MEMORANDUM FOR

JAPANESE GOVERNMENT.

THROUGH

SUBJECT

Expansion of Radiotelegraph Service Via the United States.

1. References is made to Memorandum for the Japanese Government file AG 311.23 (18 Apr 47)CCS (SCAPN-1612), dated 18 April 1947, subject: Expansion of Radiotelegraph Service Between Japan and the United States, and Between Japan and Hawaii.
2. Expansion of radiotelegraph service to include private, press and government messages between Japan and the points named in Inclosure 1, attached hereto, is authorized, effective 15 August 1947.
3. Messages exchanged between Japan and the points listed in Inclosure 1 to which the rates shown in Inclosure 1 apply, will be routed via the Japan-United States circuits in conformity with existing traffic distribution regulations and practices. Incoming transit messages destined to points beyond Japan will not bo accepted.
4. Payment of Japanese Ministry of Communications' share of revenue and the American carriers' shape, including their outpayment to connecting carriers, will be handled through the Transfer Agent for Telephone and Telegraph Message Funds in the same manner in which payments are made to the Japanese Ministry of Communications and the American carriers for message traffic exchanged between Japan and the United States.
5. Message classifications authorized between Japan and the points listed in Inclosure 1 are as follows:
Full Rate NLT or DLT
CDE Ordinary Press
LC Government
6. Per word rates for Full Rate, CDE, LC, NLT and DLT and Ordinary Press classifications are shown in Inclosure 1, and except for Ordinary Press are proportionately reduced from Full Rate, as follows:
CDE - 60% of full rate
LC - 60% of full rate
NLT and DLT - 1/3 of full rate
7. Urgent press messages are authorized at the rates for full rate messages, as quoted in Inclosure 1.
8. Messages filed by United States military and accredited civilian personnel between Japan and the points listed in Inclosure 1, in the classifications specified in this memorandum, are authorized.
9. All press messages, and government messages for other than the United States Government will be sent "collect" from Japan to the points listed in Inclosure 1, and arrangements for collection of charges must be made prior to acceptance of such messages. Specific authorization must be obtained from general Headquarters, Supreme Commander for the Allied Powers in each such case.
10. All other messages from Japan to the points listed in Inclosure 1, payment for which is not provided for by use of prepaid reply (RP) vouchers, will be prepaid in United States Military Payment Certificates. All messages from the points listed in Inclosure 1 to Japan will be prepaid at the point of origin.
11. United States Government messages between Japan and the points listed in Inclosure 1 will be handled in the same manner as United States Government messages between Japan and the United States. Rates for United States Government will be supplied at a later date. Rates for other government messages will be the same as for full rate, CDE, LC, NLT and DLT messages as provided for in this memorandum.
12. Revenue accruing to the Japanese Ministry of Communications, and to the other carriers including American carriers for the radiotelegraph services outlined in this memorandum, for each settlement period, will be computed on the equated words basis, an example of which is shown in paragraph 13, and will consist of the following, based on Inclosure 2 attached hereto:
a. The Japanese Ministry of Communications' share will be:
(1) The Japanese terminal charge of $0.0675 per full rate word, with proportionately lower terminal charges for other lower classifications except press, the terminal charge for which is $0.02, plus
(2) One-half the radio circuit tolls between Tokyo and San Francisco, computed after deduction of the Japanese terminal charge.
b. The American carriers' share will be:
(1) One-half the radio circuit tolls between Tokyo and San Francisco, computed after deduction of the Japanese terminal charge, plus
(2) Outpayments to connecting carriers beyond San Francisco.
13. Computation of revenue accruing to the Japanese Ministry of Communications and other carriers will be accomplished in the following manner:
a. CDE, LC, NLT and DLT wordages will be reduced to their equivalent in full rate words, per the following examples:
(1) CDE words multiplied by 60% equals full rate words.
(2) LC words multiplied by 50% equals full rate words.
(3) NLT and DLT words multiplied by 33-1/3% equals full rate words.
b. After wordages have been equated in accordance with paragraph 13a (1), (2) and (3) above, division of tolls between the carriers will be accomplished in accordance with the provisions of paragraph 12 above.
14. Private messages with prepaid reply (RP) from the points listed in Inclosure 1 addressed to non-accredited organizations or persons in Japan, including Japanese nationals, and private messages filed by such non-accredited organizations or persons in Japan, utilizing reply paid vouchers in payment of the charges for such messages to the points named in Inclosure 1, are authorized. Prepaid reply (RP) amounts will in all cases be quoted in United States dollars.
15. Private messages with prepaid reply (RP) between Japan and the points listed in Inclosure 1 are not authorized for accredited organizations or persons, nor for military personnel.
16. Private messages between the points listed in Inclosure 1 and Japan will be subject to All applicable censorship rules and regulations. Exceptions will be specifically provided for by General Headquarters, Supreme Commander for the Allied Powers.
17. The following languages are hereby authorized for use in messages between Japan and the points listed in Inclosure 1.

