MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Establishment of Sender Composition Message Service and Press Service Between Great Britain and the Tokyo Area.

1. The establishment by January 10 of Sender Composition Message Service and Press Service between Great Britain and Tokyo Area by the Imperial Japanese Government is desired and in order to establish this service it is desired that the OSAKA-LONDON wireless circuit be opened
2. This service will be available only to military and accredited civilian personnel stationed in Japan. Services shall be for the transmission and receipt of personal messages and Press message only, to and from Great Britain.
3. Memorandum from this headquarters to the Imperial Japanese Government dated 21 November 1945, subject: "Regulations Governing Communication on International, Foreign and External Telegraph, telephone and Wireless Facilities," and any subsequent memoranda governing censorship will apply to this service except that Sender Composition messages will be in clear English text and contain no code.
4. There is no objection to the rates which you propose for the transmission of prepaid Sender Composition and press messages, from Tokyo to Great Britain. These Rates will be as follows:

It is understood that these rates may require amendment at a later date, in which event the approval of this office of change will be obtained in advance.
5. Personal messages will be accepted at the Central Telegraph Office in Tokyo and charges will be prepaid. Press messages will be filed at the Public Relations Office, Radio Tokyo or the Central Telegraph office and may be sent collect.
6. It is further desired that arrangements be made for the establishment of a charge account, in the name of whatever representative maybe designated by the British Embassy. The name of this representative will be furnished later by this headquarters, also the name of three representatives authorized to sign for or approve the sending of the messages.
7. Statements of accounts will be expressed in yen and will be rendered monthly, Exchanges of statements may be made through this headquarters.
8. The sender of a message will be required to state on the message the following information: If military personnel, his name, rank, serial number, unit or organization, and Post address; if a civilian, his name and address in Japan and unit to which attached.
9. Copies of all messages sent or received will be kept on file for a minimum period of one year.
10. All messages received from London will be forwarded to the British Embassy, Tokyo for distribution unless directed otherwise by this headquarters.
11. There is not objection for the present to the divisions and procedures outlined in your letter to this headquarters dated 8 January 1946. They will not be modified without approval from this headquarters.
