| SUBJECT | Telegraph Service for Approved Private Companies. |
1. It is directed that the Japanese Ministry of Communications arrange to handle private telegraph messages sent by or addressed to the National City Bank as follows:
a. Messages addressed to CITIBANK, Tokyo shall be delivered promptly by messenger to the National City Bank at No. 4 OTEMACHI, 2 CHOME KOJIMACHIKU, Tokyo.
b. Messages filed by the National City Bank may be sent clear English or in one of the following three codes: Private test cypher, Treasury code, or Petersen's international code.
c. Messages may be sent from Tokyo to the National City Bank of New York and to the American Trust Company of San Francisco.
2. This account shall be in the name of the National City Bank of New York, 55 Wall Street, New York 15, New York.

MEMORANDUM:
SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN- 1101) file AG 483 (4 August 1946) CCS, this headquarters, subject: "Telegraph Service for Approved Private Companies".
1. With reference to the subject memorandum the following is being published for the information of all concerned.
2. The purpose of this directive is to provide for the filing of radio telegrams to the United States and deliver of messages received from the United States by and for the National City Bank at its place of business in Tokyo.
3. No command channel letter is being sent to the Eighth Army concerning this matter inasmuch as no surveillance will be required except that which will be rendered by the Fiscal Agent or his representative.
