朕は、警視廳皇宮警察部設置制を裁可し、ここにこれを公布せしめる。
I hereby give My Sanction to the Regulations governing the Establishment of the Imperial Palace Police Department in the Metropolitan Police Board and cause the same to be promulgated.

警視廳皇宮警察部設置制
Regulations governing the Establishment of the Imperial Palace Police Department in the Metropolitan Police Board
第一條　宮城、赤坂離宮靑山御所、京都皇宮並びに內務大臣の指定する行幸及び行啓の場所の警衞及び消防に関することを掌らしめるため、警視廳に皇宮警察部を置く。
Article 1.　In order to deal with matters relative to the guard and fire-prevention at the Imperial Palace in Tokyo, Akasaka Detached Palace, Aoyama Palace, Imperial Palace in Kyoto and places of Imperial visits which are designated by the Home Minister a department to be known as the "Imperial Palace Police Department" shall be established in the Metropolitan Police Board.
第二條　警視廳に左の職員を置き、皇宮警察部に属せしめる。
Article 2.　The under-mentioned Personnel shall be posted in the Metropolitan Police Board and they will be attached to the Imperial Palace Police Department.

Article 3.　The Imperial Palace Guard Officials shall deal with the guard and fire-prevention stated in Article 1.
第三條　皇宮護衞官は、第一條に規定する警衞及び消防に関することを掌る。
Article 4.　With regard to the matters for the Imperial Palace Police Dept. which are directly connected with the competent duties of the Imperial Household Minister, the Home Minister shall discuss them in advance with the Imperial Household Minister.
第四條　皇宮警察部の事務で宮內大臣の主務に直接関連する事項については、內務大臣は、予め宮內大臣に協議するものとする。
Article 5.　To the post of Chief of the Imperial Palace Police Dept. an Imperial Palace Guard Official of 2nd class shall be appointed. He shall, under the command of the Director of the Metropolitan Police Board, control all the matters of the department and command and supervise subordinate officials under him.
第五條　皇宮警察部長は、二級の皇宮護衞官を以てこれに充てる。警視総監の命を受けて、所部の事務を掌理し、部下の官吏を指揮監督する。
Article 6.　Six Imperial Palace Chief Inspectors shall be posted in the Metropolitan Police Board, and to the said posts Imperial Palace Guard Officials of 2nd class shall be appointed.
第六條　警視廳に皇宮警視六人を置き、二級の皇宮護衞官を以てこれに充てる。
An Imperial Palace Chief Inspector shall, under the command of his superior, deal with the guard and fire-prevention matters and command and supervise Imperial Palace Inspectors, Imperial Palace Assistant Inspectors and Imperial Palace Guards.　An Imperial Palace Chief Inspector, Imperial Palace Guard Official of 2nd class to whom the Ministerial Staff Treatment Rules are applied, shall be treated as being outside the authorized strength for Imperial Palace Chief Inspectors as defined in item 1 but as being within the authorized strength for Imperial Palace Inspectors as defined in item 1, Article 7.
皇宮警視は、上官の命を受けて、警衞及び消防に関する事務を掌り、皇宮警部、皇宮警部補及び皇宮警手を指揮監督する。
Article 7.
各廳職員優遇令の適用を受ける二級の皇宮護衞官たる皇宮警視は、第一項に定める皇宮警視の定員外とし、第七條第一項に定める皇宮警部の定員內とする。
Twenty Imperial Palace Inspectors shall be posted in the Metropolitan Police Board, and to the said posts Imperial Palace Guard Officials of 3rd class shall be appointed.
第七條　警視廳に皇宮警部二十人を置き、三級の皇宮護衞官を以てこれに充てる。
An Imperial Palace Inspector shall, under the command of his superior, deal with matters relative to the guard and fire-prevention and command and supervise Imperial Palace Assistant Inspectors and Imperial Palace Guards under him.　Article 8.
皇宮警部は、上官の指揮を受けて、警衞及び消防に関する事務を分掌し、部下の皇宮警部補及び皇宮警手を指揮監督する。
Thirty-five Imperial Palace Assistant Inspectors shall be posted in the Metropolitan Police Board, and to the said posts. Imperial Palace Guard Officials of 3rd class shall be appointed.
第八條　警視廳に皇宮警部補三十五人を置き、三級の皇宮護衞官を以てこれに充てる。
An Imperial Palace Assistant Inspector shall under the command of his superior, engaged in the matters relative to the guard and fire-prevention and command and supervise the Imperial Palace Guards under him.　Article 9.
皇宮警部補は、上官の指揮を受けて、警衞及び消防に関する事務に從事し、部下の皇宮警手を指揮監督する。
Seven hundred and sixteen Imperial Palace Guards shall be posted in the Metropolitan Police Board, and to the said posts. Imperial Palace Guard Officials of 3rd class shall be appointed.
第九條　警視廳に皇宮警手七百十六人を置き、三級の皇宮護衞官を以てこれに充てる。
Regulations governing the Imperial Palace Guards shall, unless otherwise provided, be laid down by the Home Minister.　Article 10.
皇宮警手に関する規程は、別に定めるものを除く外、內務大臣がこれを定める。
In order to handle a part of the duties for the Imperial Palace Police Dept., a detachment thereof may be established when required. Location, name and precinct thereof, shall be defined by the Director of the Metropolitan Police Board.
第十條　皇宮警察部の事務の一部を分掌させるため、必要に應じ、その分遣所を置くことができる。その位置、名称及び管轄区域は、警視総監がこれを定める。
To the post of the Chief of a detachment, an Imperial Palace Guard Official with the rank of the Imperial Palace Chief Inspector shall be appointed. He shall, under the command of his superior, deal with competent duties and command and supervise officials under him.　Supplementary Provisions:
分遣所長は、皇宮警視たる皇宮護衞官を以てこれに充てる。上官の指揮を受けて、この所主管の事務を掌り、部下の官吏を指揮監督する。
The present Imperial Ordinance shall be enforced as from January 1st, (1947)
附　則
Those who are in the actual service of the Imperial Palace Guard at the time of this Imperial Ordinance being enforced, shall, in case when no particular letters of appointment be issued, be appointed as Imperial Palace Guard Officials; those of the 2nd grade to the 2nd class and those of the 3rd grade to the 3rd class, and then shall receive the scale of pay equivalent to the present one. However, application of the rules governing the appointment of government-officials and qualification for official grades shall not be prevented.
この勅令は、昭和二十二年一月一日から、これを施行する。
As in the preceding item, when there is no equivalent scale of pay to the sum which the personnel as defined in the same item actually receives, they may receive the same sum of pay as they have received heretofore.
この勅令施行の際現に皇宮警察署の出仕の職に在る者は、別に辞令を發せられないときは、皇宮護衞官に任ぜられ、二等の者は二級に、三等の者は三級に叙せられ、現に受ける俸給額に相当する号俸を受けるものとする。但し、官吏任用敍級の資格に關する規程の適用を妨げない。
A part of the "Ordinance concerning the Shinninkan official and various other official gradation" shall be amended to read as follows:
前項の場合において同項に規定する者が現に受ける俸給額に相当する号俸がないときは、その者は、從前の俸給を受けるものとする。
In the list showing the Shinninkan official and various other official gradation, next to the item of the Local Administration Bureau and part of To, Do, Fu & Ken prefectures, the following item shall be added:
親任官及諸官級別令の一部を次のように改正する。

