SUBJECT | Broadening Scope of Services Handled Over Radio Telegraph Circuits Between Tokyo Area, and (1) United States, and (2) London, England, to Include the Handling of Official Messages for Government Representatives. |
1. Memorandum for the Imperial Japanese Government, AG 676 (1 Dec 45)CCS dated December 1945 and AG 311.23 (11 January 46)CCS dated 11 January 1946, directing establishment of (1) press messages and (2) Sender's Composition Message service between the Tokyo area and the United States and London, England, limited to use by military and accredited civilian personnel stationed in Japan, is hereby amended to provide for the handling of official government messages from and to accredited government representatives of countries listed in paragraph 2 below, stationed in japan and their government representatives in either Washington, D.C. or London, England.
2. The countries to which this directive applies are:
Australia Portugal
Canada Siam
China Spain
France Sweden
Hungary Switzerland
Italy USSR
Netherlands United Kingdom
New Zealand United States
Vatican (Rome, Italy)
3. Each government representative in japan will have on file with the District Telecommunications Censor at Tokyo a form showing the representative's signature, the government which he represents, and the address to which incoming messages are to be delivered. Messages may be filed for transmission only by those representatives of a country for whom this identification form is on file.
4. Government messages filed in Tokyo or in Washington or London must be designated in the preamble of the message as "(name of country) Government Message". Such messages may be accepted for transmission and delivery in any language or in code.
5. Government messages shall be sent from Tokyo on a collect basis to Washington and London. Messages sent from Washington or London to Tokyo must be prepaid.
6. Rates in dollars or sterling will be those presently established by the United States and the United Kingdom. The Board of Communications will be credited with one half of the wireless rate charged and collected for messages to the United States. Division of United Kingdom rates will be determined later.
7. Memorandum AG 311.7 (10 Nov 45)CIS, this headquarters, dated 21 November 1945, subject: "Regulations Governing Communications over International, Foreign, and External Telegraph, Telephone and Wireless Facilities", and any subsequent memoranda governing external communications facilities will apply to this service except that messages may be accepted for transmission or delivery in any language.
8. Outgoing government messages must be filed at the Tokyo Central Telegraph Office.
9. Incoming government messages will be delivered directly to the address on file with the District Tele-communications Censor at Tokyo as stated in paragraph 3 hereof.
