2. Paragraph 1a of reference 1a above is rescinded and the following substituted therefor:
a. Accept and transmit from any organization or person in Japan on a receiver-to-pay basis, messages to any country or place to which message rates from Japan are established now or in the future.
3. Paragraph 1b of reference 1a above is rescinded and the following substituted therefor:
a. Receives, and deliver to private, business or code addresses, unless otherwise directed by the Supreme Commander for the Allied Powers, messages from all counties addressed to private, business or code addresses in Japan.
4. Paragraph 1c of reference 1a above is rescinded.
5. Paragraph 3 of reference 1a above is rescinded and the following substituted therefor:
a. Incoming messages will be delivered in accordance with the address of such messages. Messages addressed to registered code addresses will be delivered in accordance with instructions received by the Ministry of Communications directly from the registrants of such code addresses or from instructions received from General Headquarters, Supreme Commander for the Allied Powers.
6. The regularly established procedures for handling "Transferred Accounts" will remain unchanged except as follows:
a. Application for Transferred Account privileges may be made by any organization or person in Japan including Japanese nationals.
b. Hereafter application for Transferred Account privileges will be made by the applicant directly to the Ministry of Communications.
c. All classes of messages may be included in Transferred Account arrangements.
d. Before establishing Transferred Account arrangements the Ministry of Communications through normal service message procedure will direct inquiries to connecting telegraph administrations or companies to ascertain whether or not recipients of Transferred Account messages are agreeable to paying the charges for such messages.
e. The Ministry of Communications will secure from the applicant for Transferred Account privileges the complete name and address, including code address if any, of the private company, organization, or person from whom the charges for Transferred Account messages are to be collected and show this information in the "RTP SECTION" of the monthly traffic statements, in accordance with present procedures.
f. Charge for all "RTP" messages handled from Japan on a Transferred Account basis will include the applicable Japanese terminal charges.
7. The Transferred Account arrangements authorized by references 1b, 1c, 1d, 1e, 1f, and 1g, above, will remain in force. Any future changes desired in these arrangements will be communicated directly to the Ministry of Communications by the applicants.
8. Direct communication between the Civil Communications Section, or other staff sections of General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications, concerning matters within the scope of this memorandum is authorized.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1776), file AG 311.23 (12 Sep 47)CCS, this Headquarters, dated 12 September 1947 subject: Revised Procedure for RTP and Transferred Account Messages
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. Upon entrance into Japan of approved private companies, arrangements were made for them to send SCM messages from Japan on a receiver-to-pay or transferred account basis, as well as prepaid.
3. Such arrangements were authorized by SCAP through issuance of a SCAPIN directive after confirmations were received that recipients of such messages were agreeable to paying the telegraph charges.
4. Subsequently certain restrictions regarding telecommunications with Japan were relaxed and reply paid messages were introduced which permitted non-accredited persons, including Japanese nationals to reply to such messages received, by utilizing reply paid vouchers in payment of the charges.
5. With the reestablishment of limited private trade with Japan and the probable appointment of representatives in Japan by foreign trade entrants, the necessity for providing non-accredited, as well as any other persons or organizations in Japan, with a procedure by which they may initiate inquiries and send messages on a receiver-to-pay or transferred account basis without the use of reply paid vouchers is recognized.
6. The subject memorandum accomplishes this purpose. Hereafter applicants desiring to send RTP or transferred account messages and who do not possess the means or acceptable currency to send such messages may apply directly to the Ministry of Communications for authorization. The Ministry of Communications will cause a routine service message to be seat asking to be sent to telegraph administration or company of the country of destination asking whether or not the addressee named will pay the charges for the message or messages in question. Upon receipt of a favorable reply the Ministry of Communications will accept and forward such messages and show the particulars thereof in their monthly statements to the companies concerned.
