SUBJECT | Expansion of Radiotelegraph Service Between Japan and British Commonwealth Areas. |
1. Reference is made to Memorandum for the Japanese Government, file AG 311.23 (12 Aug 47)CCS, (SCAPIN 1762), dated 12 August I947, subject: Osaka-Colombo Radiotelegraph Circuit.
2. The establishment by the Japanese Government of private message service between Japan and the British Commonwealth areas listed in Inclosure 1 of this memorandum is authorized, effective 20 August 1947.
3. Private messages with prepaid reply (RP) from the British Commonwealth areas listed in Inclosure 1 to Japan addressed to non-accredited organizations or persons, including Japanese nationals, and private messages filed by non-accredited organizations or persons in Japan, including Japanese nationals, utilizing reply paid vouchers in payment of the charges for such messages to the British Commonwealth areas listed in Inclosure 1 are authorized effective 20 August 1947.
4. Private messages with prepaid reply (RP) between the British Commonwealth areas listed in Inclosure 1 and Japan and vice versa are not authorized for accredited organizations or persons, nor for military personnel.
5. Private messages may be sent by any organization or person in the British Commonwealth areas listed in Inclosure 1 to any organization or person in Japan.
6. Private messages may be sent from Japan by any organization or person authorized to possess and use British Armed Forces Special Vouchers and by the organization or person in Japan specifically named in a reply paid voucher, to any organization or person in the British Commonwealth areas listed in Inclosure 1.
7. Private messages between the British Commonwealth areas listed in Inclosure 1 and Japan will be subject to all applicable censorship rules and regulations. Exceptions will be specifically provided for by General Headquarters, Supreme Commander for the Allied Powers.
8. All private messages originating in Japan for transmission to the British Commonwealth areas listed in Inclosure 1, payments for which are provided for in reply paid vouchers, will contain in the preamble the indicator ANSTORP (answer to reply paid message), which will be written in by the accepting office.
9. Private messages circulating from Japan to the British Commonwealth areas listed in Inclosure 1 will he filed at the same post or telegraph offices which are presently, or which may be in the future, designated for the acceptance of SCM messages to British Commonwealth areas.
10. Private messages, other than those utilizing reply paid vouchers in payment of the charges, will be prepaid in Japan in British Armed Forces Special Vouchers.
11. The handling of private messages containing reply paid indicator (RP L________) in the address, including issuance of vouchers and use or refund of vouchers, will be accomplished in accordance with the provisions of the International Telegraph Regulations (Cairo 1938), Article 56, paragraph 465, except that:
a. The number or words in any such messages filed from Japan to the British Commonwealth areas listed in Inclosure 1 must be limited to prevent the charge from exceeding the amount contained in the reply paid voucher.
b. No refund of an unused portion of any such prepayment will be made unless such portion amounts to at least 2S (two shillings).
12. The procedure to be employed in refunding unused amounts of reply paid vouchers, or the payment of the British carriers' share of revenue derived from utilization of reply paid vouchers, will be as follows: The Ministry of Communications will deduct such amounts from its proportion of British Armed Forces Special Vouchers derived from prepaid messages destined to the British Commonwealth areas listed in Inclosure 1 during the period in which the refund or apportionment is made, and include such amounts in the sum deposited with the British Transfer Agent to the credit of the British carrier for the same period. The final monthly traffic accounting statements will include identification of all ANSTORP messages sent over the circuit during the period concerned, and appropriate entries in these reports will indicate amounts which have been refunded to the British carrier in accordance with requests therefor, with sufficient data to identify the messages concerned.
13. Private message classifications authorized are Full Rate, LC (deferred) CDE (Code), NLT and DLT. Rates and division of revenue per full rate word between the Ministry of Communications and the British carrier for the message traffic authorized by this memorandum are shown in Inclosure 1.
14. Rates per word, terminal charges applicable, and residue to be divided equally, for CDE, LC, NLT, and DLT classifications are proportionate and will be 60%, 50%, 1/3 and 1/3 respectively of the charges per full rate word shown in Inclosure 1.
15. The total charges for each message authorized by this memorandum will be rounded up to the nearest three pence (3d).
16. Private messages authorized by this memorandum will be included by the Ministry of Communications on the same or similar statements as EFM and SCM messages exchanged between Japan and other British Commonwealth areas. Established procedures for settlement of accounts and payment of revenue accruing to the Ministry of Communications and to the British carrier for EFM and SCM messages circulating between Japan and all countries in the British Commonwealth will apply to private messages authorized by this memorandum.
17. Direct communication within the scope of this memorandum is authorized between the Civil Communications, Section, General Headquarters, Supreme Commander for the Allied Powers, the General Accounting Section, General Headquarters, Supreme Commander for the Allied Powers or the British Transfer Agent and the Ministry of Communications.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1765), file AG 311.23 (20 Aug 47)CCS, this Headquarters, dated 20 August 1947 subject: Expansion of Radiotelegraph Service Between Japan and British Commonwealth Areas
1. With reference to subject memorandum, the following is published for the information of all concerned
2. Radiotelegraph service between Japan and all areas of the British Commonwealth has heretofore been restricted to EFM, SCM, Press and Government messages. Effective 2 January 1947, the restrictions affecting radiotelegraph service between Japan and the outside world were relaxed to permit the inclusion of personal and social messages; business, commercial and financial messages of an informational and non-transactional nature, to any person or organization in Japan. The relaxed restrictions were not applied to the circuit operating between Japan and the British Commonwealth because no procedure for the settlement of accounts had been established for messages exchanged between Japan and British Commonwealth areas over the Osaka-Colombo radiotelegraph circuit.
3. Effective 15 August 1947, a procedure for settlement of accounts for messages circulating between Japan and British Commonwealth areas over the Osaka-Colombo radiotelegraph circuit was established.
4. The subject memorandum to the Japanese Government implements the present available radiotelegraph services between Japan and certain British Commonwealth areas and provides for the inclusion of personal and social messages; business, commercial and financial messages of an informational and non-transactional nature. It also provides for reply paid message service from certain British Commonwealth areas to Japan and includes procedure where-by the recipients of such messages may reply by utilizing reply paid vouchers for payment of the message charges from Japan. This procedure exactly parallels the procedure with respect to reply paid messages in effect between Japan and the United States and Hawaii.
5. Surveillance by the Occupation Forces will be the responsibility of the Eighth Army and will consist of that required to insure proper handling, routing and delivery of the messages described in the reference SCAPIN.
6. Command instructions pertaining to the execution of surveillance will follow through command channels.
