SUBJECT | Telegraph Service for Approved Private Companies. |
1. It is directed that the Japanese Ministry of Communications arrange to handle private telegraph messages sent by or addressed to the United Seamen's Service, Inc. as follows:
a. After censorship, messages addressed to UNSEASER, Yokohama, shall be delivered promptly by messenger to the United Seamen's Service, Inc., Building No. 2562, Yokohama.
b. Messages filed by the United Seamen's Service, Inc. will be sent in clear English.
c. Messages may be sent from Yokohama to the United Seaman's Service, Inc., 39 Broadway, New YORK, New York.
2. This account shall be in the name of the United Seamen's Service, Inc., 39 Broadway, New York, New York.

MEMORANDUM:
SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN - 1204), file AG 483 (14 Sep 46) CCS, this Headquarters, subject: "Telegraph Service for Approved Private Companies".
1. With reference to the subject memorandum, the following is being published for the information of all concerned.
2. The purpose of this directive is to provide for the filing of radio telegrams to the United States and delivery of messages received from the United States by and for the United Seamen's Service, Inc.
3. No command channel letter is being sent to the Eighth Army concerning this matter inasmuch as no surveillance will be required beyond that being currently carried out.
