SUBJECT | Revised Listing of Aircraft Factories, Military and Naval Arsenals and Research Laboratories. |
1. Reference is made to Memorandum for the Imperial Japanese Government, dated 28 May 1946 (SCAPIN - 987), subject: “Costody, Control and Protective Maintenance of Japanese Aircraft Plants, Arsenals and Laboratories,” with inclosure, “List of Aircraft Factories, Army and Navy Arsenals, and Laboratories.”
2. Attached as Annexes X and XI are revisions to the list of Aircraft Factories, Army and Navy Arsenals and Laboratories referred to in paragraph 1, above. All plants on Annex X are removed from the list. Plants appearing on Annex XI are added to above mentioned list.
3. Within seventy-two (72) hours of the receipt of this memorandum, the Japanese Government will have qualified representatives report to the Commanding General, Eighth United States Army, and to the Commander Naval Activities, Japan, to receive instructions with regard to establishment of or releasing from custody and control, installations affected by revisions of the lists referred to in paragraph 1, above.

MEMO FOR RECORD : (SCAPIN - 1121) 10 September 1946
1. Revision of present listings of Aircraft factories, Military and Naval Arsenals, and Research Laboratories now under custody and control of the Supreme Commander for the Allied Powers has been made necessary by submission to this headquarters of information revealing complete war damage to some of the listed installations, transfer of machinery and equipment at others for centralization, and that other installations do not meet the criteria for selection given in Radio WCL 43957, Washington (Joint Chiefs of Staff) dated 31 August 1946.
2. The attached Annexes remove 27 installations from the reparations list and add 5 installations.
3. No concurrences are necessary.
