SUBJECT | Revised Procedure for Handling Press and Government Messages from Japan to the United States, Manila, Korea and Okinawa. |
1. Reference is made to memoranda for the Japanese Government as follows:
a. File AG 311.2 (8 Aug 46)OCS,SCAPIN 1114, dated 8 August 1946, subject: Revised Procedure for the Handling of Official United States Government Messages Filed at Tokyo Destined to the United States, Its Territories and Possessions.
b. File AG 311.2 (8 Mar 47)CCS, SCAPIN 1563, dated 8 March 1947, subject: Radiotelegraph Service for Government Messages, Other than United States Government.
c. File AG 676.3 (27 May 47)CCS, SCAPIN 1707, dated 27 May 1947, subject: Establishment and Operation of Direct Telecommunications Circuits Between Tokyo and Manila.
d. File AG 311.23 (13 Sep 47)CCS,SCAPIN 1777, dated 13 September 1947, subject: Radiotelegraph Service to China, Korea and Okinawa.
2. The following modifications are effective immediately:
a. Press and Government messages from Japan to Korea, via Manila or San Francisco, must be prepaid.
b. Press and Government messages from Japan to Okinawa via Manila must be prepaid.
c. Government messages, other than United: States Government messages from Japan to the United States and Manila, may be sent prepaid or on a transferred account (T/A) basis at the option of the sender. Concurrence of the connecting telegraph administrations must be obtained before accepting government messages for transmission on a transferred account (▲/A) basis to the United States or Manila.
d. United States Government messages from Japan to the United States and Manila will continue to be handled in accordance with the provisions of SCAPINs 1114 and 1707.
3. Direct communication between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications, concerning matters within the scope of this memorandum, is authorized.

MEMORANDUM
SUBJECT: Information of General Application Pertaining to Directive Number SCAPIN 1877 file AG 311.23 (5 Apr 48) CCS, this Headquarters, dated 5 April 1948 subject: Revised Procedure for Handling Press and Government Messages from Japan, to the United States, Manila, Korea and Okinawa
1. With reference to the subject memorandum the following is published for the information of all concerned.
2. Existing directives require press and government messages from Japan to Korea via San Francisco or Manila, and press and government messages from Japan to Okinawa via Manila be transmitted on a receiver-to-pay basis.
3. Since some difficulty has been experienced in collecting charges on government messages forwarded from Japan on a receiver-to-pay basis, RCA Communications Technical observer advises that certain of the Foreign Missions in Tokyo would prefer to file some of their messages on a prepaid basis.
4. The subject memorandum accomplishes two purposes:
a. Prepayment of charges on press and government messages destined for Korea and Okinawa.
b. Optional prepayment, or receiver-to-pay basis, on government, other than United States Government messages filed in Japan transmission to the United States or Manila, provided concurrence of the connecting telegraph administration is obtained for all such T/A arrangements.
