MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Revised Method of Handling Press and Government Messages via the Osaka-colombo Circuit.

1. Reference is made to memoranda for the Japanese Government, as follows:
a. File AG 311.23 (11 Jan 46)CCS, (SCAPIN 578), dated 11 (January 1946, subject: Establishment of Senders Composition Message Service and Press Service Between Great Britain and the Tokyo Area.
b. File AG 311.23 (9 Mar 46)CCS, (SCAPIN 809), dated 9 March 1946, subject: Osaka-Colombo Wireless Circuit.
c. File AG 311.2 (8 Mar 47)CCS, (SCAPIN 1563), dated 8 March 1947, subject: Radio Service for Government Messages Other than United States Government.
d. File AG 311.23 (12 Aug 47)CCS, (SCAPIN 1762), dated 12 August 1947, subject: Osaka-Colombo Radiotelegraph Circuit, as amended.
e. File AG 311.23 (20 Aug 47)CCS, (SCAPIN 1765), dated 20 August 1947, subject: Expansion of Radiotelegraph Service Between Japan and British Commonwealth Areas, as amended.
2. That part of paragraph 5 of reference la concerning press messages is rescinded and the following provisions pertaining to press messages will apply in lieu thereof: Press messages destined for British Commonwealth areas to which radiotelegraph service is presently available, and those areas to which service, may be expanded via the Osaka-Colombo circuit, may be accepted at any of the public acceptance offices of the Ministry of Communications and may be filed on a prepaid or collect basis at the option of the sender.
3. Paragraph 3 of reference lc is amended as follows: official government messages of any foreign government, filed in Japan for transmission via the Osaka-Colombo circuit, to a respective government agency or representative at any address, in any country, to which radiotelegraph service is available, may be accepted by the Ministry of Communications at any of its public acceptance offices authorized to accept SCH messages, and may be sent prepaid where rates are quoted, otherwise they will be sent collect to destination.
4. Direct communication within the scope of this memorandum is authorized between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, The General Accounting Section, General Headquarters, Supreme Commander for the-Allied Powers or the British Transfer Agent and the Ministry of Communications.
