SUBJECT

Expansion of Radiotelegraph Prepaid Reply (RP) Service.

1. Reference is made to memoranda for the Japanese Government, as follows:

2. The provisions pertaining to prepaid reply (RP) messages contained in references 1a to 1f inclusive, prohibiting the acceptance by the Ministry of Communications of messages with prepaid reply (RP) from accredited organizations, persons, or military personnel in Japan are hereby rescinded.
3. Messages containing prepaid reply (RP) in the address, may be filed to any point accepting this type of service, via the United States, Manila or Osaka-Colombo circuits, by any organization or person in Japan authorized to possess the currencies designated for use in payment of the charges. In addition, messages of this type may be accepted from Boeki Cho. The handling of these messages, including issuance of vouchers and use or refund of vouchers, will be accomplished in accordance with the provisions of' the International Telegraph Regulations (Cairo 1938), Article 56, paragraphs 462 to 469, inclusive, except that:
No refund of an unused portion of any such prepayment will be made unless such portion amounts to at least fifty cents (50¢) when routed via the United States, or Manila, or two shilling (2/-) when routed via Osaka-Colombo.
4. Established procedures for settlement of accounts, division and payment of revenue accruing to the Ministry of Communications, the United States and British carriers, as defined in references 1g and 1h above, will apply.
5. Direct communication within the scope of this memorandum is authorized between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, the General Accounting Section, General Headquarters, Supreme Commander for the Allied Powers or the British Transfer Agent and the Ministry of Communications.

SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN 1818), file AG 311.23 (12 Nov 47) CCS, this Headquarters, dated 12 November 1947 subject: Expansion of Radiotelegraph Prepaid Reply (RP) Service
1. With reference to the subject memorandum, the following is published for the information of all concerned.
2. Heretofore, messages with prepaid reply (RP) were authorized for incoming messages only, and were limited to non-accredited organizations or persons, including Japanese nationals.
3. The RCAC representative in Japan has requested the expansion of prepaid reply (RP) message service to include both incoming and outgoing messages between Tokyo and the United States and to extend such service to accredited organizations, persons and military personnel.
4. The subject memorandum to the Japanese Government expands prepaid reply (RP) message service from Japan to all points admitting messages with prepaid reply (RP) served via the United States and Osaka Colombo circuits. This service is available to anyone authorized to possess and use Military Payment Certificates, Foreign Trade Payment Certificates and British Armed Forces Special Vouchers (BAFSVs). In addition, the service will be available to Boeki Cho.
5. Messages incoming to Japan with the prepaid reply (RP) indicator are not authorized for accredited organizations, persons or military personnel.
