政府は行政機関の審議会等の縮減方針に基づき、総理府の付属機関である交通事業調整審議会、地方制度調査会、地方税審議会を廃止することとした。一方、青少年の不良化防止に関する国会決議を受け、青少年の指導・保護・矯正に関する総合的施策の樹立と実施のため、中央青少年問題協議会を内閣に設置した。同協議会は官民の委員で構成され、地方での協議会設置や青少年保護育成運動の展開など成果を上げている。青少年問題の深刻さに鑑み、同協議会の機能を強化するため、法律上の明確な基礎を与える必要があり、本法改正を提案するものである。
