MEMORANDUM FOR

JAPANESE GOVERNMENT.

THROUGH

SUBJECT

Establishment and Operation of Direct Telecommunications Circuits Between Tokyo and Manila.

1. It is directed that direct telecommunications circuits be established and operated between Japan and the Philippine Islands for handling radiograms and program transmission service, effective 1 June 1947, in accordance with the provisions herein set forth.
2. The terminal for Japan for these circuits will be in Tokyo. The terminals in the Philippine Islands will be in Manila, with one each operated by RCA Communications, Inc., and Mackay Radio and Telegraph Company, Inc. The radiotelegraph circuits will be operated for handling traffic from 0000 GMT to 1500 GMT daily, and will be held in readiness during the remaining period of each day, for operation on short notice for handling government or press traffic. The program transmission service circuit will be with RCA Communications, Inc., and will be held in readiness for operation when required. Pending Formal authorization by General Headquarters, Supreme Commander for the Allied Powers, the Ministry of Communications will use call letters and frequencies JAP 7600 kc, JAF-2 13510 kc, or JAP-3 19040 kc, in the operation of these radiotelegraph or program transmission circuits. Additional frequencies for program transmission service will be authorized at a later date. The Manila terminals will be operated by RCA Communications, Inc. on KUV 12230 kc, KBJ 13240 kc, KAY 14980 kc, KTM 15917.5 kc, or KTO 16240 kc, and by Mackay Radio and Telegraph Company on KUK 7580 kc, KBG 9190 kc or KIZ 18140 kc. The Tokyo terminal for radiotelegraph traffic will use only one transmitter to send traffic to terminals in Manila, but will receive the transmissions from each Manila terminal independently.
3. Classification of messages, rates per word and division of revenue accruing to each administration for traffic handled over the respective circuits are shown in Inclosure 1. EFM and VLT messages will be handled between anywhere in Japan and Manila only; they will not be sent to or from other points in the Philippine Islands. Collect and transferred account messages, the arrangements for which will be specifically provided for, from time to time, by General Headquarters, Supreme Commander for the Allied Powers, will be filed only in Japan and will be addressed only to Manila.
4. Messages of the Government of the Republic of the Philippines (and the Japanese Government when approved by General Headquarters, Supreme Commander for the Allied Powers), will be handled at government half rates between Japan and Manila.
5. United States Government messages from Japan to the Philippines will be transmitted as prepaid and will be handled and accounted for, including method for collection of charges, in the same manner as that now in effect for handling United States Government messages from Japan to the United States. United States Government messages will be sent prepaid from the Philippines to Japan. All other government messages and all press messages will be sent collect from Japan to the Philippines and prepaid from the Philippines to Japan.
6. Message of the classifications shown in Inclosure 1, except government and press messages, filed for transmission from Japan to the Philippines by United States military and accredited civilian personnel will be prepaid in Military Payment Certificates. Such messages will be filed by non-accredited organizations or persons, including Japanese nationals, only by use of reply paid vouchers, and as prescribed in this directive.
7. Private messages with prepaid reply (RP) from the Philippines addressed to non-accredited organizations or persons in Japan, including Japanese nationals, and private messages filed by non-accredited organizations or persons in Japan, including Japanese nationals, utilizing reply paid vouchers in payment of the charges for such messages, are authorized.
8. Private messages may be sent by any organization or person in the Philippines to any organization or person in Japan, but only by the organization or person in Japan specifically named in a reply paid voucher to any organization or person in the Philippines.
9. Private messages with prepaid reply (RP) between Japan and the Philippines are not authorized for accredited organizations or persons.
10. Private messages between Japan and the Philippines will consist of:
a. Messages pertaining to personal and family affairs.
b. Business, financial and commercial messages of a non-transactional nature limited to the ascertainment of facts and exchange of information.
11. Private messages between the Philippines and Japan will be subject to all applicable censorship rules and regulations. Exceptions will be specifically provided for by General Headquarters, Supreme Commander for the Allied Powers.
12. The handling of private messages containing reply paid indicator (RPS_____) in the address, including issuance of vouchers and use or refund of the whole or any part thereof, will be accomplished in accordance with the provisions of the International Telegraph Regulations (Cairo 1938), Article 56, paragraph 465, except that:
a. The number of words in any such message filed from Japan to the Philippines must be limited to prevent the charge from exceeding the amount contained in the reply paid voucher.
b. No refund of an unused portion of any such prepayment will be made unless such portion amounts to at least $0.50.
