MEMORANDUM FOR

THE IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Custody, Control and Protective Maintenance of Japanese Aircraft Plants, Arsenals and Laboratories.

1. Reference is made to memorandum for the Imperial Japanese Government, dated 20 January 1946 (SCAPIN-629), subject as above.
2. The list of aircraft factories, Army and Navy arsenals and laboratories attached to the memorandum referred to in paragraph 1, above, is hereby rescinded and the list attached hereto is effective this date.
3. Within seventy-two (72) hours of the receipt of this memorandum, the Japanese Government will have qualified representatives of that government report to the Commanding General, Eighth United States Army and to the Commander Naval Activities Japan to receive instructions with regard to establishing or releasing custody and control of installations affected by revision of the list referred to in paragraph 2, above.

1. This action revises the list of arsenals, laboratories, and aircraft plants attached to memorandum to Imperial Japanese Government, AG 004 (20 Jan 46) ESS/GD, SCAPIN 629, subj: "Custody, Control and Protective Maintenance of Japanese Aircraft Plants, Arsenals, and Laboratories". (Tab A)
2. The above list was found to be incomplete and inaccurate in the lights of new and more complete information obtained from:
a. Military Government units.
b. ESS. Research and Statistics Division.
c. ESS. Scientific Section.
3. The following revisions were made to the previous list of 272 aircraft factories.
a. 32 factories were removed.
Investigation indicated that the factories did not make aircraft parts, that they had been destroyed in last summer air raids or that it was a duplication.
b. 200 factories were added.
More complete information and revised criteria of selection caused the addition of these factories. Former criteria for selection of aircraft factories, which included 50 machine tools or more, was modified. Investigation by military government, Eighth Army showed that many small aircraft factories have special precision tools that are of greater value for reparations than those tools in aircraft factories covered under the original criteria.
4. The revisions made to the list are tabulated below:

5. This memorandum to Imperial Japanese Government transmits the revised list and notifies them to have representatives report to commanding General, Eighth Army and Commander, Naval Activities, Japan, for further instructions.
a. Command letter to Commanding General, Eighth Army and Commander, Naval Activities, Japan directs the following:
(1) That installations listed "removed from list" are to be released from custody and control. (Reference former directive AG (13 Jan 46) ESS/IN/GD, subj: "Preservation of Japanese Industrial Facilities".)
(2) Buildings, facilities, and grounds of listed installations considered to have no reparations value will be released from custody. (This supplements (SCAPIN-936) GD, 9 May 46 (TAB C) which released the former Army and Navy facilities, with the exception of those under custody and control).
