MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Establishment of Expeditionary Force and Sender Composition Message Service between Japan and All Points in the British Commonwealth Over the Osaka-London Radiotelegraph Circuit.

1. This memorandum confirm verbal instructions of General Headquarters, Supreme Commander for the Allied Powers, to the Japanese Ministry of Communications issued 21 August 1946 regarding inauguration of EFM service between Japan and all points in the British Commonwealth and the extension of SCM service between Japan and all British Commonwealth points, (heretofore limited to service between Japan and great Britain) effective at 0001 hours 22 August 1946. Transmission and reception of Expeditionary Force and Sender Composition Messages was established in accordance with the provisions hereinafter set forth.
2. The provisions contained in the Memorandum for the Imperial Japanese Government, file AG 311.23 (11 January 46) CCS (SCAPIN - 578), subject "Establishment of Senders' Composition Message Service between Great Britain and the Tokyo Area" will continue in effect and be similarly applicable to the newly inaugurated EFM and SCM services between Japan and all British Commonwealth points, with three exceptions, viz:
a. The rate schedule contained in paragraph 4 relating to SCM messages sent from Japan to Great Britain (United Kingdom) is replaced by the rate schedule included on Inclosure 1 herewith.
b. Paragraph 5, as related to places where SCM messages will be accepted for transmission, is amended herein (see paragraph 5 below).
c. Paragraph 10, covering the delivery of messages incoming to Japan, is rescinded and new instructions covering delivery of messages are set forth herein (see paragraph 6 below).
3. Rates and divisions of revenue for EFM and SCM messages sent from Japan to all British Commonwealth Points are set forth in Inclosure 1.
4. Charges for EFM and SCM messages filed in Japan destined British Commonwealth points will be paid in Japanese yen.
5. EFM and SCM messages will be filed at the same post or telegraph offices which are presently, or which may be in the future, designated for the acceptance of EFM and SCM messages to the United States.
6. Delivery or Incoming Messages.
a. Those portions of the Memoranda to the Imperial Japanese Government, file AG 311.23 (9 March 46) CCS (SCAPIN-809) subject "Osaka-London Wireless Circuit" and file AG 311.23 (20 July 46) CCS (SCAPIN 1072) subject "Osaka-London Wireless Circuit" relating to the delivery of messages, are rescinded.
b. All incoming messages (from London or beyond) addressed:
BCOF (British Commonwealth Occupation Force)
BRINDIV (British Indian Division)
34 AUST INF BDE (34th Australian Infantry Brigade)
9 NZ INF BDE (9th New Zealand Infantry Brigade)
2 NZ EF (Japan) New Zealand Expeditionary Force(Japan)
BRITBASE (British Commonwealth Air Force)
NOIC, Kure (Naval Officer in charge, Kure)
Will be delivered to telegraph reception offices in Japan at locations to be furnished from time to time to the Osaka Central Telegraph office by Headquarters, British Commonwealth Occupation Force.
c. Messages addressed PRODROME and UKLIM will be delivered to the British Embassy at Tokyo for distribution.
d. Messages addressed to BRICOSAT will be delivered to Headquarters, British Commonwealth Occupation Force Sub Area - Tokyo (Naigai Bldg., Tokyo).
7. Any incoming messages which cannot be delivered by the British Commonwealth Occupation Force Headquarters, the British Embassy, or the British Commonwealth Occupation Force Sub Area, Tokyo, within fifteen days will be returned to Osaka Central Telegraph office. The Osaka Central Telegraph office will then advise the telegraph office of origin that the message has not been delivered, and will retain the message copy in its files for a period of one year.

MEMORANDUM.
SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN - 1206), File AG 311.3 (17 Sep 46)CCS, Subject: "Establishment of Expeditionary Force and Sender Composition Message Service Between Japan and All Points in the British Commonwealth Over the Osaka - London Radiotelegraph Circuit".
1. With reference to subject memorandum the following is published for the information of all concerned.
2. The purpose of this directive is to confirm inauguration of Expeditionary Force Message (EFM) service between Japan and all telegraph points in the British Commonwealth, and to extend Senders Composition (SCM) service, formerly available only between Japan and Great Britain, to all points of the British Commonwealth. These services cover only messages sent and received by military and accredited civilian personnel of the Occupation Forces stationed in Japan and will be handled over the Osaka - London circuit.
3. Under this directive rates for messages outgoing from Japan are quoted in Japanese yen, at 60 Japanese yen to the British pound sterling, which are equivalent to the charges made within the British Commonwealth for EFM and SCM messages. The effect of the new schedule is to reduce the word rates for SCM messages between Japan and Great Britain as follows: Ordinary, by forty-five se; Half rate, by twenty-two and one half sen; and NLT and VLT by fifteen sen.
4. The directive specifies points where messages may be filed in Japan, also points where incoming messages of the BCOF will be delivered by the Ministry of Communications, and specifies that incoming messages which cannot be delivered to an addressee within 15 days by the United Kingdom Liaison Mission, or British Commonwealth Forces Unit, will be returned to the Osaka Central Telegraph Office for notifying originating office of non-delivery.
5. Surveillance by the Occupation Forces will consist of making shocks to ascertain that the provisions of the directive are complied with by the Ministry of Communications
6. Command instructions pertaining to execution of surveillance are being released simultaneously with this memorandum..