13. All messages originating in Japan for transmission to the Philippines, payment for which is provided for in reply paid vouchers, will contain in the preamble the indicator ANSTORP (answer to reply paid message), which will be written in by the accepting office.
14. The procedure to be employed in refunding unused amounts of reply paid vouchers, or the payment of the connecting carrier's share of the used amounts of reply paid vouchers, will be as follows:
a. The Ministry of Communications will deduct such amounts from its proportion of Military Payment Certificate dollars derived from prepaid messages destined to the Philippines during the period in which the refund or apportionment is made, and include such amounts in the sum deposited with the Transfer Agent for Telephone and Telegraph Message Funds, to the credit of the carrier concerned, for the same period.
b. The final monthly traffic accounting statements will include identification of all ANSTORP messages sent over the circuit during the period concerned, and appropriate entries in these reports will indicate amounts which have been refunded to the connecting carriers in accordance with requests therefor, with sufficient data to identify the message concerned.
15. Traffic accounting statements, reports, transactions through the Transfer Agent for Telephone and Telegraph Message Funds and all regulatory provisions applicable to radio circuits operating between Japan and the United States, will be required in connection with the operation of the radio circuits between Japan and the Philippines, except as may be provided for otherwise in this or future directives.
16. Program transmission service, which may be handled between Tokyo and Manila, will be in accordance with the general regulations which have been prescribed for this type of service from Japan to the United States. The charges for this service will be collected in the Philippines, whether the program material originates in Japan or in the Philippines. The rates and division of revenue derived from this service is shown in Inclosure 2.
17. Direct communications between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications, regarding procedures within the scope of this memorandum, is authorized.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1707), file AG 676.3 (27 May 47)CCS, this Headquarters, dated 27 May 1947, subject: Establishment and Operation of Direct Telecommunications Circuits Between Tokyo and Manila
1. With reference to subject memorandum, the following is being published for the information of all concerned.
2. With a view toward the requirement for direct telecommunications service between Japan and the Philippine Islands, General Headquarters, Supreme Commander for the Allied Powers, initiated negotiations with RCA Communications, Inc., Philippine Press Wireless, Inc., and Mackay Radio and Telegraph Company, Inc. for the operation of such service. These three carriers operate terminals in Manila, Philippine Islands suitable for handling commercial service with the Ministry of Communications of the Japanese Government.
3. Several factors which entered into the arrangements for the operation of radiotelegraph and program transmission circuits between Tokyo and Manila, caused delays in the operating of the service. The advent of the independence of the Republic of the Philippines introduced the requirement that that government's approval be obtained in many of the details of the arrangements, especially those dealing with rate structures and settlement of accounts between the carriers in the Philippines and the Japanese Government.
4. Final arrangements have been concluded with RCA Communications, Inc. and Mackey Radio and Telegraph Company, Inc., and the circuits with those two terminals in Manila are now ready to commence operations. It is anticipated that the circuit with the terminal of Philippine Press Wireless, Inc. will be added when final arrangements are concluded with that company. The arrangements for the operation of those circuits are similar to those which have been made effective for the circuits and similar service to the United States.
5. Messages may be sent by anyone in the Philippine to anyone in Japan, including Japanese nationals. Messages outgoing from Japan must be paid for by (1) military Payment Certificates by United States Military and accredited civilian personnel; (2) use of reply prepaid vouchers by non-accredited organizations or persons including Japanese nationals; and (3) sent collect where specifically arranged for by General Headquarters, Supreme Commander for the Allied Powers. A reply paid voucher, which represents funds made available by the sender in the Philippines for a reply message, will be issued to the addressee in Japan, along with delivery of an incoming message which includes provision for such a prepaid reply as indicated in the address of the message.
6. Reference SCAPIN provides the necessary instructions to the Japanese Government (Ministry of Communications), to establish and operate the Japan terminal of the circuits with RCA Communications, Inc., and Mackay Radio and Telegraph Company, Inc.
7. A command channel letter is being released concurrently to the Eight Army, to provide for the surveillance of the operation of the circuits, similar to that which is required for other international radio circuits.
