MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Revised Procedure for Handling Government Messages from Japan via the United States and via Manila.

1. Reference is made to memoranda for the Japanese Government as follows:
a. File AG 311.2 (8 Mat 47) CCS, SCAPIN 1563, dated 8 March 1947, subject: Radiotelegraph Service for Government Messages, other than United States Government.
b. File AG 676.3 (27 May 47)CCS, SCAPIN1707, dated 27 May 1947, subject: Establishment and Operation of Direct Telecommunications Circuits between Tokyo and Manila, as amended.
c. File AG 311.23 (10 Aug 47)CCS, SCAPIN 1759, dated 10 August 1947, subject: Expansion of Radiotelegraph Service via the United States, as amended.
d. File AG 311.23 (3 Oct 47)CCS, SCAPIN 1790, dated 3 October 1947, subject: Non -acceptance of Collect Press and Government Messages from Japan to China.
e. File AG 311.23 (5 Apr 48)CCS, SCAPIN 1877, dated 5 April 1948, subject: Revised Procedure for Handling Press and Government Messages from Japan to the United States, Manila, Korea and Okinawa.
2. Effective immediately, the provisions of the reference memoranda pertaining to the acceptance and handling of government messages are modified as follows:
Government messages, other than United States Government messages may be sent prepaid or on a receiver-to-pay basis, from Japan via the United States or via Manila, to any point to which radiotelegraph service is now or later may be established except to those points specifically named in references 1d and 1e above. Concurrence of the telegraph administration of destination is necessary before transmission of government messages on a receiver-to-pay basis.
3. In the absence of a reduced rate for government messages, such messages , with the exception of United States Government messages, will be charged the normal full rate or the CDE rate from Japan to destination. In order to obtain the benefit of transmission priority, such government messages will carry in the preamble an appropriate indicator which will be inserted as a matter of routine by the office of origin. Refund of any excess charges on prepaid government messages, which may be eligible for reduced rates over some part of the route beyond the United States or Manila, will be made by the American carrier to the administration of destination.
4. United States Government messages from Japan, routed via the United States or Manila, will continue to be handled in accordance with the provisions of SCAPINS 1114 and 1707.
5. Direct correspondence between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications concerning matters within the scope of this memorandum is authorized.

SUBJECT: Information of General Application Pertaining to Directive Number SCAPIN 1947, file AG 311.23 (16 Jun 48)CCS, this Headquarters, dated 9 December 1948, subject: Revised Procedure for Handling Government Messages from Japan via the United States and via Manila
1. With reference to the subject memorandum, the following is published for the information of all concerned.
2. Present arrangements require that Government Messages other than United States Government Messages, filed for transmission from Japan to points via the United States, or via Manila be accepted and forwarded only on a receiver-to-pay basis.
3. The subject memorandum permits the acceptance and transmission of Government Messages, other than United States Government Messages, on a prepaid or receiver-to-pay basis, and details the procedure to be followed in accepting such messages prepaid when a reduced government rate is not scheduled.
