MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Establishment of Sender Composition Message Service Between the United States and the Tokyo Area.

1. The establishment by 5 December 1945 of sender composition message service between the United States and the Tokyo Area by the Imperial Japanese Government is desired.
2. This service shall be available only to military personnel and civilian personnel only accredited to this theater and stationed in Japan. Service shall be for the transmission and receipt of personal messages, on a prepaid basis only, to and from the United States of America.
3. Memorandum this headquarters dated 31 November 1945, subject: "Regulation governing Communication over International, Foreign and External Telegraph, Telephone and Wireless Facilities, " and any subsequent memoranda governing censorship will apply to this service, except that sender composition messages shall be in clear English text and contain no code.
4. There is no objection to the rates which you propose for the transmission of prepaid sender composition messages from Tokyo to the United States. These rates are to be as follows:

5. Every Effort will be made to apportion evenly the total volume of sender composition message traffic to the United States among the various American international telegraph companies.
6. The initial stations for the acceptance of sender composition messages in the Tokyo area shall be established by the Imperial Japanese Government at American Red Cross, Bankers Club. Murunouchi, Kojimachi Ward, Tokyo and the American Red Cross Club, Finance Building, Kasumigaseki, Kojimachi Ward, Tokyo. Other stations will be established as rapidly as possible as they are required. In this connection, this headquarters has under contemplation permitting the opening of radio circuit to the United States from Osaka.
In such event, sender composition message service in the Osaka area will be provided. It is understood that in the event of the establishment of sender composition message service from regions more than 50 miles from Tokyo (and more than 50 miles from Osaka, in the event the Osaka-United States circuit is opened), an additional 30 sen per word will be charged, to cover land haul. No objection to this land haul service charge is made by this headquarters at this time.
7. The sender of message will be required to state on the message the following information: If military personnel his name, rank, serial number, unit or organization and APO number; if a civilian, his name, address in Japan, and military unit to which accredited.
8. Copied of all messages sent or received will be kept on file for a minimum period of one (1) year.
9. All messages received from the United States addressed to personnel in Japan will be forwarded by the Japanese Government to the Postal Officer, United States Army, APO 181, TOKYO.
10. There is no objection to the divisions operating procedures and procedures for settlement of accounts as set forth in your letter of November 28, 1945. These procedures will apply for the present, and will not be changed without prior approval by this headquarters.
