MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

SUBJECT

Sender Composition Message Service for Approved Private Companies.

1. It is directed that the Japanese Board of Communications arrange to furnish telegraph message service as follows:
a. Accept and transmit, on a receiver to pay basis, messages to the United States sent from business concerns, organizations and persons within Japan, to be designated by General Headquarters, Supreme Commander for the Allied Powers.
b. Receive and deliver to business or cable addresses approved by General Headquarters, Supreme Commander for the Allied Powers, prepaid messages from the United States addressed to approved business concerns, organizations or persons in Japan.
c. Extend the service to be provided, in accordance with paragraphs "a" and "b" above, to possessions of the United States when telegraph services thereto are established.
2. This supplements (SCAPIN 379), AG 676.1 (1 Dec 45) CCS, subject: "Establishment of Sender Composition Message Service Between the United States and the Tokyo Area".
3. Information as to the names, locations and cable addresses of firms, organizations and persons authorized to use the service covered by this memorandum; details as to identification, methods of filing and other pertinent information will be furnished to the Board of Communications from time to time by direct correspondence from General Headquarters, Supreme Commander for the Allied Powers.
4. Money accumulated at the United States terminals of the international circuits due the Japanese Board of Communications for services rendered will be held in a special account to be settled at some future date.
5. Direct correspondence between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Japanese Board of Communications within the scope of this memorandum is authorized.

SUBJECT : Information of General Application pertaining to Directive Number (SCAPIN 969), file AG 311.23 (18 May 46) CCS, this headquarters, dated 18 May 1946, subject: "Sender Composition Message Service for Approved Private Companies".
1. With reference to Memorandum Number (SCAPIN 969), to the Imperial Japanese Government, the following is published for the information of all concerned.
2. Services to be provided in accordance with subject memorandum for the Imperial Japanese Government are required in connection with the management and operation of private business firms and organizations that have established offices in Japan at the invitation of the occupation forces.
3. Memorandum Number (SCAPIN 969) is a general directive covering the provision of services described and no command channel instructions are required in connection therewith. However command channel instructions covering the authorization for specific business concerns, organizations or persons to use the service will be furnished to Commanding General, Eighth Army, by General Headquarters, Supreme Commander for the Allied Powers.
4. Instructions for providing necessary surveillance will be included in the command channel instructions covering individual authorizations.
