Removal from Custody, and Conversion of Second and Third Naval Fuel Depots

1. References are the following:
a. Letter, CLO No. 4585 (ECI-F), subject: Request for Conversion of Second and Third Naval Fuel Depots for Production of Sulfate of Ammonia, dated 10 September 1946.
b. Letter, CLO No. 4588 (ECI-F), subject: Request for Removal of Former Army and Navy Arsenals from Reparations List, dated 10 September 1946.
c. Memorandum for Imperial Japanese Government from General Headquarters, Supreme Commander For The Allied Powers, AG 464.6 (22 June 46) ESS/IN SCAPIN 1931, subject: Conversion of Second and Third Naval Fuel Depots to Production of Nitrogenous Fertilizers.
d. Memorandum for the Imperial Japanese Government from General Headquarters, Supreme Commander For The Allied Powers, AG 004 (28 May 46) ESS/IN SCAPIN 987, subject: Custody, Control and Protective Maintenance of Japanese Aircraft Plants, Arsenals, and Laboratories.
2. With reference to conversion of former arsenals to the production of ammonium sulfate synthetic fertilizer and the taking into custody of certain plants, previous prohibitions and authorizations are confirmed as follows:
a. With reference to 1 a above (CLO No. 4585) the Imperial Japanese Government is informed that no change in the provisions of 1 c (SCAPIN 1031) is granted.
b. With reference to 1 b above (CLO 4586) the Imperial Japanese Government is informed that no change in the provisions of 1 d above (SCAPIN-987) is granted.
3. Concerning the black powder manufacturing plant of the Iwahana Gun Powder Factory authorization for operation previously granted by the Commanding General, Eighth United States Army continues in effect.

1. a. CLO No. 4585 (ECI-F), subject: Request for Conversion of 2nd and 3rd Naval Fuel Depots for Production of Sulfate of Ammonia," dated 10 September 43. requests permission to convert the above listed Fuel Depots and the Second Naval Fuel Branch Depot at Nagoya to the production of ammonium sulfate fertilizer.
b. CLO No. 4586 (ECI-F), subject: Request for Removal of Former Army and Navy Arsenals from Reparations List, "dated 10 September 1946, requests the exclusion of the Second Naval Fuel Depot, Yokkaichi, its branch at Nagoya, the Third Naval Fuel Depot at Tokuyama, and the Iwahana Gun Powder Factory from reparations program.
2. a. CLO letter 4585(par. 1, a, above) requests permission to convert three former Naval Fuel Depots to the production of ammonium sulfate Synthetic fertilizer. This matter had previously been investigated by SCAP with the result that SCAPIN 1031 was issued, 22 June 43, authorizing conversion of a specified portion of the Yokkaichi Plant of the Second Naval Fuel Depot. Prior to this time the entire plant was listed for reparations. Permission for the conversion of the Second Naval Fuel Depot branch at Nagoya and the Third Naval Fuel Depot at Tokuyama, previously authorized in an early GHQ memo to IJG on 10 Oct 45, was rescinded by SCAPIN 1031. CLO letter 4585 offered no new data or information which would alter the decisions made when SCAPIN 1031 was issued.
b. Action taken: No changes in the provisions of SCAPIN 1031 are authorized.
3. a. CLO letter 4586 (par 1 b, above) requests exclusion of three former Naval Fuel Depots and one black powder factory (a portion of an arsenal) from reparations. FEC directives do not allow the exemption of arsenals from reparation, although temporary use of portions of such plants in connection with the production of urgently needed ammonium sulfate synthetic fertilizer has been authorized.
b. Action taken: No changes in reparations list of SCAPIN 987 (28 May 45) are authorized. Operation of the black powder factory of the Iwahana Arsenal for the production of specified quantities of industrial black powder under authorization of CG, Eighth Army continues in effect.
