MEMORANDUM FOR

JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Radiotelegraph Service to China, Korea and Okinawa.

1. Expansion of radiotelegraph service to include private, press and government messages between Japan and China, Korea and Okinawa, is authorized effective 8 September l947.
2. Messages exchanged between Japan and Korea will be routed via San Francisco or Manila and the applicable rates quoted in Inclosure 1 will apply to either routing. Messages exchanged between Japan and China, or between Japan and Okinawa, will be routed via Manila. Applicable rates are quoted in Inclosure 1.
3. Message classifications authorized between Japan and China, Korea and Okinawa are as follows:

4. Per word rates for messages classified in paragraph 3 are shown in Inclosure 1.
5. Urgent press messages are authorized at the rates for full rate messages, as quoted in Inclosure 1.
6. All press messages, and government messages for other than United States Government, will be sent "collect" from Japan to the points listed in Inclosure 1, and arrangements for collection of charges must be made prior to acceptance of such messages.
7. Private messages with prepaid reply (RP) from China, Korea and Okinawa addressed to non-accredited organizations or persons in Japan, including Japanese nationals, and private messages filed by such non-accredited organizations or persons in Japan, utilizing prepaid reply (RP) vouchers in payment of the charges for such messages to China, Korea and Okinawa, are authorized. Prepaid reply (RP) amounts will in all cases be quoted in United States dollars.
8. All other messages from Japan to China, Korea and Okinawa, pursuant to this memorandum, payment for which is not provided for by use of prepaid reply (RP) vouchers, will be prepaid in United States Military Payment Certificates or in Foreign Trade Payment Certificates.
9. All incoming messages from China, Korea and Okinawa to Japan will he prepaid at the point of origin. Revenue accruing to the Japanese Ministry of Communications for all such messages will be accounted for in the same manner as prepaid messages from the United States, and will consist of the amounts shown in Inclosure 1, column 3, captioned Japanese Radio.
10. Payment of Japanese Ministry of Communications' share of revenue and the American carriers' share, including their outpayment to connecting carriers, will be handled through the Transfer Agent for Telephone and Telegraph Message Funds in the same manner in which payments are made to the Japanese Ministry of Communications and the American carriers for message traffic exchanged between Japan and the United States.
11. Revenue accruing to the Japanese Ministry of Communications, on outgoing messages, will consist of the following:
a. The Japanese terminal charge of $0.02 per full rate word, with proportionately lower terminal charges for other lower classifications.
b. One half the radio circuit tolls between Tokyo and Manila, computed after deduction of the Japanese terminal charge.
12. Revenue accruing to the American carrier will be:

13. Private messages between Japan and China, Korea and Okinawa will be subject to all applicable censorship rules and regulations. Exceptions will be specifically provided for by Genera] Headquarters, Supreme Commander for the Allied Powers.
14. Direct communications between the Civil Communications Section or other Staff Sections of General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications, concerning matters within the scope of this memorandum, are authorized.

MEMORANDUM:
SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1777), file AG 311.23 (13 Sep 47)CCS, this Headquarters, dated 13 September 1947 subject: Radio-telegraph Service to China, Korea and Okinawa
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. Expansion of radiotelegraph service to include private, press and government messages between Japan and China, Korea and Okinawa, is authorized, effective 8 September 1947.
3. There is presently no commercial radiotelegraph communication between Japan, China and Okinawa.
4. There is a submarine cable operating between Fukuoka, Japan and Pusan, Korea operated by the Japanese Ministry of Communications in connection with the Korean Telegraph Agency. Messages are frequently heavily delayed and badly mutilated in transit over the Korean landlines from Pusan to internal points.
5. The Fukuoka-Pusan circuit operates on a non-settlement basis.
6. Messages over the proposed route, Japan-Manila-Korea, would be handled by the Japanese Ministry of Communications in connection with RCA Communications, Inc. and Mackay Radio and Telegraph Company, Inc. Both of these organizations render high quality radiotelegraph service, and should be more satisfactory than the route described in paragraph 4.
7. Since the rate structures are identical, messages from Japan to Korea will be routed either via San Francisco or Manila. The determining factor for the routing will be the comparative efficiency of each circuit at the time of filing. Messages destined for China and Okinawa will be routed via Manila.
8. Occupation Forces will extend the necessary surveillance to insure compliance by the Ministry of Communications with the provisions of reference memorandum.
