SUBJECT | Relaxation of Restrictions Governing Utilization of Prepaid Reply (RP) Vouchers. |
1. Reference is made to memoranda for the Japanese Government as follows:

2. Effective upon receipt of this memorandum, provision for payment of the charges for telegrams prepaid by use of prepaid reply vouchers will be as follows:
Whenever the charge for a reply telegram prepaid by use of a prepaid reply (RP) voucher exceeds the amount contained in the voucher, the excess charge must be paid in appropriate currency by the sender utilizing the voucher.
3. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications, regarding- operating and; accounting. procedures within the scope of this memorandum is. authorized.

SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN 1818/1), file AG 311.23 (12 Nov 47) CCS, this Headquarters, dated 8 December 1948, subject: Relaxation of Restrictions Governing Utilization of Prepaid Reply (RP) Vouchers
1. With reference to the subject memorandum, the following is published for the information of all concerned.
2. Heretofore, with the exception of messages routed by cable over the Nagasaki - Vladivostok circuit, the number of words in a reply telegram from Japan, with charges prepaid by use of a prepaid reply voucher, have been limited to prevent the charges from exceeding the amount contained in the voucher.
3. In order to permit the payment of excess charges, whenever the amount of the prepaid reply voucher does not cover the entire cost of a reply telegram, it is necessary to relax the present restrictions.
4. The subject memorandum relaxes the restrictions and allows any difference between the actual charges on a telegram and the amount of the voucher to be paid in an appropriate authorized currency by the sender utilizing the voucher.
