SUBJECT | Routing of Messages via United States Circuits. |
1. Reference is made to the following memoranda for the Javanese Government.
a. File AG 600 (8 Oct 45)GD, (SCAPIN 107),dated 8 October 1945, subject: Establishment of Expeditionary Force Message Service Between the United States and the Tokyo-Yokohama Areas.
b. File AG 676.3 (1 Dec 45)CCS, (SCAPIN 379), dated 1 December 1945, subject: Establishment of Sender Composition Message Service Between the United States and the Tokyo Area.
c. File AG311,23 (17 May 46)CCS, (SCAPIN 959), dated 17 May 1946, subject: Extension of Press Wireless Service to Include VLT Messages.
2. Effective Immediately the reference memoranda are modified as follows The Ministry of Communications may accept and honor requests from filers of messages from Japan to the United States for routing of their messages via a specific American carrier. This will apply to all classes of messages, including those handled on a "Transferred Account" basis.
3. Such routed messages will not be considered as a part of apportioned traffic divided equally between the three American carriers, but will be deducted from the total volume, with the remainder being equally divided.
4. Direct communication between the Civil Communication Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications, on matters within the scope of this memorandum, is authorized.

Memorandum
Subject: Information of General Application Pertaining to Directive Number (SCAPIN 1795), file AG 311 (8 Oct 47) CCS, this Headquarters dated 8 October 1947 subject: Routing of Messages via United States Circuits
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. Paragraphs 1a, 1b and 1c of the reference memorandum list certain directives in which recommendations for equal division of traffic volume between the three American carriers have been emphasized.
3. It is the purpose of the subject memorandum to open the way for acceptance by the Ministry of Communications of requests from filers of messages from Japan to the United States for routing of their messages via a specific American carrier.
4. Traffic thus routed at the request of the sender should not be considered as a part of the specific American carrier's share of equally divided traffic load since such routing will usually result from specialized services available from the specific carrier in America, for which it should not be penalized.
5. Occupation Forces surveillance will not be required in this instance inasmuch as the subject memorandum is permissive rather than compulsory,
