朕公衆衞生院官制ヲ裁可シ玆ニ之ヲ公布セシム
We hereby give Our sanction to the Regulations governing the organization of the Institute of Public Sanitation and cause the said Ordinance to be promulgated.

REGULATIONS GOVERNING THE ORGANIZATION OF PUBLIC SANITATION BOARD
第一條　公衆衞生院ハ厚生大臣ノ管理ニ屬シ國民ノ保健衞生及榮養ニ關スル調査硏究竝ニ公衆衞生技術者ノ養成訓練ヲ掌ル
Article 1.　Public Sanitation board shall be under the supervision of the Minister of Welfare and shall administer the investigation and researches concerning national health, hygiene and nutrition and the fastering and training of technicians concerning public sanitation.
第二條　公衆衞生院ニ左ノ職員ヲ置ク
Article 2.　Public Sanitation Board shall have the following personnel:
院長
厚生技官
Welfare technical officials.
專任二十一人　二級內二人ヲ一級ト爲スコトヲ得
Regular officials 21　second grade (Two of them shall be made first grade).
專任二十三人　三級
Regular officials 23　third grade.
厚生事務官
Welfare secretaries.
專任一人　二級
Regular officials 1　second grade.
專任四人　三級
Regular officials 4　third grade.
前項ノ定員ノ外十人以內ノ無給ノ三級ノ厚生技官ヲ置クコトヲ得
Besides the full strength of personnel prescribed above, unpaid Welfare technical officials of third grade less than ten shall be appointed.
第三條　公衆衞生院ニ顧問五人以內ヲ置キ院務ヲ輔ケシム
Article 3.　Public Sanitation Board shall have advisers less than five who assist the affairs of the Board. Advisers shall be appointed by the Cabinet from among those who have learning and experience by petitioning the Emperor by the Minister of Welfare.
顧問ハ厚生大臣ノ奏請ニ依リ學識經驗アル者ノ中ヨリ內閣ニ於テ之ヲ命ズ
Article 4.
第四條　院長ハ一級ノ厚生技官ヲ以テ之ニ充ツ厚生大臣ノ指揮監督ヲ承ケ院務ヲ掌理ス
A Welfare technical official of firrt grade shall be appointed President. He shall administer the affaiss of the Board under the command and supervision of the Minister of Welfare.　Article 5.
第五條　公衆衞生院ニ於テ養成訓練ヲ受クル者ヲ公衆衞生院硏究生ト稱ス公衆衞生院硏究生ニ關スル事項ハ厚生大臣之ヲ定ム
Those who are fastered and trained at Public Sanitation Board are called students belonging to Public Sanitation Board.　Matters pertaining to the students belonging to Public Sanitation Board shall be prescribed by the Minister of Welfare.
附　則
Supplementary Provisions:
本令ハ公布ノ日ヨリ之ヲ施行ス
The present Ordinance shall come into force as from the day of its promulgation.
厚生省硏究所官制ハ之ヲ廢止ス
Regulations governing the organization of Institute attached to the Ministry of Welfare shall be abrogated.
