MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

Subject

Addition of Oji Paper Manufacturing Company Ltd. And Subsidiaries on Schedule of Restricted Concerns.

1. Reference is made to the following Memorandum of this Headquarters.
a. AG 004 (8 Dec 45) ESS/AC, subject: “Establishment of a Schedule of Restricted Concerns.”
b. AG 300.8 (8 Dec 45) ESS/AC, subject: “Regulations Affecting Restricted Concerns.”
2. The Oji Paper Manufacturing Company, Ltd., and its subsidiaries Listed in paragraph 4, are herewith added to the Schedule of Restricted Concerns referred to in paragraph 1 (a).
3. The Imperial Japanese Government will take immediate action to assure that these concerns shall comply with the “Regulations Affecting Restricted Concerns” referred to in paragraph 1 (b).

1. A letter dated 20 November 1945, addressed to Colonel R. C. Kramer, then Chief of the Economic and Scientific Section, from the President of the Oji Paper Manufacturing Company, Ltd., stated that the company was responsible for about 50% of the paper production of Japan and controlled several subsidiaries with interlocking directorates. Some of these subsidiaries it appears are engaged in the production of related materials while others are not. The Oji Paper Manufacturing Company has 6,200,000 shares of paid up stock valued at ¥310,000,000.00 held by 24,459 shareholders.
2. Several conferences have been held with representatives of the Ministry of Finance and an official of the Oji Paper Manufacturing Company, Ltd. with respect to that Company's subsidiaries. Reports furnished by the Company concerning its interests have been studied. Information from this source verifies the statements contained in the letter heretofore referred to.
3. For the reasons above and in compliance with the Radio Directive to the Supreme Commander, dated 25 September 1945, it is believed justified to add the Oji Paper Manufacturing Company, Ltd. and its subsidiaries to the "Schedule of Restricted Concerns," (AG 004 (8 Dec 45) ESS/AC, and require them to comply with the "Regulations Affecting Restricted Concerns," (AG 300.8 (8 Dec 45) ESS/AC). This action excepts the Sanyo Pulp Industry Company, Ltd. which was dissolved in November 1945.
