MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Telegraph Delivery of International Radio Messages Addressed to Army Post Offices.

1. It is directed that the Japanese Board of Communications arrange to deliver expeditionary force and senders composition messages received over international circuits addressed to Army post offices as follows:
a. Forward by telegraph those messages addressed to Army post offices located in cities other than Tokyo as directed by SCAP.
b. Deliver messages from the terminal telegraph offices, including Tokyo to Army post offices to be designated using scheduled messenger service or other normal means employed in delivering domestic telegrams.
2. The Board of Communications will be furnished the initial list of cities to which it is desired that service directed in paragraph 1 be provided and will be informed concerning changes and additions to the initial list as required.
3. Arrangements will be made to furnish to the Director of the Tokyo Central Telegraph Office instructions necessary to determine the delivery and routing of the message.
4. Instructions contained in this memorandum supersede and cancel instructions contained in paragraph 9, (SCAPIN 379), AG 676.3 (1 Dec 45)CCS.
5. Statements of service rendered for relating incoming messages from the United States to localities outside of Tokyo in accordance with this directive will be furnished the Occupation Forces in the same manner as those submitted for other services.
6. Direct correspondence between the Civil Communications Section, SCAP, and the Japanese Board of Communications within the scope of this memorandum is authorized.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 884 ), file AG 811 ( 19 Apr 46 )CCS, GHQ, SCAP, dated 19 April 1946, subject: "Telegraph Delivery of International Radio Messages Addressed to Army Post Offices."
1. With reference to Memorandum Number, (SCAPIN 884), to the Imperial Japanese Government, the following is published for the information of all concerned.
2. The telegraph delivery service covered by the subject directive is to be provided for the purpose of expediting delivery of EFM and SCM messages.
3. Details as to the points to which service is to be established, method of filing, the manner in which receipts for services rendered are to be submitted and other operating details will be furnished.
4. Surveillance of the service will require general supervision of handling and routing of messages through the Tokyo Central Telegraph Office by representatives of the Eighth Army and supervision of delivery between the terminal telegraph offices and addressee APO's by representatives of organizations served by the APO's. Command instructions pertaining to supervision will follow through command channels.
