Subject | Revised Listing of Aircraft Factories, Military and Naval Arsenals and Research Laboratories. |
1. Reference is made to Memorandum for the Imperial Japanese Government, dated 28 May 1946 (SCAPIN-987), subject: “Custody, Control and Protective Maintenance of Japanese Aircraft Plants, Arsenals and Laboratories,” with inclosure, “List of Aircraft Factories, Army and Navy Arsenals, and Laboratories.”
2. Attached as Annexes XII and XIII are revisions to the list of Aircraft Factories, Army and Navy Arsenals and Laboratories referred to in paragraph 1, above. All plants on Annex XII are removed from the list. Plants appearing on Annex XIII are added to above mentioned list.
3. Within seventy two (72) hours of the receipt of this memorandum, the Japanese Government will have qualified representatives report to the Commanding General, Eighth United States Army, and to the Commander Naval Activities, Japan, to receive instructions with regard to establishment of or releasing from custody and control, installations effected by revisions of the lists referred to in paragraph 1, above.

1. Revision of present listings of Aircraft Factories, Military and Naval Arsenals and Research Laboratories now under custody and control of the Supreme Commander for the Allied Powers is made necessary by submission to this headquarters of information from the field of complete war damage to some of listed installations, transfer of machinery and equipment for storage at others, errors in listing, and information that some concerns do not meet the criteria for reparations claims set forth in Radio WCL 43957 Washington (Joint Chiefs of Staff), dated 31 August 1945.
2. The attached Annex XII deletes 12 installations and Annex XIII adds 5 installations to the list.
3. No concurrences are necessary.
