1. Reference is made to memoranda for the Japanese Government as follows:
a. File AG 600 (8 Oct 45)GD, SCAPIN 107, dated 8 October 1945, subject: Establishment of EFM Service Between the United States and Tokyo-Yokohama Area.
b. File AG 676.3 (1 Dec 45)CCS, SCAPIN 379, dated 1 December 1945, subject: Establishment of SCM Service Between the United States and Tokyo Area.
c. File AG 311.2 (8 Jun 46)CCS, SCAPIN 1009, dated 8 June 1946, subject: Inauguration of EFM, SCM, Private, Government and Press Message Service Between Japan and the Hawaiian Islands.
2. Effective immediately the reference memoranda are modified as follows:
Expeditionary Force Message Service (EFM) and Overseas Forces Victory Letter Telegram Service (VLT) from Japan to the United States, Hawaii and to United States possessions, are restricted to use only by members of the United States Armed Forces and personnel of the American Red Cross. Accredited civilian employees of the United States Department of the Army, and of other United States Government Agencies may use Sender Composition Message (SCM) services in all other authorized classifications for messages from Japan to the United States, Hawaii and United States possessions.
3. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications, regarding operating procedures within the scope of this memorandum, is authorized.

MEMORANDUM
SUBJECT: Information of General Application Pertaining to Directive Number SCAPIN 1904, file AG 311.23 (8 Jun 48) CCS, this Headquarters, dated 8 June 1948, subject: Restriction in use of EFM and VLT Services
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. Since the inauguration of EFM and VLT services between Japan and the United States, 2 October 1945, and 1 December 1945 respectively, members of the U.S. Armed Forces and accredited civilian employees of the Department of the Army and of other U.S. Government agencies have been participating in the benefits of lower rates afforded by these services.
3. Paragraph 102a of TM 12-205, May 1946, Department of the Army, restricts the use of EFM service to members of the United States Armed Forces and personnel of the American Red Cross and American Field Service. This same TM is being revised to include restriction of VLT service to the categories mentioned. Heretofore this restriction was not enforced.
4. Since there are no American Field Service personnel now serving in this command, and continued use of these services by other than authorized personnel is an abuse of a priviliege afforded by the commercial carriers, the subject memorandum directs the Ministry of Communications to restrict EFM and VLT services to the categories listed.
5. Occupation forces will extend the surveillance required to insure compliance by the Ministry of Communications with the provisions of the reference memorandum.
