Law for Partial Amendment to the Law for Exceptions to Article 12 of the Law for the Election of the Members of the House of Representatives and Others
第一條　衆議院議員選挙法第十二條の特例等に関する法律（昭和二十二年法律第二号）の一部を次のように改正する。
Article 1.　The Law for Exceptions to Article 12 of the Law for the Election of the Members of the House of Representatives and Others (Law No.2, 1947) shall be partially amended as follows:
第一條第一項中「昭和二十二年九月十五日の現在で」を削る。
Paragraph 1, Article 1 shall read as follows: "When an election is held using the Elector's Register for the election of Members of House of Representatives in accordance with the provisions of Article 1 of Law No.30, 1946 (Exception to Electors'Register for the Election of Members of the House of Representatives), and there is any person who is not registered in the Electors'Register for the Members of the House of Representatives but who possesses the right to vote at the election of the Members of the House of Representatives, the Election Administration Committee for the election of the Members of the city, ward, town or village assembly or any agency concerned with the making of the Register, shall, in accordance with the application of the person concerned, temporarily make an Elector's register for the Election of the Members of the House of Representatives which will have such person or persons registered therein."
第二條　選挙運動の文書図画等の特例に関する法律（昭和二十二年法律第十六号）の一部を次のように改正する。
Article 2.　The Law for Special Instances of the Writings, Drawings and the like in Election Campaign shall be partially amended as follows:
第一條中「昭和二十二年及び昭和二十三年中に施行される」を削る。
Article 1 shall read as follows: "The aim of the present Law shall be to perform most properly and rightly the election which is to take place under the most pressed economical conditions, as in the case of actual deficiency of paper or other materials, and the Law shall apply in respect of notices or distribution of writings and drawings to be used in the campaign for the election of the members of the House of Representatives, House of Councillors, prefectural assembly and for the election of the chief of a prefectural community."
附則第二項中「衆議院議員選挙運動等取締規則、参議院議員選挙運動等取締規則及び地方議会議員等選挙運動等取締規則」を「衆議院議員選挙運動取締規則、参議院議員選挙運動取締規則及び地方公共團体の選挙の選挙運動取締規則」に、「この法律施行の日から、昭和二十三年十二月三十一日まで」を「この法律が効力を有する間」に改める。
In Paragraph 2 of the Supplementary Provision. "The Disciplinary Regulations concerning the Election Campaign of the Member of the House of Representatives and others, the Disciplinary Regulations Concerning the Election Campaign of the Member of Councillors and the Disciplinary Regulations concerning the Election Campaign of the Member of the Local Assembly and others" shall read as "the Disciplinary Regulations concerning the Election Campaign of the Member of the House of Representatives, the Disciplinary Regulations concerning the Election campaign of the Member of the House of Councillors and the Disciplinary Regulations concerning the Election Campaign of the Member of the Local Public Entity" and "from the day of the enforcement of the present Law to December 31st of 1948" as "while the present Law is in force" .
第三條　地方自治法（昭和二十二年法律第六十七号）の一部を次のように改正する。
Article 3.　The Law concerning Local Autonomy (Low No.67 of 1947) shall be partially amended as follows:
第百八十三條第一項中「二年」を「三年」に改める。
In Paragraph 1, Article 183, "two years" shall read as "three years."
附　則
Supplementary Provisions:
１　この法律は、公布の日から、これを施行する。
1.　The present Law shall come into force as from the day of its promulgation.
２　第三條の地方自治法第百八十三條第一項の改正規定は、この法律が施行される日の前日までに選任された地方公共團体の選挙管理委員については、その選任の日に遡ってこれを適用する。但し、この法律が施行される日までにすでにその後任者の選任に関する手続が開始されたものについては、この限りでない。
2.　The amendment provisions in Paragraph 1 of Article 183 of the Law concerning Local Autonomy in Article 3 shall be applied retroactively up to the day of the appointment to the Election Administration Committeeman of the Local Public Entity who was appointed before the previous day of enforcement of this Law. However, it shall not be applied to the person the appointment of whose successor has already been under procedures before the day of enforcement of this Law.