18. All provisions of paragraph 11 through 13 of the reference memorandum, pertaining to private messages with prepaid reply (RP) exchanged between the United States or Hawaii and Japan, will apply equally to private messages with prepaid reply (RP) exchanged between Japan and the points listed in Inclosure 1.
19. Direct communications between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications, regarding operating and accounting procedures within the scope of this memorandum, are authorized.

MEMORANDUM:
SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1759), file AG 311.23 (10 Aug 47) CCS, this Headquarters, dated 10 August 1947 subject: Expansion of Radiotelegraph Service via the United States
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. Radiotelegraph service between Japan and the United States is expanded to include private, government and press messages between Japan and the points named in Inclosure 1 of the reference memorandum, to be routed via San Francisco, under the same general condition as apply to like categories between Japan and the United States. In addition, reply paid messages from the points named in Inclosure 1 of the reference memorandum to Japan, and private messages from Japan to those points, utilizing reply paid tolls, are authorized.
3. Procedure for handling reply paid messages, including issuance of voucher for amount of authorized prepayment to addressee, period of validity of voucher, refund of all or part of reply paid tolls and other particulars will be in accordance with procedures established by the International Telecommunications Conference (Cairo 1938) except that prepaid amounts will be expressed in dollars and no refund of any portion of the prepaid tolls will be made unless such portion amounts to at least fifty cents($0.50).
4. Refundable reply paid tolls, and the American carriers' shares of used amounts of reply paid vouchers will be deducted by the Ministry of Communications from its proportion of the tolls derived from prepaid messages from Japan to the points listed in Inclosure 1 of the reference memorandum; Japan to the United States or Japan to Hawaii, and included in the amounts due the respective American carriers deposited with the Transfer Agent for Telegraph and Telephone Message Funds.
5. The method of computing revenue accruing to the various carriers concerned and division of tolls between them, is described in paragraphs 12 and 13 of the reference memorandum.
6. The reduction of CDE, LC and NLT and DLT wordages to their equivalent in full rate words is known as the "equated words" system, and is used to facilitate accounting of message tolls and to increase accuracy by removing the necessity of handling a large number of small quantities of wordages which would require multiplication by fractional per word rates in many cases..
7. Inclosure 2 to the reference memorandum shows the figures required to arrive at a division of tolls and includes only full rate and press classifications. This is made possible by use of the equated words system.
8. Japan's terminal charge remains constant at $0.0675 per full rate word and $0.02 per ordinary press word, and is included in the amounts shown in the fifth and sixth columns respectively of Inclosure 2, for full rate and press traffic. Since Japan's terminal charge always accrues to the Japanese Ministry of Communications, said terminal charge must be separated from the radio tolls before the latter can be correctly divided between Japan and the other carriers.
9. Eighth Army will extend the necessary surveillance to insure proper handling, routing and delivery of all classifications described in the reference memorandum and Inclosures thereto.
10. Command instructions pertaining to the exercise of surveillance are being released coincidentally with this memorandum.
