MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Expansion of Radiotelegraph Service to Egypt via Osaka-Colombo Circuit

1. Expansion of radiotelegraph service to include private, press and government messages between Japan and Egypt, via the Osaka-Colombo circuit, is authorized effective 15 October 1947.
2. Message classifications authorized between Japan and Egypt are as follows:

3. Rates per word, terminal charges applicable and the division of revenue between the Japanese Ministry of Communications and the British carrier, for full rate, press and government messages authorized in this memorandum are listed in Inclosure 1. Rates for CDE, LC and NLT classification are proportionate and will be 60%, 50% and 33-1/3% respectively, of the charges per full rate word. The. total charges on each message will be rounded out to the nearest throe pence (3d) or multiple thereof.
4. Private messages may be sent by any organization or person in Egypt to any organization or person in Japan and will be prepaid at the point of origin. Private messages may be sent from Japan by any organization or person authorized to possess and use British Armed Forces Special Vouchers and by the organization or person in Japan specifically named in a reply paid voucher, to any organization or person in Egypt.
5. Private messages with prepaid reply (RP) from Egypt addressed to nonaccredited organizations or persons in Japan, including Japanese nationals, and private messages filed by nonaccredited organizations or persons in Japan including Japanese nationals, utilizing reply paid vouchers in payment of the charges for such messages to Egypt are authorized.
6. Private messages with prepaid reply (RP) between Egypt and Japan and vice versa are not authorized for accredited organizations or persons, nor for military personnel.
7. All private messages originating in Japan for transmission to Egypt, payments for which are provided for in reply paid vouchers, will contain in the preamble the indicator ANSTORP (answer to reply paid Message) which will be written in by the accepting office.
8. Private messages originating in Japan destined for Egypt will be. filed .at the same post, or telegraph, offices which are presently, or which may in the future, be designated for the acceptance of radiotelegraph messages circulating via the Osaka-Colombo circuit.
9. Private messages between Egypt and Japan will be subject to all applicable censorship rules and regulations. Exceptions will be specifically provided for by General Headquarters, Supreme Commander for the Allied Powers.
10. All press messages and government messages for other than the United States Government, will be sent either prepaid or collect to Egypt and arrangements for collection of charges must be. made prior to the acceptance of such messages. All such messages from Egypt to Japan will be prepaid.
11. Established procedures for settlement of accounts and payment of' revenue accruing to the Ministry of Communications and to the British carrier for radiotelegraph messages circulating via the Osaka-Colombo circuit will apply to private messages authorized by this memorandum.
12. Direct communication within the scope of this memorandum is authorized between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, the General Accounting Section, General Headquarters, Supreme Commander for the Allied Powers or the British Transfer Agent and the Ministry of Communications.
