專任六千七百三十一人」に改める。
In Article 1-4, paragraph 1, "714 (full-time)" shall read "1,075 (full-time)," "236 (full-time)" shall read "393 (full-time)," and "5,847 (full-time)" shall read "6,731 (full-time)."
第一條ノ七中「地方事務官」の下に「又ハ地方技官」を加へる。
In Article 1-7, "Local Technical Officials" shall be added under "Local Secretaries."
第五條第四項を削る。
Article 5, paragraph 4 shall be deleted.
第六條　臨時北海道廳ニ農地部ヲ置ク
Article 6.　Arable Land Division shall temporarily be established in Hokkaido Prefectural Government.
左ノ事務ハ北海道廳官制第十二條第五項ノ規定ニ拘ラズ農地部ニ於テ之ヲ掌ル
The following business shall be transacted in Arable Land Division in spite of the Regulations in Article 12, paragraph 5 of the Organization and Functions of Hokkaido Prefectural Government.
一　農地關係ノ調整ニ關スル事項
1.　Affairs concerning Adjustment connected with Arable Land.
二　旣墾地ニ於ケル自作農創設特別措置ニ關スル事項
2.　Affairs concerning special measures for the Establishment of Peasant Proprietor system on on the reclaimed land.
第七條　北海道廳開拓部ニ於テハ北海道廳官制第十二條第六項ノ事務ノ外臨時ニ未墾地ニ於ケル自作農創設特別措置ニ關スル事務ヲ掌ル
Article 7.　In Division of Reclamation of Waste Land of Hokkaido Prefectural Government the business related to special measures for the Establishment of Peasant Proprietor system on the land not yet reclaimed shall temporarily be transacted in addition to the business mentioned in Article 12, paragraph 6 of the Organization and Functions of Hokkaido Prefectural Government.
第八條　臨時府縣ニ農地部ヲ置ク
Article 8.　Arable Land Division shall temporarily be estaablished in Prefectural Governments.
左ノ事務ハ地方官官制第十四條ノ三ノ規定ニ拘ラズ農地部ニ於テ之ヲ掌ル
The following business shall be transacted in Arable Land Division in spite of the Regulations in Article 14-3, of the Organization and Functions of Local Governments:
一　農地關係ノ調整ニ關スル事項
1.　Affairs concerning Adjustment connected with Arable Land,
二　自作農創設特別措置ニ關スル事項
2.　Affairs concerning Special measures for Peasant Proprietor system,
三　開拓ニ關スル事項
3.　Affairs concerning Reclamation of waste Land,
四　耕地ノ災害復舊ニ關スル事項
4.　Affairs concerning Restoration of Calamity inflicted upon Arable Land.
第九條　農地部ノ部長ハ北海道廳官制第十三條第一項及地方官官制第十八條第一項ノ規定ニ拘ラズ二級ノ地方技官ヲ以テ之ニ充ツルコトヲ得
Article 9.　In spite of the Regulation of Article 13, paragraph 1 of the Organization and Functions of Hokkaido Prefectural Government and the Regulation of Article 13, paragraph 1 of the Organization and Functions of Local Governments, Local Technical Official may be designated to the post of Director of Arable Land Division.

Supplementary Provision:
この勅令は、公布の日から、これを施行する。
The present Ordinance shall come into force as from the day of its promulgation.
