SUBJECT

Provision of Payment for International Messages Filed by Boeki Cho (Japanese Board of Trade).

2. Reference 1a to 1d above, inclusive, provide for acceptance by the Ministry of Communications of prepaid messages filed by any person or organization in Japan authorized to possess and use United States Military Payment Certificates or Foreign Trade Payment Certificates in payment of the charges for messages from Japan to points where United States dollar rates apply,
3. Reference 1e above provides for acceptance by the Ministry of Communications of prepaid messages filed by any person or organization in Japan authorized to possess and use British Armed Forces Special Vouchers in payment of the charges for Messages from Japan to British Commonwealth areas.
4. Facilities for the dispatch of international messages arising from the conduct of authorized foreign trade activities will be available to Boeki Cho (Japanese Board of Trade).
5. International messages filed by Boeki Cho will be accomplished in triplicate. Two copies of each such message will be submitted to acceptance offices of the Ministry of Communications and the third copy will be forwarded directly to General Headquarters, Supreme Commander for the Allied Powers, Economic and Scientific Section, Foreign Trade Division.
6. At the close of each month the Ministry of Communications will render a statement of account addressed to Boeki Cho, c/o Foreign Trade Division, Economic and Scientific Section, General Headquarters, Supreme Commander for the Allied Powers. This statement will be accompanied by the duplicate copies of all underlying international messages filed by Boeki Cho during the month for which the statement is rendered.
7. After reconciling the monthly statement submitted by the Ministry of Communications with copies of messages received from Boeki Cho, the Foreign Trade Division, Economic and Scientific Section, General Headquarters, Supreme Commander for the Allied Powers will make payment, to the Ministry of Communications, in approved currency, for the full amount of the reconciled statement.
8. Direct communications between Civil Communications Section or other Staff Sections of General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications, concerning matters within the scope of this memorandum, are authorized.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1786), file AG 311.22 (29 Sep 47)CCS, this Headquarters, dated 29 September 1947, subject: Provision of Payment for International Messages filed by Boeki Cho(Japanese Board of Trade)
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. Current directive provide for acceptance by the Ministry of Communications of prepaid international messages filed by any person or organization in Japan authorized to possess and use United States military Payment Certificates, Foreign Trade Payment Certificates or British Armed Forces Special Vouchers.
3. Persons, Business establishments or other organizations in Japan who do not have access to the currencies named in paragraph 2 above may send messages over radiotelegraph circuits between Japan and the United States and between Japan and British Commonwealth areas only by utilizing prepaid reply vouchers or through establishment of transferred Account arrangements.
4. Facilities for the dispatch of international messages initiating inquiries, and on other essential matters arising from the conduct of authorized foreign trade activities, is a requirement for Boeki Cho (Japanese Board of Trade).
5. Funds for payment of the charges for such messages are available in the SCAP Commercial Account.
6. The basic directive sets forth a procedure for dispatch by Boeki Cho of international messages outlined in paragraph 4 above and describes the method to be used in effecting payment of the telegraph charges by ESS Foreign Trade Division after the amounts due have been verified by reconciliation between the monthly statements submitted by the Ministry of Communications and copies of messages sent and submitted by Boeki Cho.
7. Occupation Forces will extend the surveillance required to insure compliance by the Ministry of Communications with the provisions of the reference memorandum.