皇宮護衞官たる皇宮警察部長、皇宮警視、皇宮警部、皇宮警部補及び皇宮警手の制服は、当分の間、なお、從前の皇宮警察署長、皇宮警視、皇宮警部、皇宮警部補及び皇宮警手の制服の例による。
The uniform and attire rules for the Chief of the Imperial Palace Police Dept., Imperial Palace Chief Inspector, Imperial Palace Inspector, Imperial Palace Assistant Inspector and Imperial Palace Guards, who are Imperial Palace Guard Officials shall, for the time being, be same as the former uniform and attire rules for the Officer in Charge of the Imperial Palace Guards, Imperial Palace Chief Inspector, Imperial Palace Inspector, Imperial Palace Assistant Inspector and Imperial Palace Guards.
警察共済組合令の一部を次のように改正する。
A part of the "Ordinance concerning the Police Mutual-aid Association" shall be amended to read as follows:
第一條中「警視、」の下に「皇宮警視、」を、「警部、」の下に「皇宮警部、」を「警部補、」の下に「皇宮警部補、」を、「巡査」の下に「、皇宮警手」を加える。
In Article 1, underneath the "Chief Inspector," "Imperial Palace Chief Inspector" shall be added, underneath the "Inspector," "Imperial Palace Inspector" next the "Assistant Inspector," "Imperial Palace Assistant Inspector," and next to the "constable," "Imperial Palace Guards."
第一條ノ二中「警視、」の下に「皇宮警視、」を、「警部、」の下に「皇宮警部、」を「警部補、」の下に「皇宮警部補、」を加える。
In paragraph 2 of Article 1, next to the "Chief Inspector," "Imperial Palace Chief Inspector" shall be added, underneath the "Inspector," "Imperial Palace Inspector" and next to the "Assistant Inspector" "Imperial Palace Assistant-Inspector."
第二條に第一項として次の一項を加える。
The following item shall be added to Article 2 as item 1.
政府ハ組合員中皇宮警手ノ俸給総額ノ百分ノ二ニ当ル金額ヲ每年組合ニ給與ス
The government shall supply the Association yearly a sum of money equivalent to two hundredths of the total amount of the pay to the Imperial Palace Guards who are members of the Association.
